ABSTRAK Hybrid coupler merupakan salah satu bentuk rangkaian yang sangat diperlukan dalam bidang teknologi rangkaian terpadu gelombang mikro. Teknologi hybrid coupler telah mengalami perubahan yang besar dalam beberapa dekade terakhir, hal ini disebabkan oleh perubahan yang sangat pesat dalam aplikasi MIC pada bidang telekomunikasi maupun elektronika. Dalam tugas tesis ini, dibuat suatu rancang bangun rangkaian hybrid couplers dengan menggunakan saluran transmisi coplanar waveguide, karena saluran ini memberikan kemudahan dalam memperluas rangkaian pada bidang substrat bagian alas sehingga sangat cocok digunakan pada rangkaian microwve. Perancangan ini dilakukan dengan menggunakan perangkat lunak dan perangkat keras berupa mesin quick circuit dan pengukuran dilakukan pada semua gerbang dengan frekuensi kerja 1.8 GHz.
ABSTRACT Hybrid couplers form an indispensable circuit in modem microwave integrated-circuit technology. Hybrid couplers technology has undergone a substantial change over the past decade, due to the rapidly growing applications of MICs in the telecommunications and electronic. In this thesis, hybrid coupler is designed and made circuit by using transmission line of coplanar waveguide and then this transmission line necessary only on the surface side of the substrate, allowing planar circuit on the top side to be extended and then thus making it compatible with microwave. Hybrid coupler was design by using quick cam circuit and measured at all port with frequency operation 1,8 GHz.

Artikel ini menganalisis hubungan antara harga minyak mentah, gas alam dan saham berkenaan dengan periode sebelum, ketika dan setelah krisis keuangan global. Kami menemukan bahwa harga minyak secara umum mempengaruhi harga pasar gas alam setelah periode krisis tahun 2008. Lebih lanjut lagi, harga gas alam secara sepihak mempengaruhi harga saham sebelum dan sesudah periode krisis tahun 2008 tetapi tidak berpengaruh ketika dalam periode krisis. Kami juga menyajikan bukti dampak spillover atas turunnya harga saham terhadap turunnya harga minyak mentah. Hasil ini merupakan bukti baru atas adanya finansialisasi terhadap pasar minyak setelah krisis keuangan global. Namun, hasil analisis menunjukkan tidak adanya indikasi finansialisasi atas gas alam. ......This paper analyze the relationship between crude oil, natural gas and stock prices with respect to the period before, during and after global financial crisis. We find that oil price generally affects gas market after the 2008 crisis period. Furthermore, we also find that gas market unilaterally affects stock market before and after but not during the 2008 recession. We also provide new evidence of the spillover impact from decreasing price stock to decreasing price of oil. This result serves as a new proof of the financialization of oil market after the global financial crisis. However, our result shows there is no indication of financialization of the gas market.

Lapangan-X merupakan lapangan gas di Cekungan Kutai yang dikembangkan sejak tahun 1986. Reservoar lapangan-X merupakan endapan delta Miosen akhir yang berlapis, dimana dikarakterisasikan oleh formasi yang didominasi oleh lempung. Perselingan antara batupasir dan batuserpih menghasilkan heterogenitas porositas yang cukup tinggi. Salah satu metode yang efektif dalam mengatasi tingkat heterogenitas yang tinggi adalah dengan metode Artificial Neural Network (ANN). ANN menggunakan algoritma Probabilistic Neural Network (PNN) mampu mendiskriminasikan daerah yang memiliki sebaran porositas yang tinggi dan rendah dengan baik pada zona Fresh Water Sand (FWS) lapangan-X dibanding dengan metode Multiatribut linier yang cenderung merupakan nilai sebaran porositas rata-rata. Nilai korelasi hasil prediksi terhadap target menggunakan metode PNN mencapai 0.8610 dengan rata-rata kesalahan (average error) sebesar 0.0283, sementara nilai korelasi hasil metode Multiatribut linier hanya sebesar 0.7098 dengan rata-rata kesalahan (average error) sebesar 0.0398. Hasil PNN pada sayatan waktu +10 ms dari horizon FS33 berhasil mengkarakterisasikan sebaran porositas batupasir yang bersih dari lempung di bagian selatan daerah penelitian, dimana fasies pengendapan batupasir tersebut diinterpretasikan berasal dari dataran delta. Sementara sayatan waktu -10 ms dari horizon FS42, menunjukan sebaran porositas batugamping dengan fasies pengendapannya diinterpretasikan berasal dari lingkungan neritik (shelf). Dari penelitian ini, dapat disimpulkan bahwa metode PNN berhasil menggambarkan sebaran porositas batuan di zona Fresh Water Sand (FWS) lapangan-X dengan baik sehingga hasil prediksi penyebaran yang dilakukan mampu mendekati data- data sumuran.

