"Penelitian ini menganalisis secara empiris sejauh mana pengaruh Program Keluarga Harapan (PKH) dalam menurunkan angka putus sekolah di tingkat SMA/SMK dengan melihat dampaknya pada periode sebelum dan sesudah pandemi COVID-19. Metode estimasi yang digunakan dalam penelitian ini adalah regresi Probit disertai dengan Marginal Effect dan Propensity Score Matching (PSM). Estimasi dilakukan dalam 2 (dua) tahap. Pertama, estimasi terhadap keseluruhan sampel mahasiswa di Kawasan Timur Indonesia (KTI) dan non-KTI. Kedua, estimasi terhadap sub-sampel mahasiswa di KTI. Hasil estimasi menunjukkan bahwa kebijakan PKH terbukti lebih efektif pada tahun 2022 untuk sampel keseluruhan sebesar 2,3 persen (p < 0,01) dan 1,4 persen (p < 0,05) untuk sub-sampel dibandingkan dengan tahun 2019 dalam mengurangi probabilitas anak tidak bersekolah di tingkat pendidikan SMA/SMK. PKH memiliki efek yang lebih besar dalam menurunkan angka tidak bersekolah pada sampel keseluruhan dibandingkan dengan sub-sampel KTI baik pada tahun 2022 maupun 2019.

This study empirically analyses the extent of the effect of the Program Keluarga Harapan (PKH) in reducing out-of-school rates at the SMA/SMK level by looking at its impact in the period before and after the COVID-19 pandemic. The estimation method used in this study is Probit regression along with Marginal Effect and Propensity Score Matching (PSM). The estimation was conducted in 2 (two) stages. First, the overall sample of students in Eastern Indonesia (KTI) and non-Eastern Indonesia (KTI) will be estimated. Second, the estimation of the sub-sample of students in KTI. The estimation results show that the PKH policy proved more effective in 2022 for the overall sample by 2.3 percent (p < 0,01) and 1.4 percent (p < 0,05) for the sub-sample compared to 2019 in reducing the probability of children not attending school at the SMA/SMK education level. PKH has a greater effect in lowering the out-of-school rate in the overall sample compared to the KTI sub-sample in both 2022 and 2019."
