"ABSTRAKIsu pembangunan infrastruktur dengan menggunakan pendanaan yang bersumber dari utang memunculkan pro dan kontra di kalangan masyarakat. Terkait hal tersebut, penelitian ini dimaksudkan untuk menganalisis dampak risiko dan partisipasi pemerintah terhadap leverage proyek infrastruktur untuk memberikan gambaran mengenai kebijakan yang diambil negara-negara Asia untuk pembiayaan proyek infrastruktur. Data penelitian menggunakan 976 proyek infrastruktur sebagaimana termuat dalam Asian Development Bank untuk periode 2007-2016, dengan variabel risiko proyek merujuk pada risiko negara yang disesuaikan dengan pembobotan tertentu untuk masing-masing sektor infrastruktur. Hasil regresi tersensor dengan menggunakan Tobit menunjukkan risiko dan partisipasi pemerintah berpengaruh signifikan terhadap leverage. Di samping itu, analisis sektoral memperlihatkan leverage proyek infrastruktur lebih dipengaruhi oleh risiko finansial daripada risiko politik, namun leverage proyek infrastruktur sektor transportasi lebih rentan terhadap risiko dibandingkan sektor lainnya.

ABSTRACTThe issue of infrastructure development by using funding originating from debt raises the pros and cons of the community. Related to this, this study is intended to analyze the impact of risk and government participation on the leverage of infrastructure projects to provide an overview of policies taken by Asian countries to finance their infrastructure projects. The research data uses 976 infrastructure projects as contained in the Asian Development Bank for the period 2007-2016, with the project risk variable referring to country risks adjusted to a certain weighting for each infrastructure sector. Censored regression results using Tobit shows that risk and government participation each has a significant effect on leverage. Furthermore, sectoral analysis shows that financial risk has bigger impact on leverage than political risk. However, leverage of transportation sector is more vulnerable to risk compare to leverage of other sectors."
