"The Indonesian Armed Force (Tentara Nasional Indonesia, TNI) has for decades been the instrument used by those in power to endorse and hold their powerful positions. As a consequence, the Indonesian Armed Force has not only lost its professionalism, but also its quality and competence. A professional army can only be established in the condition of a democratic political life. In this article the author describes the situation in Indonesia nowadays, i.e. the transition towards democratization. In this process, the most important agenda is to return the main function of the Indonesian Armed Force in line with the need and the will of Indonesian people, i.e. to guard the nation sovereignty and territory. However, the author also recognizes the other functions the armed force has to carry out. In relation to this, the article examines how the professionalism of the Indonesian Armed Force can be formed in the midst of a political transition process. "ABSTRAK
Penelitian ini membahas mengenai kompetensi profesional spesialis rekod dan penilaiannya assessment di Perusahaan Migas Adidaya di Indonesia. Pengumpulan data menggunakan kuesioner yang dikembangkan dari ARMA Internasional, disertai wawancara probing . Pemilihan sampel dengan teknik total sampling pada SDM bidang kearsipan di empat level karier yaitu koordinator, analis, asisten, dan klerikal. Hasil penelitian menunjukkan bahwa records specialist di level koordinator, asisten, analis dan klerikal memerlukan pengembangan kompetensi pada lima domain yaitu kepemimpinan, manajemen resiko, komunikasi pemasaran, praktik dan fungsi bisnis, dengan tingkat penguasaan kompetensi level 3-4 berada di atas 50 . Pada domain teknologi informasi, level koordinator memerlukan pembinaan kompetensi teknologi informasi; sementara untuk jenjang klerikal, asisten, dan analis memerlukan pengembangan kompetensi teknologi informasi. Rekomendasi pembinaan/pengembangan kompetensi pada level koordinator berupa Reflective learning yaitu memperkuat kemitraan dengan SDM kearsipan tataran strategis, berbagi pengetahuan dengan civitas academica dan proaktif dalam asosiasi profesi, serta pembaharuan wawasan teknologi informasi. Pada level analis berupa Self Directed Learning yaitu pendidikan formal atau sertifikasi kompetensi spesifik tentang manajemen resiko dan preservasi dokumen digital. Pada level klerikal berupa Workplace Learning yang menekankan pembelajaran pada praktik kekinian dan kursus bahasa secara terencana. Pada level Asisten berupa Competency-based learning yaitu pengukuran kompetensi tentang komunikasi pemasaran dan teknik riset.

ABSTRACT
This study discusses about professional competence of records specialist and the assessment in the rdquo Adidaya rdquo Oil and Gas Company located in Indonesia. The data collected using a questionnaire developed from ARMA International, and interviews probing . The sample selected using total sampling technique that represents four career levels on HR field of archives. These are coordinators, analysts, assistants, and clerical. The results showed that the records specialist at level coordinators, assistants, analysts and clerical requires competence improvement for five domains, i.e leadership, risk management, marketing communications, practices and business functions. The competency advance level 3 4 are above 50 . In the information technology domain, the level of coordinator require information technology competency development whereas for the level of clerical, assistant, and analysts require information technology competency coaching. Competency development recommendations for coordinator level is of Reflective learning i.e. strengthening partnerships with archival HR strategic level, knowledge sharing with the academic community and proactive in professional associations, and renewal insight of information technology. At the analyst is elf Directed Learning i.e. formal education or certification of specific competencies on risk management and digital document preservation. At the level of clerical is Workplace Learning which emphasizes learning of present practice and language course. At the level of Assistant is Competency based learning that is measuring the competence of marketing communications and research techniques."

