Prinsip dasar deposit refund system adalah pelaksanaan prinsip pencemar membayar dan prinsip tanggung jawab negara secara bersamaan melalui suatu instrumen gabungan insentif dan disinsentif guna menjamin terpenuhinya hak atas lingkungan hidup. Belajar dari Waste Framework Directive, Directive on Packaging and Packaging Waste, dan Batteries Directive di Uni Eropa, serta Verpackungsverordnung dan Batteriegesetz di Jerman, Indonesia dapat menerapkan peraturan deposit refund system untuk baterai dan aki di tingkat nasional.......The problem of waste in Indonesia is worsening due to the usage of natural resources not seen as something circular. The deposit refund system as an instrument that sees waste as a resource can answer that problem. The basic principle of the deposit refund system is the implementation of the polluter pays principle and the principle of state responsibility through an incentive-disincentive instrument in order to fulfill the right to a healthy environment. Learning from the Waste Framework Directive, Directive on Packaging and Packaging Waste, and Batteries Directive in the European union, as well as Verpackungsverordnung and Batteriegesetz in Germany, Indonesia can implement a national regulation on deposit refund system for batteries and accumulators."
