Abstrak :
Penelitian ini membahas tentang kinerja DPRD Kota Depok periode 2009 2012 dalam pelaksanakan fungsi legislasi Lebih khusus penelitian ini menjelaskan faktor faktor apa saja yang menghambat kinerja DPRD tersebut Untuk membahasnya penelitian ini menggunakan metode kualitatif dengan instrumen wawancara mendalam dan studi dokumen untuk pengumpulan data Temuan dari penelitian ini adalah kinerja DPRD Kota Depok periode 2009 2014 dalam pelaksanaan fungsi legislasi masih rendah Hal ini dapat dilihat dari pelaksanaan hak inisiatif DPRD secara kuantitas dalam membuat inisiatif Raperda masih sangat kurang Secara kualitas pun Perda hasil inisiatif DPRD Kota Depok yaitu Perda No 8 Tahun 2010 pun masih belum efektif Masih rendahnya kinerja DPRD disebabkan oleh empat faktor yang mempengaruhinya diantaranya peraturan undang undang dan tata tertib DPRD hubungan antara DPRD dengan eksekutif daya dukung sarana dan prasarana DPRD dan kemampuan serta pola pikir anggota DPRD Kota Depok. ......This research describes the performance of DPRD Kota Depok period 2009 2012 in the implementation of legislative function More specifically this research describes the factors that disturb the performance of DPRD Kota Depok The method used in this research is qualitative with in depth interview and document study as instruments to collect the data This research founds that the performance of DPRD Kota Depok in the implementation of legislative function is still low It can be seen from the quantity of the right initiative in DPRD for making the initiative draft is still lacking In quality the result of regulation initiative of DPRD Kota Depok by law number eight of 2010 is still not effective The low performance of parliament due to four factors that influence them regulatory laws and rules of Parliament the relationship between parliament and executive infrastructure carrying capacity of parliament and the ability and mindset legislators of DPRD Kota Depok.