Pemerintah Indonesia telah ikutserta dalam Multilateral Instrument (MLI) dan menentukan Principal Purpose Test (PPT) sebagai standar minimum yang dipilih. Indonesia juga memiliki regulasi domestik dalam bentuk Peraturan Direktur Jenderal Pajak yaitu PER-25/PJ/2018. MLI dan PER-25/PJ/2018 tidak secara rinci mengatur bagaimana PPT harus ditafsirkan. Upaya Indonesia memerangi aggressive tax planning akan berpotensi menjadi aggressive tax dispute. Tujuan penelitian ini adalah untuk menganalisis penerapan PPT ditinjau dari perspektif kepastian hukum; menganalisis keunggulan dan kelemahan penerapan PPT dan tantangan yang dihadapi otoritas pajak dan wajib pajak. Pendekatan penelitian yang digunakan yaitu menggunakan metode kualitatif. Teknik pengumpulan data yaitu melalui hasil wawancara mendalam dengan key informant terkait, serta melakukan kajian literatur. Hasil yang diperoleh baik dari aspek regulasi, kelembagaan maupun aspek lingkungan sosial, PER-25/PJ/2018 belum dapat memberikan kepastian hukum. Ditinjau dari keunggulannya, PPT akan dapat menjangkau skema-skema penghindaran pajak yang belum tercakup oleh regulasi yang sudah ada, namun kelemahannya, PPT akan menimbulkan kekhawatiran bagi pelaku usaha mengenai penafsiran yang diterapkan oleh otoritas pajak. Dari segi tantangan, upaya otoritas pajak untuk menilai motif, akan sangat tergantung pada perolehan data dan informasi yang relevan. Dari sisi wajib pajak, wajib pajak harus mengupayakan perencanaan manajemen risiko atas penerapan PPT yang dilakukan oleh otoritas pajak.   ......The Indonesian government has participated in the Multilateral Instrument (MLI) and determined the Principal Purpose Test (PPT). Indonesia also has domestic regulations, namely PER-25/PJ/2018. MLI and PER-25/PJ/2018 do not stipulate how PPT should report. Indonesia's efforts to combat aggressive tax planning will have the potential to become aggressive tax disputes. The purpose of this research is to analyze the implementation of PPT from the perspective of legal certainty; analyze the advantages and disadvantages of implementing PPT and the challenges. The research approach used is using qualitative methods. The data collection technique is through in-depth interviews with related key informants, and a literature review. The results obtained from both regulatory, institutional, and social environmental aspects, PER-25/PJ/2018 have not been able to provide legal certainty. Advantages, PPT will be able to reach tax avoidance schemes that have not been covered by existing regulations, but the weakness is that PPT will raise concerns for business regarding the findings applied by the tax authorities. In terms of challenges, efforts by the tax authorities to assess motives will depend heavily on the acquisition of relevant data and information. The taxpayer must seek risk management planning for implementing PPT carried out by the tax authority.

