"Proyek reklamasi Pesisir Utara Jakarta telah meresahkan para perempuan nelayan yang hidupnya sangat bergantung pada perairan itu. Proyek reklamasi Teluk Jakarta telah menyebabkan turunnya pendapatan para perempuan nelayan. Dampak reklamasi secara langsung pada perempuan nelayan adalah penurunan pendapatan karena wilayah laut sumber penghasilan mereka disubstitusi menjadi daratan dan proses pembangunannya sangat merusak ekositem laut. Setidaknya terdapat 16.998 rumah tangga nelayan akan tergusur dari wilayah pesisir Jakarta, Banten dan Bekasi akibat proyek reklamasi ini. Dalam struktur masyarakat masyarakat perkotaan, nelayan umumnya adalah kelompok miskin dan marginal, sementara dalam rumah tangga posisi perempuan nelayan berada pada kelas kedua setelah suami, dan memiliki beban ganda baik dalamkerja produksi maupun reproduksi. Sehingga adanya proyek reklamasi ini bagi para perempuan nelayan adalah sebuah proses double marginalization.
Metodologi penelitian ini bersifat kualitatif berperspektif feminis. Teknik pengumpulan data berupa wawancara mendalam kepada sepuluh perempuan nelayan dari berbagai lapisan, studi dokumen, dan observasi di lapangan. Lokasi penelitian bersifat purposif, yaitu di Kampung Akuarium, Kelurahan Penjaringan, Kecamatan Penjaringan, Kotamadya Jakarta Utara.
Hasil penelitian ini menunjukkan adanya reduksi kerja-kerja perempuan nelayan dan beban ganda yang semakin besar. Karenanya para perempuan melakukan adaptasi dengan cara mengurangi pengeluaran sehari-hari dan melakukan jenis-jenis kerja berupah rendah. Kemudian mereka memformulasikan beberapa strategi untuk dapat bertahan hidup di lokasi mereka tinggal saat ini. Agensi yang dilakukan perempuan nelayan adalah dengan memanfaatkan momentum tingginya perhatian publik pada mereka untuk mempertegas identitas mereka sebagai nelayan yang hidupnya sangat tergantung pada wilayah pesisir.

The reclamation project of Jakarta Northern Coastal has been troubling the female fishermen whose life depends on the waters. The impact to woman fisherman is the decrease of income because the sea area of their income source is substituted to land and its development process is very damaging to marine ecosystem. There will be at least 16,998 fishermen households evicted from the coastal area of Jakarta and Banten as a result of this reclamation project.
This is a qualitative research methodology using feminism perspective. In the structure of urban society, fishermen are generally poor and marginalized, while in the household the position of women fishermen is second class after husband, and has double burden both in production and reproduction. So the existence of this reclamation project for the women of fisherman is a process of double marginalization. The gigantic project costing more than five hundred trillion rupiah is a manifestation of massive masculine narratives that marginalize poor fishermen women from social and economic activity. Techniques for data collection are in depth interviews with 10 female fishermen, documents studies, and observations. The research location is purposive, namely Kamal Muara and Kampung Akuarium, Penjaringan village, Penjaringan sub district, North Jakarta.
The results of this study indicate a reduction in the work of women's fishermen and the increasingly their double burden. Women therefore adapt by reducing their daily expenditures and undertaking low wage types of work. Then they formulate some strategies to survive in their current location. The fishermen's fishing agency is using the momentum of high public attention on them to reinforce their identity as fishermen whose lives are highly dependent on coastal areas.

"ABSTRACT
It has been more than ten years since The Jakarta Bay reclamation project displaced fishermen from the sea where they were normally fishing. The direct impact of reclamation on fisherwomen was income decrease, because it has damaged the marine ecosystems due to the effects of sucking and backhlling of the sea sand. In addition, there will be at least 16,998 of fishermen households will be evicted from the coastal areas of Jakarta, Banten and Bekasi due to this reclamation.The findings of this study are: the reclamation made the hsherwomen become poorer, their burden is higher and they have experienced double marginalization. The research methodology is a qualitative study with feminist perspective. Data collection are by in depth interview with ten fisherwomen, document study, and fields observation. Selection of research sites is purposive, namely Kampung Akuarium dan Kampung Kamal Muara, District of Penjaringan, North Jakarta Municipality. In particular, this study wants to bring up the voices of poor fisherwomen as marginalized group of people, who have not been heard. It is hoped they will be brave and voiced their rights and aspirations openly which they have not dared to do so."