"Lernbaga Survei Opini Publik di Indonesia tumbuh pesat semng dilaksanakannyapemilihan umum langsung sejak 2004. Hasil survei yang mereka lakukan kemudian dipublikasikan melalui media massa dengan tujuan, untuk membentuk opini publik. Akibatnya bermunculan pendapat pro dan kontrak mengenai publikasi hasil survei itu.
Berangkat dari latar belakang tersebut, tesis ini mencoba melihat "Bagaimana Fenomena Profesionalisme Lembaga Survei Opini Publik pada Pemilu Presiden 2009". Tujuannya untuk mengetahui fenomena profesionalisme pelaksanaan polling dalam mendorong pertumbuhan demokrasi di Indonesia, khususnya pemeringkatan kandidat, mengetahui pandangan Lingkaran Survei Indonesia dan Lembaga Survei Indonesia tentang profesionalisme selaku penyelenggara polling, serta pengaruh apa yang mereka harapkan terhadap pubJikasi hasil survei opini publik tersebut.
Penelitian ini menggunakan metode kualitatif dengan sumber data utama: kata-kata maupun tindakan, dan selebihnya adalah data tambahan seperti dokumen dan lain-lain seperti wawancara terhadap pihak-pihak terkait, seperti
Namun demikian, ada harapan kuat dari Lembaga Survei Indonesia yang lebih mengarah pada profesional ketimbang Lingkaran Survei Indonesia. Hal ini terkait dengan sumber pendanaan dan keterbukaan yang tidak semuanya dikemukakan dalam laporan hasil survei, padahal ini diamanatkan dalam kode etik WAPOR/AAPOR maupun AROPI serta PERSEPI sebagai asosiasi/perhimpunan riset di Indonesia.
Tingkat pelaksanaan dan pemahaman profesiona1isme berbeda antar tarlembaga survei opini publik, yakni memahami profesionalisme sebagai suatu hasil (Lingkaran Survei Indonsia), dan memahami profesionalisme sebagai suatu proses (Lembaga Survei Indonesia).
Selain itu, meskipun pelaku pollster memandang penting publikasi hasil survei untuk memengaruhi opini publik, namun publik tidak memercayai hasil survei karena mereka menilai lembaga polling merupakan lembaga bayaran, serta tidak mcnjadikan publikasi hasil survei opini publik sebagai rujukan dalam menentukan pilihan polilik mereka. Karenanya, lembaga survei opini publik di Indonesia belum dapat disebut profesional.

Since the 2004 general election, the public opinion research companies have been growing. The survey results were published in the media in order to lead public opinion. But, the publication of survey result caused public dispute.
With such circumstances, I wrote the thesis about the phenomenon of the public opinion research company's professionalism in the 2009 President Election to recognize how the polling has helped democratization process in Indonesia in term of candidates rating, how two companies - Lingkaran Surv ei Indonesia and Lembaga Survei Indonesia -measure their professionalism as the public opinion research company and what of kind of impact they are expected from the polling result.
Based on Magie Schammell's professionalism concept, this research shows that the public opinion research company in Indonesia has yet to apply ethic codes.
But, the research has showed that Lembaga Survei Indonesia has revealed better tendency than Lingkaran Survei Indonesia. The former has better public accountability, as it disclosed some of its funding sources as it was required in the ethic codes ofW APORJAAPOR, AROPI and PERSEPI.
Both companies also apply different interpretacion in the professionalism term. Lingkaran Survei Indonesia is interpreting professionalism as a result, while Lembaga Survei Indonesia sees it as a process.
Another fact is while the pollsters cosidered that the publication of Lhe polling result could alter public opinion, publitended to doubt it, as they thought the pollsterwere paid by the candidate. And, they didn't use the polling result as a reference to make their political decision. Therefore, the public opinion research companies in Indonesia have yet to be considered professional."

"ABSTRAK
Sistem supervisi akademik pengawas sekolah adalah kegiatan pengawasan akademik yang dilakukan oleh pengawas satuan pendidikan terhadap guru dalam melaksanakan tugasnya, agar lebih profesional dan kompeten dalam bidangnya.
Sistem pengawasan terdiri tiga dimensi kegiatan, yaitu memantau, menilai, dan membina. Profesiolalisme guru adalah merupakan sikap mental yang senantiasa mendorong untuk mewujudkan diri sebagai guru profesional yang kompetensi dalam bidangnya. Kompetensi profesionalisme guru terdiri dari empat dimensi yaitu pedagogik, profesional, kepribadian, dan sosial.
Rumusan masalah dalam penelitian ini adalah apakah terdapat pengaruh antara sistem supervisi akademik pengawas sekolah terhadap profesionalisme guru. Penelitian ini bertujuan untuk menganalisis pengaruh sistem supervisi akademik pengawas sekolah terhadap profesionalisme guru di SMA Negeri 1 Padang Ratu Lampung Tengah. Jenis penelitian adalah eksplanatif dengan dua variabel, yaitu sistem supervisi akademik pengawas sekolah sebagai variabel bebas dan profesionalisme guru sebagai variabel terikat. Data diperoleh menggunakan kuesioner, kemudian dianalisis menggunakan analisis regresi sederhana dan regresi ganda.
Hasil penelitian diketahui bahwa sistem supervisi akademik pengawas sekolah berpengaruh signifikan terhadap profesionalisme guru. Demikian pula hasil analisis regresi berganda terhadap masing-masing dimensi variabel bebas, seluruh dimensi supervisi akademik berpengaruh secara serempak terhadap masing-masing dimensi profesionalisme guru. Secara parsial, dimensi supervisi akademik pengawas sekolah yang berpengaruh signifikan terhadap masingmasing dimensi profesionalisme guru adalah dimensi menilai dan dimensi membina/melatih terhadap dimensi kompetensi pedagogik profesionalisme guru; Dimensi menilai pengawas sekolah dalam melakukan supervisi akademik berpengaruh signifikan terhadap dimensi kompetensi profesional profesionalisme guru; Dimensi membina/melatih dari kegiatan supervisi akademik pengawas sekolah berpengaruh signifikan terhadap dimensi kompetensi kepribadian profesionalisme guru; Dimensi membina/melatih dari kegiatan supervisi akademik pengawas sekolah berpengaruh signifikan terhadap dimensi kompetensi sosial profesionalisme guru.

