Pertumbuhan ekonomi Riau khususnya kota Pekanbaru yang dinyatakan dalam Produk Domestik Regional Bruto (PDRB) selama 7 tahun terakhir terus mengalami peningkatan dengan rata-rata kenaikan 7,5 % pertahun diatas rata-rata pertumbuhan ekonomi nasional sebesar 5,18% pertahun, Hal ini tentu akan mempengaruhi pertumbuhan penggunaan daya listrik. Keterbatasan suplai daya oleh PT. PLN (Persero), mengharuskan PEMDA Prop. Riau membuat pembangkit untuk mengatasi kondisi tersebut. Riau Power adalah pembangkit swasta milik daerah yang bekerja sama dengan PT PLN. Saat ini Riau Power memiliki 4 pembangkit yang nantinya akan dioperasikan hingga tahun 2025. Penelitian ini menganalisa perencanaan untuk Indeks keandalan pembangkit Riau Power tersebut hingga tahun 2025 dengan menghitung Loss of load probability (LOLP) setiap tahunnya. Analisa terbagi dalam beberapa skenario, skenario pertama adalah menghitung keandalan berdasarkan prakiraan dari Riau Power, skenario kedua adalah berdasarkan Pertumbuhan PDB nasional PLN dan yang ketiga berdasarkan asumsi pertumbuhan PDRB Kota Pekanbaru. Dari hasil analisa diperoleh berdasarkan skenario Riau Power penambahan unit pembangkit ke 4 sebesar 1 X 20 MW pada tahun 2020, hanya mampu bertahan 2022 dengan indeks keandalan 0.0021 atau 0,765 haripertahun. Guna memaksimalkan penggunaan pembangkit hingga tahun 2025, dilakukan batas pengoperasian pertumbuhan beban pembangkit berdasarkan asumsi PLN sebesar rata-rata 6,3% pertahun .

Abstract
Economic growth, especially the city of Pekanbaru Riau stated in Gross Regional Domestic Product (GDP) over the last seven years continued to increase with an average increase of 7.5% per year above the average national economic growth of 5.18% per year, It is certainly will affect the growth of electric power usage. Limitations of the power supply by PT. PLN (Persero), requires local government Prop. Riau making plant to treat the condition. Riau Power is privately owned generating region cooperating with PT PLN. Riau Power currently has four plants that will be operated until 2025. This study analyzed the plan for Riau Power plant reliability index is up to the year 2025 by calculating the loss of load probability (LOLP) each year. Analysis is divided into several scenarios, first scenario is based on calculating the reliability of forecasts of Riau Power, the second scenario is based on national GDP growth of PLN and the third is based on the assumption of GDP growth in the city of Pekanbaru. From the analysis results obtained by the addition of scenario Riau Power generating units to 4 by 1 X 20 MW in 2020, only 2022 survived the reliability index of 0.0021 or 0.765 haripertahun. In order to maximize the use of the plant until 2025, carried out the operation of the limit load growth assumption of power by PLN at the average 6.3% per year.
