"ABSTRAK
Tesis ini membahas tentang implikasi Letter of Intent (LoI) IMF dalam kebijakan
impor beras Indonesia periode 2004-2010. Pemerintah Indonesia menandatangani
LoI dengan IMF saat Indonesia mengalami krisis ekonomi tahun 1997 sehingga
harus meminta bantuan dari IMF. Selama empat periode pemerintahan (1997-
2003), IMF memberikan tekanan pada pemerintah untuk melakukan liberalisasi,
privatisasi, dan deregulasi di berbagai sektor, salah satunya adalah sektor
perberasan. Akibat liberalisasi tersebut, jumlah impor beras yang masuk ke
Indonesia meningkat dengan tajam. Namun pasca LoI berakhir, pemerintah tetap
mempertahankan kebijakan impor beras khususnya untuk memenuhi stok
cadangan beras nasional. Maka pertanyaan penelitian dalam tesis ini adalah
mengapa pemerintah tetap melakukan kebijakan impor beras pasca LoI IMF
berakhir dan pihak mana yang diuntungkan dengan impor beras tersebut.
Penelitian ini merupakan penelitian kualitatif dengan desain deskriptif analitis.
Hasil penelitian memaparkan terdapat tiga implikasi LoI IMF yang masih
dirasakan sampai saat ini yaitu terbukanya pasar beras dalam negeri, privatisasi
BULOG, dan hilangnya subsidi KLBI. Pemerintah juga memiliki komitmen
internasional dengan WTO untuk membuka pasar bagi beras impor minimal
sebanyak 70.000 ton beras per tahun. Di lain pihak, adanya preferensi pemerintah
untuk mempertahankan kebijakan tersebut karena impor beras memberikan
insentif yang besar bagi pelaksana impor, yaitu BULOG. Pihak yang diuntungkan
dari impor ini selain BULOG, adalah negara eksportir beras yaitu Thailand dan
Vietnam. Untuk menghadapi liberalisasi strategi pemerintah perlu meningkatkan
pembangunan infrastruktur pertanian, penguatan kelembagaan tata niaga beras,
serta menyusun kebijakan perberasan yang solid dan terkoordinasi dengan baik
antar lembaga terkait.

Abstract
This study discusses about the implications of the IMF Letter of Intent (LoI) in
Indonesian rice import policy especially in the period 2004-2010. The government
of Indonesia signed the LoI with the IMF when Indonesia hit by economic crisis
in 1997 and requested an assistance from the IMF. During the four periods of
reign (1997-2003), the IMF put pressure on governments to apply liberalization,
privatization, and deregulation in various sectors, one of which is the rice sector.
As the result, the amount of rice imports into Indonesia increased sharply. After
the LoI ended, the government is still maintaining rice import policy, especially to
meet the national rice reserve stock. Then the research question is why the
government continues to conduct rice import policy after the LoI IMF ended and
which party get benefits from the imported rice.
This research is a qualitative research with a descriptive analysis design. The
results found that there are three implications of the LoI IMF which is the
liberalization of domestic rice market, privatization of BULOG, and the abolition
of KLBI. The government also has international commitments to the WTO to
open minimum market access of 70,000 tons of rice per year. On the other side,
the government's preference to maintain the import policy because the policy
provides strong incentives for BULOG as an STE in importing rice. The party
who gets the benefits from the imported rice are the rice exporting country such as
Thailand and Vietnam, and BULOG. The researcher suggests several strategies
that can be implemented by the government that is to improve the development of
agricultural infrastructure, strengthen the rice marketing institutional, and develop
a firm and well-coordinated rice policy among relevant institutions."
