"Penelitian ini mencoba untuk melihat dampak desentralisasi terhadap penyediaan infrastruktur. Menggunakan pendekatan logit, penelitian ini menganalisis pengaruh keberadaan Badan Permusyawaratan Desa (BPD) terhadap kualitas jalan antar desa di Indonesia tahun 2011-2018. Hasil estimasi menunjukkan bahwa keberadaan BPD berhubungan positif dengan probabilitas desa memiliki kualitas jalan yang baik. Temuan ini memperlihatkan efek positif dari keberadaan BPD sebagai lembaga demokrasi untuk menyalurkan partisipasi masyarakat, mengawasi kinerja dan meminta pertanggungjawaban pemerintah desa terhadap kualitas jalan. Dengan demikian mendukung studi-studi terdahulu mengenai pengaruh positif desentralisasi terhadap kualitas infrastruktur publik.

This research attempts to investigate the impacts of decentralization on infrastructure provision. By using the logit approach, this research analyzed the influence of the existence of Village Consultative Board (BPD) on the quality of rural roads in Indonesia from 2011 to 2018. The estimation result indicated that the existence of BPD was positively correlated with the probability of villages to have good rural roads. This finding showed the positive impact of the existence of BPD as the democratic institution to engage community participation, supervise the performance of local government, and hold the local government accountable on the quality of the roads. Moreover, it also supported the previous studies dealing with the positive influence of decentralization of the public infrastructure quality."
