"Penelitian ini mengkaji respon Peraturan Presiden (Perpres) Nomor 55 Tahun 2019 tentang Percepatan Program Kendaraan Bermotor Listrik Berbasis Baterai (Battery Electric Vehicle) untuk Transportasi Jalan terhadap perkembangan industri manufaktur kendaraan listrik (BEV) Indonesia. Dengan menggunakan pendekatan metode kualitatif dan pendekatan tinjauan literatur, analisis data, penelitian ini mengungkap kebijakan terkait yang memiliki banyak dimensi pembahasan. Meskipun Perpres No. 55/2019 terbukti menjadi katalis bagi industri melalui insentif fiskal dan non-fiskal, investasi infrastruktur, dan pengembangan teknologi, Perpres ini juga mengungkap kerentanan mendasar dalam hal persyaratan kandungan lokal, pengembangan keterampilan, dan kesiapan pasar. Studi ini menunjukkan penerapan teori institusionalisme dalam menganalisis dampak kebijakan publik oleh hubungan negara-bisnis, persepsi masyarakat, dan industri secara keseluruhan. Pada akhirnya, temuan-temuan seperti adanya respon industri yang dominan dalam tipe kompromi dengan adanya tindakan lobi yang kuat dan munculnya feedback loop yang berkeasan negatif dan berlakunya regulasi yang diatur dalam Perpres No. 55/2019 memerlukan penilaian yang seimbang terhadap efektivitas Perpres No. 55/2019, sekaligus menyoroti perlunya pendekatan yang berbeda untuk mengatasi hambatan kelembagaan yang terus-menerus terjadi terhadap pertumbuhan industri kendaraan listrik yang berkelanjutan di Indonesia.

This research examines the response to Presidential Regulation (Perpres) Number 55 of 2019 concerning the Acceleration of the Battery Electric Vehicle (Battery Electric Vehicle) Program for Road Transportation to the development of the Indonesian electric vehicle (BEV) manufacturing industry. By using a qualitative method approach and a literature review approach, data analysis, this research reveals related policies that have many dimensions of discussion. Even though Presidential Decree no. 55/2019 proved to be a catalyst for industry through fiscal and non-fiscal incentives, infrastructure investment, and technology development, this Presidential Decree also exposed fundamental vulnerabilities in terms of local content requirements, skills development, and market readiness. This study shows the application of institutionalism theory in analyzing the impact of public policy by state-business relations, public perceptions, and industry as a whole. In the end, findings such as the existence of a dominant industry response in the compromise type with the existence of strong lobbying actions and the emergence of negative feedback loops and the enactment of regulations set out in Presidential Decree No. 55/2019 requires a balanced assessment of the effectiveness of Presidential Decree no. 55/2019, while highlighting the need for a different approach to overcome persistent institutional obstacles to the sustainable growth of the electric vehicle industry in Indonesia."