Ketersediaan media transmisi menjadi sangat penting ketika sebuah perusahaan penyedia layanan telekomunikasi (operator telekomunikasi) ingin menggelar jaringan di wilayah operasionalnya. Sistem transmisi menggunakan fiber optik menjadi pilihan dikarenakan kemampuan transfer signal yang baik dan memiliki kapasitas yang besar. Di era globalisasi saat ini, persaingan begitu kompetitif, sehingga penting bagi sebuah vendor telekomunikasi untuk menjadi mitra yang baik bagi operator telekomunikasi dalam membangun jaringan telekomunikasi mereka, khususnya jaringan transmisi fiber optik menggunakan perangkat SDH. Hal tersebut dapat dilakukan dengan melakukan persiapan yang baik dan matang ketika sebuah vendor mengikuti proses tender pengadaan dan pembangunan jaringan transmisi fiber optik menggunakan perangkat SDH. Terdapat kriteria-kriteria penting, yang perlu dijadikan bahan pertimbangan ketika sebuah vendor mengikuti tender yang diadakan oleh operator. Tentunya terkait dengan tujuan apa yang ingin dicapai dari tender tersebut. Dengan demikian dapat dipersiapkan segala sesuatunya dengan baik dalam rangka memenangkan proses tender dan memberikan hasil pekerjaan yang maksimal jika tender tersebut berhasil dimenangkan. Kajian terhadap permasalahan tersebut meliputi identifikasi masalah, proses pengumpulan data, dilanjutkan dengan pengolahan data menggunakan metode AHP (Proses Hirarki Analitik) didukung perangkat lunak Expert Choice dan memberikan kesimpulan terhadap hasil analisis data berupa sistem penunjang keputusan dalam penentuan prioritas pemilihan proyek transmisi SDH. Dalam tesis ini dengan menggunakan metode AHP dan perangkat lunak Expert Choice, dilakukan penentuan prioritas terhadap proyek transmisi SDH yang ditenderkan oleh beberapa operator di Indonesia. Dari hasil perhitungan dan pengolahan data didapatkan bahwa proyek transmisi SDH di Telkom menjadi prioritas pertama, diikuti oleh NTS di prioritas kedua, kemudian Indosat di prioritas ketiga.
ABSTRACT
The important thing when a telecoms operator company want to deploying telecommunication network in their operational area is the availability of transmission network. Transmission network using optical fiber is the best choice because of the good transferring signal ability and has a huge capacity that can be transferred. In the current era of globalization, the competition was so competitive, so it is important for a telecommunications vendor to make a good partner for telecommunications operators in developing their telecommunications networks, particularly fiber optic transmission network using SDH devices. This may be done by doing a good preparation and mature when a vendor following the tender process and the development of fiber optic transmission network using SDH devices. There are important criteria, which need to be taken into consideration when a vendor participate in a tender held by the operator. Certainly related to what goals you want to achieve from the tender. Thus everything can be prepared well in order to win the bidding process and provide the maximum work if the tender had been won. The study of these issues include identification of issues, the process of data collection, followed by data processing using the method of AHP, supported by Expert Choice software and provide conclusions on the results of data analysis in the form of decision support systems in the project selection prioritization SDH transmission. In this thesis by using AHP and Expert Choice software, is the determination of priorities of the SDH transmission projects tendered by some operators in Indonesia. From the results of calculations and data processing was found that SDH transmission projects in Telkom became the first priority, followed by the NTS in the second priority, and Indosat in the third priority.

Silikon dapat bersifat seperti cermin dan memantulkan ± 30% cahaya yang diterimanya. Dalam aplikasi solar sel ada dua metode yang dapat digunakan untuk mengurangi pemantulan pada permukaan silikon solar sel. Metode yang pertama adalah dengan membentuk tekstur permukaan seperti piramida atau piramida terbalik. Metode kedua adalah dengan membentuk suatu lapisan anti refleksi (antire flection coating).

