"Tujuan akhir kebijakan moneter dan kebijakan fiskal adalah kesejahteraan masyarakat. Dalam konteks kebijakan, kesejahteraan masyarakat direpresentasikan dengan stabilitas ekonomi dan stabilitas harga serta rendahnya tingkat pengangguran. Tidak adanya koordinasi kebijakan dalam pencapaian tujuan tersebut akan menghasilkan tingkat kesejahteraan masyarakat yang rendah.Tesis ini menganalisis bentuk koordinasi kebijakan berdasarkan model ekonomi makro struktural Smaliscale Quarterly Macro Model (SQM). Pemilihan kebijakan dilakukan dengan meminimumkan fungsi kerugian sosial masing¬-masing otoritas kebijakan berdasarkan teori permainan, yaitu model permainan Cournot dan model permainan Stackelberg.Hasil simulasi menunjukkan bahwa untuk meminimumkan tingkat kerugian sosial, pemerintah dan Bank Indonesia perlu menetapkan tujuan utama kebijakannya sebagai satu-satunya tujuan kebijakan. Dalam hal ini kebijakan Bank Indonesia lebih fokus dalam pencapaian stabilitas harga, sedangkan kebijakan pemerintah lebih fokus dalam pertumbuhan ekonomi dengan memperhatikan tanggapan yang akan diberikan Bank Indonesia."
