"Penelitian ini menganalisis implementasi Keputusan Dirjen Pendis Nomor 304 Tahun 2023 di MAN 1 Pekanbaru, khususnya terkait alokasi dana BOS untuk meningkatkan kesejahteraan Guru Bukan Pegawai Negeri Sipil (GBPNS). Dengan menggunakan teori implementasi kebijakan Edward III dan teori kesejahteraan sosial Marshall & Bottomore, penelitian ini mengevaluasi keberhasilan pelaksanaan kebijakan berdasarkan empat elemen utama: komunikasi, sumberdaya, disposisi, dan struktur birokrasi, serta dampaknya terhadap hak sipil, politik, dan sosial GBPNS. Pendekatan penelitian yang digunakan adalah kualitatif dengan metode studi kasus. Data dikumpulkan melalui wawancara mendalam dengan informan kunci dan analisis dokumen terkait. Hasil penelitian menunjukkan bahwa kebijakan ini mampu meningkatkan kesejahteraan GBPNS, meskipun masih terdapat kendala dalam aspek administratif dan optimalisasi sumber daya. Penelitian ini juga menemukan adanya hubungan signifikan antara pemenuhan hak-hak GBPNS dengan kualitas pendidikan di madrasah. Penelitian ini menyimpulkan bahwa implementasi kebijakan yang lebih terfokus pada penguatan hak-hak dasar GBPNS dapat menciptakan kesejahteraan holistik yang pada akhirnya akan meningkatkan mutu pendidikan nasional.
This study analyzes the implementation of the Decree of the Director General of Islamic Education Number 304 of 2023 at MAN 1 Pekanbaru, specifically related to the allocation of School Operational Assistance ( BOS ) funds to improve the welfare of Non-Civil Servant Teachers ( GBPNS ). Utilizing both Edward III’s policy implementation theory and Marshall & Bottomore’s social welfare theory, this study evaluates the successful policy implementation according to four main elements: communication, resources, disposition, and bureaucratic structure, as well as its impact on the civil, political, and social rights of GBPNS. The study used a qualitative approach with a case study method. For this purpose, data was collected through an in-depth interview with key informants and document analysis. It shows that this policy can improve the welfare of the GBPNS, although there are still challenges in administrative aspects and resource optimization. The study also found a significant relationship between the fulfillment of GBPNS rights and the quality of education in madrasah. This study concludes that policy implementation focused on strengthening the basic rights of GBPNS could lead to holistic welfare, which will improve the national education quality. "
