Abstrak :
Penelitian ini mengangkat proses formulasi kebijakan pengurangan PBB untuk pertambangan migas pada tahap eksplorasi dikaitkan dengan teori Patton dan Sawicki. Pendekatan penelitian kuantitatif dengan jenis penelitian deskriptif. Hasil penelitian menunjukkan bahwa latar belakang formulasi kebijakan pengurangan PBB untuk pertambangan migas pada tahap eksplorasi yaitu sebagai perwujudan Instruksi Presiden dan amanat undang-undang serta meningkatkan investasi pada kegiatan eksplorasi migas. Secara keseluruhan, proses formulasi kebijakan ini belum memenuhi tahap-tahap yang sesuai dengan teori Patton dan Sawicki karena tidak adanya kriteria evaluasi yang ditetapkan pemerintah untuk menentukan alternatif kebijakan.

This research raises the policy formulation process of land and building tax reduction for oil and gas mining during the exploration stage and associated with the theory of Patton and Sawicki. This research uses a quantitative approach with a descriptive research. The results showed that the background of the policy formulation of land and building tax reduction for oil and gas mining during the exploration stage are as the embodiment of the Presidential Instruction, to carry out the mandate of the law, and to increase investment in oil and gas exploration activities. Overall, the policy formulation process has not met the appropriate stages in accordance with the theory of Patton and Sawicki in the absence of the evaluation criteria set by the government to determine policy alternatives.
