"Transformasi digital dalam pelayanan publik menjadi prioritas pemerintah daerah, termasuk Kota Depok melalui aplikasi Sistem Layanan Online Dinas Kependudukan dan Pencatatan Sipil (SILONDO). Namun, rendahnya tingkat adopsi masyarakat terhadap SILONDO menunjukkan adanya kesenjangan antara inovasi digital dan penerimaan pengguna, yang menjadi tantangan serius bagi pencapaian visi smart city Kota Depok. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang memengaruhi penerimaan SILONDO oleh masyarakat Kota Depok dengan menggunakan model Unified Model of Electronic Government Adoption (UMEGA). Penelitian ini menggunakan pendekatan kuantitatif dengan metode Structural Equation Modeling-Partial Least Squares (SEM-PLS) melalui aplikasi SmartPLS 4. Data diperoleh dari 109 responden pengguna SILONDO melalui survei daring, serta dilengkapi dengan data kualitatif dari wawancara mendalam dan pertanyaan terbuka. Hasil penelitian menunjukkan bahwa effort expectancy, social influence, dan facilitating conditions berpengaruh signifikan terhadap attitude, sedangkan performance expectancy dan perceived risk tidak berpengaruh signifikan. Selanjutnya, attitude dan facilitating conditions memiliki pengaruh signifikan terhadap behavioral intention. Temuan ini menunjukkan bahwa kemudahan penggunaan, dukungan lingkungan sosial, dan kesiapan infrastruktur menjadi penentu utama penerimaan masyarakat terhadap layanan digital kependudukan.Penelitian ini merekomendasikan peningkatan literasi digital, penyederhanaan alur layanan, dan penguatan komunikasi berbasis komunitas sebagai strategi untuk meningkatkan keberlanjutan penggunaan SILONDO.

Digital transformation in public services has become a regional priority, including in Depok City through the implementation of the Online Service System of the Department of Population and Civil Registration (SILONDO). However, the low adoption rate of SILONDO among citizens reflects a gap between technological innovation and public acceptance, posing a challenge to achieving the city’s smart city vision. This study aims to identify the factors influencing the acceptance of SILONDO by applying the Unified Model of Electronic Government Adoption (UMEGA). A quantitative approach was employed using Structural Equation Modeling-Partial Least Squares (SEM-PLS) with SmartPLS 4 software. The data were collected from 109 SILONDO users via online surveys and supported by qualitative insights from in-depth interviews and open-ended questions. The results reveal that effort expectancy, social influence, and facilitating conditions significantly influence user attitude, while performance expectancy and perceived risk do not. Furthermore, attitude and facilitating conditions significantly affect behavioral intention. These findings highlight that ease of use, social support, and infrastructural readiness are key factors in shaping public acceptance of digital population administration services. This study recommends enhancing digital literacy, simplifying service procedures, and strengthening community-based communication strategies to support the long-term adoption of SILONDO."
