This thesis discusses the resistance of Mee people in Nabire, Papua, against migrans and Indonesia state. In this ethnography I argue that the state has been using modernity as conceived by Zygmunt Bauman as its cultural logic in its attempt to improve the Mee people. Indonesian state defines Mee people as 'undeveloped' in comparison to non-Papuan migrans. This act of defining brings in it some development programs which is focused on making Nabire as a centre of administration and one of centres of economic growth in Papua. For these purposes, the government of Indonesia places non-Papuan migrans as main labor expected to be able to induce their excellence to the locals. Encounters with migrans sometimes is experienced as a fixation of stigma as 'primitive people', causes the feeling of being discriminated, and being threatened. The logic of modernity has been reproduced by the Mee people to resist the state and migrans. The Mee people draw boundaries against migrans and state in their attempts to set an order. They assert their identity as indigenous people of Papua while classifying state and migran as non-Papua. Their narratives express resistance. Mee people's resistance toward migran and state demonstrates modernity vs. modernity."

"This paper is an autoethnographic exploration which would like to show that culture is always in the process of constructing those that are present in various track events. Through the exposure of various stages of life and moments of encounters with Others, the author wants to confirm his argument on how culture is an arena of discourses that is continually constructed, in which also involves power relations between Self and Others. Using Abu Lughod?s approach and several contributions from philosophical thinking, the author would like to state that the theoretical journey and life trajectory is a continuity which shows the fundamental argument, that culture is an arena of contestation that is based on power relations between the self and the Other."