Pada penelitian ini dilakukan perhitungan dan simulasi untuk mencari parameter optimal untuk dual layer antireflection coating. Parameter yang perlu diperhatikan dalam penggunaan antireflection coating adalah indeks refraksi dan ketebalan lapisan. Berdasarkan penelitian yang dilakukan melalui perhitungan dan uji simulasi dengan menggunakan PCID, ketebalan dan indeks refraksi optimal dari dual layer antireflection coating diketahui sebagai berikut: Lapisan atas (pertama) n1 = 1,57 ; d1 = 93 nm - 96 nm, Lapisan bawah (kedua) n2 = 2,46 ; d2 = 56 nm - 58 nm.

Berdasarkan simulasi yang dilakukan, pemantulan minimum dual layer antireflection coating terjadi pada panjang gelombang 400 nm - 1200 nm (dibawah 10 %). Pemantulan paling kecil (0 %) terjadi pada panjang gelombang 800 nm - 850 nm. Peningkatan performa solar sel dapat dilihat pada peningkatan arus short-circuit sebesar 120 mA (±4%) jika dibandingkan dengan solar sel yang menggunakan tekstur permukaan.

Salah satu permasalahan lingkungan hidup kota Depok adalah kondisi TPA Cipayung telah mengalami overload dalam menampung sampah Kota Depok. Maka dari itu, Pemerintah Kota Depok membangun unit pengolahan sampah UPS sebagai upaya pengelolaan sampah, salah satunya adalah UPS TPA Hanggar 4. Untuk mengetahui kinerja UPS tersebut, perlu dilakukan suatu studi mengenai efektivitas dan efisiensi berkaitan proses kerja di UPS tersebut. Tujuan dari penelitian ini adalah 1 mengidentifikasi proses kerja 2 mengidentifikasi aliran material 3 menganalisis faktor-faktor yang memengaruhi efektivitas, dan 4 menganalisis faktor-faktor yang memengaruhi efisiensi UPS TPA Hanggar 4. Penelitian ini merupakan penelitian ex-post facto yang meneliti hubungan sebab-akibat yang tidak diberi perlakuan oleh peneliti ataupun dimanuplasi dan penelitian eksperimental dilakukan dengan percobaan di lapangan dan percobaan di laboratorium. Pengambilan data dilakukan dengan observasi, wawancara, serta pengujian laboratorium. Hasil dari penelitian ini menunjukkan bahwa proses kerja UPS TPA Hanggar 4 terdiri dari pengangkutan sampah, proses pemilahan, proses pencacahan, proses pengomposan dengan open windrow, proses pengayakan, dan proses pengemasan/penyimpanan, aliran material kinerja. Berdasarkan perhitungan aliran material, dengan jumlah sampah yang masuk ke UPS sebanyak 24.867 kg, jumlah sampah organik yang dikomposkan adalah 24.465 kg 98,58 dan jumlah sampah anorganik yang dibuang ke TPA Cipayung sebanyak 402 kg 1,62 serta jumlah kompos yang dihasilkan 7.339,5 kg 29,52. UPS ini efektif untuk mengurangi sampah yang dibuang ke TPA sebanyak 97,88 0,585 dari sampah yang masuk ke UPS. Kompos yang dihasilkan memenuhi 4 parameter pada SNI 19-7030-2004 dan 2 parameter pada Peraturan Menteri Pertanian No.70 Tahun 2011. Berdasarkan pemenuhan kriteria teknis, UPS ini telah memenuhi 4 dari 5 kriteria pada Peraturan Menteri PU RI No. 3 Tahun 2013 dan memenuhi 5 dari 5 kriteria pada Peraturan Daerah Kota Depok No.5 Tahun 2014. UPS TPA Hanggar 4 telah telah memenuhi 62,17 dari kapasitas desain. Dari aspek efisiensi, laju pemulihan sampah pada UPS ini adalah 94,71 dan laju daur ulang yaitu 0,25 sehingga cocok untuk proses pengomposan namun memiliki tingkat efisiensi yang rendah dalam pelaksanaan waktu kerja oleh kelompok pekerja, yaitu hanya sebesar 64,83 dari waktu kerja per hari. ......One of the waste management issues in Depok City is TPA Cipayung rsquo s capacity has been exceeded. To overcome the problem, Depok City Government built Material Recovery Facility MRF, and one of them is UPS TPA Hanggar 4. To determine the MRF performance, it is necessary to do a research on the effectiveness and efficiency of the work process. The objectives of this research are 1 to identify work process 2 to identify the material flow 3 to analyze the factors affecting the effectiveness and 4 to analyze the factors affecting the efficiency rate of TPA Hanggar 4 Cipayung. This research is an ex post facto research that examine causal relationships that are not treated by researchers or manipulated and experimental research conducted by field experiments and laboratory experiments. The data were collected by observation, interview, and laboratory experiments. The results of this research show that the work process of UPS TPA Hanggar 4 consists of waste transportation, sorting process, shredding process, open windrow composting, sieving process, and packaging storage process. Based on the calculation of material flow, with the amount of waste input to UPS is 24,867 kg, the amount of composted organic waste is 24,465 kg 98,58, the amount of inorganic waste disposed to TPA Cipayung is 402 kg 1,62, and the amount compost produced is 7.339,5 kg 29.52. UPS is shown effective to reduce waste disposed to landfill as much as 97,88 0,585 from the waste input amount. The compost produced fulfills 4 parameters in SNI 19 7030 2004 and 2 parameters in Minister of Agriculture Regulation No.70 of 2011. Based on the fulfillment of technical criteria, UPS has fulfilled 4 of 5 criterias in Minister of Public Works Regulation RI No. 3 of 2013 and 5 of 5 criterias in Depok City Regional Regulation No.5 of 2014. UPS TPA Hanggar 4 has fulfilled 62.17 of the design capacity. From the efficiency aspect, the recovery rate of waste is as high as 94.71 and the recycling rate is 0.25, making it suitable for the composting process but has low efficiency rate in the implementation of working time by the worker group, that is only 64.83 of working time per day.