ABSTRACT
Supervision academic system of school supervisor is the action supervision academic that is done by supervisor of education unit toward the teacher in professional carrying out their duties. There are three actions in dimensions supervision system, they are supervising, scoring, and guiding. The teacher professionalism is the expression of attitude than gain to the professional.
There are four dimensions of teacher professionalism. They are pedagogic, professional, character, and social. The formulation problem in this research is whether there is influences between the supervision academic system of school supervisor towards the teacher professionalism. The aim of research to analyze the influence of the supervision academic system of school supervisor toward the teachers professionalism at state SMA 1 Padang Ratu Central Lampung. The kind of the research is explanative with two variable, supervision academic system of school supervisor is as in independent variable and teachers professionalism is as dependent variable. The data?s are abstained by using questioners, and then the analyzed using simple regression analysis and multiple regression.
The result of research is known that the supervision academic of school supervisor influences significantly toward the teacher professionalism, and so the result of the double analysis regression toward to each dimension independent variable the all dimension of supervision academic influence compactly toward to each the dimension of the teacher professionalism partially. The dimensions of supervision academic of school supervisor that influence significantly toward each dimension of scoring and dimension of guiding toward the dimension of pedagogic competence. The dimension of scoring of school supervisor in doing supervision academic influence significantly toward the dimension of teacher professionalism; dimension of guiding from actions supervision academic of school supervisor influence significantly toward the dimension of the teacher character professionalism; dimension of guiding from the activities supervision academic of school supervisor influence significantly toward the dimension of social.

"Mutu pendidikan merupakan proses yang mengacu kepada standar proses dan hasil, mutu proses memiliki hubungan kausal dengan mutu hasil. Jika proses pembelajaran bermutu, maka standar kompetensi lulusan akan dapat dicapai dengan bermutu pula. Dengan demikian, keberadaan pengawas sekolah untuk meningkatkan mutu sangatlah penting.
Tesis ini membahas tentang pengaruh sistem pengawasan terhadap mutu layanan pendidikan di SMA Negeri Kabupaten Bekasi. Metode penelitian yang digunakan adalah mixed methode dengan menggabungkan kualitatif dan kuantitatif. Penulis mengambil sampel dari populasi yang ada dengan menggunakan disproportionate Stratified Random Sampling. Pengolahan data hasil penelitian menggunakan program software SPSS (Statistical Package for Social Science) for Windaow Release 17,00.
Hasil penghitungan dengan methode Analisa Regresi Linear menunjukan pengaruh dari variabel kepengawasan terhadap mutu layanan pendidikan adalah sebesar Hasil yang diperoleh adalah sebesar 0.891 (r2 yx = 0.794) mengindikasikan bahwa kurang lebih 79.4 % variasi perubahan Peningkatan Mutu Layanan Pendidikan ditentukan oleh sistem pengawasan artinya Pengaruh Sistem Pengawasan terhadap Mutu Layanan Pendidikan adalah Signifikan secara statistik.

Education quality is a process that refers to the process of quality standards and quality results that refer to the graduate competence standars. Quality processes have a causal relationship with the quality results. If the learning process quality is good, then the graduate competence standars will be achieved well. The second achievement of the quality in question, obviously requires the existence of the school superintendent.
The focus of this study is the influence of Supervision system toward education service quality of state senior high school in Bekasi regency. This research is mixed methods and this samples from existing using disproportionate Stratified Random Sampling. Research processing data uses SPSS software program (Statistical Package for Social Science) for Window Release 17.00.
The calculations results with the Linear Regression Analysis methods show the influence of supervisory variables on the quality of education services is 0891 (r2yx = 0794) . Significance values result coefficient regression 79.4% It means the influence of Monitoring System on Education Service is statistically significant.
