"Kebutuhan untuk menyampaikan dan mendengar sebuah cerita adalah sebuah kebutuhan alamiah dan memiliki nilai yang penting dalam kehidupan manusia. Sebuah cerita diyakini mampu menambah suatu nilai kepada sebuah objek dan membuat orang lain tertarik. Pembahasan dalam skripsi ini bermula dari pencarian terhadap sebuah upaya untuk mencapai arsitektur yang bermakna. Arsitektur yang bermakna disini dapat dicapai melalui apresiasi manusia sebagai pengguna dari arsitektur tersebut. Saat berusaha untuk mencapai apresiasi inilah dimana sebuah cerita kemudian memegang peran, sehingga munculah ruang yang bercerita. Pembahasan terhadap ruang bercerita ini akan menggunakan pendekatan ruang puitis seperti yang diungkapkan oleh Gaston Bachelard, dan pendekatan cerita sebagai panduan melalui keberadaan maps dan tours yang dijelaskan oleh Michel de Certeau. Kedua pendekatan ini menegaskan faktor manusia sebagai pengguna ruang yang menjadi aktor dalam cerita. Sebuah peranan yang turut menentukan apakah ruang tersebut mampu dinikmati layaknya manusia menikmati sebuah cerita. Dalam proses analisis terhadap ruang yang kemudian dilakukan, ditemukan bahwa kedua aspek pendekatan tersebut hadir di dalam ruang dan menjadikannya memiliki identitas serta lebih dimengerti oleh penggunanya. Saat pengguna memahami sesuatu yang hadir melebihi sebuah bentuk fisik atau yang terlihat di permukaan, maka saat itulah tercapai arsitektur yang lebih bermakna.

The necessity to tell and hear stories is a natural need and essential to human life. A story was believed could add a value to a certain object and made it more appealing. This writing was inspired by the search for a means toward meaningful architecture. A state of architecture that can be achieved with the appreciation from human as the user of the product of architecture.

This is when a story has an advantage to create storytelling space, the kind of space that we require when there is a need for human appreciation. The course to discuss about this storytelling space, will divide into two approaches. The first is Gaston Bachelard?s poetic space and the second will be using maps and tours as explains by Michel De Certeau. These two approaches signify the importance of human as a user of the space which also made us an actor of the story. A role that plays part whether that space can be enjoyed as humankind enjoys a story or not.

Within the analyzing process afterwards, i discover that the two approaches happen inside the space. Moreover they identify it and made it more understandable for its user. When the user understands what is present beyond physical aspect or what appear on the surface, is when architecture develops into something more meaningful."

"Pada tahun 2021 silam, Uni Eropa memutuskan untuk menunda ratifikasi perjanjian investasi bilateral dengan Tiongkok yang dikenal sebagai Comprehensive Agreement On Investment (CAI). Skripsi ini berusaha mengungkapkan alasan dibalik tindakan Uni Eropa tersebut menggunakan teori two-level games oleh Robert Putnam. Berdasarkan analisis, ditemukan bahwa proses negosiasi dan ratifikasi CAI dilakukan pada konteks memburuknya sistem internasional yang mencapai puncaknya pada peristiwa countersanction antara Uni Eropa dan Tiongkok. Selain itu, terdapat penolakan dari domestik Uni Eropa, seperti lembaga swadaya masyarakat, serikat pekerja, dan Parlemen Eropa karena perjanjian dinilai tidak sesuai dengan prinsip fundamental Uni Eropa. Berdasarkanteori two-level games, temuan dari kondisi internasional dan domestik Uni Eropa tersebut tidak saling mendukung proses ratifikasi CAI. Kondisi ini terjadi karena win-set dari level I internasional dan level II domestik Uni Eropa tidak saling tumpang tindih dan akhirnya menyebabkan CAI berada pada posisi deadlocked. Hasil analisis skripsi ini diharapkanberguna untuk mengembangkan kajian Ilmu Hubungan Internasional mengenai pengaruh faktor internasional dan domestik terhadap proses pembuatan kebijakan Uni Eropa, tertutama ketika berhadapan dengan Tiongkok sebagai mitra kerja samanya

In 2021, the European Union decided to postpone the ratification of the Comprehensive

Agreement on Investment (CAI), a bilateral investment agreement with China. This thesis

aims to uncover the reasons behind the European Union's action using Robert Putnam's

two-level games theory. Based on the analysis, it was found that the negotiation and

ratification process of the CAI was conducted in the context of the deteriorating

international system, which culminated in the countersanctions between the European

Union and China. In addition, there was opposition from domestic actors in the European

Union, such as civil society organizations, labor unions, and the European Parliament,

because the agreement was considered not in line with the fundamental principles of the

European Union. Based on the two-level games theory, the findings from the international

and domestic conditions of the European Union did not support the ratification process

of the CAI. This situation occurred because the win-sets from the international level (level

I) and the domestic level (level II) of the European Union did not overlap and eventually

caused the CAI to be deadlocked. The results of this thesis analysis are expected to be

valuable in developing the study of International Relations regarding the influence of

international and domestic factors on the European Union's policy-making process,

especially when dealing with China as its partner."