Kemajuan teknologi terutama jaringan internet, telah membuat komunikasi dan informasi semakin berkembang. Seseorang dapat dengan mudah mencari informasi yang diinginkan dengan hanya menggunakan teknologi jaringan internet yang dapat dijangkau melalui berbagai media. Fasilitas-fasilitas seperti situs web, aplikasi smartphone dan media sosial juga telah tersedia untuk mencari informasi di jaringan internet. Salah satu informasi yang paling banyak dicari adalah informasi kesehatan dan situs web kesehatan merupakan media yang paling banyak memuat informasi kesehatan. Penelitian ini bertujuan untuk memperoleh gambaran informasi kesehatan dari berbagai situs web kesehatan di Indonesia. Peneltian ini menggunakan pendekatan kualitatif dengan desain deskriptif. Hasil penelitian menunjukkan bahwa semua sampel situs web kesehatan di Indonesia belum memenuhi kritera-kriteria penilaian yang ditentukan. Hasil penelitian menyarankan untuk diadakan pengawasan kepada situs-situs web kesehatan yang memuat berbagai informasi kesehatan. ......Advances in technology, especially internet network, has made communication and information growing. Someone can easily find the desired information by simply using internet network technology that can be reached through various media. Facilities such as websites, smartphone apps and social media are also available to search for information on the Internet. One of the most popular information is health information and health websites have many contents for health information. This study aims to obtain a description of health information from various health web sites in Indonesia. This research uses a qualitative approach with descriptive design. The results of the study showed that all samples of health websites in Indonesia have not met the for assessment were determined. The results suggest supervision to health websites that containing health information.
