"Peluncuran Kartu Jakarta Sehat (KJS) pada November 2012, sebagai pilot project ke enam kelurahan yang kemudian didistribukan ke seluruh wilayah DKI Jakarta, mengakibatkan lonjakan kunjungan pasien di banyak fasilitas kesehatan, terutama di RSUD DKI Jakarta. Program KJS memberikan kemudahan bagi warga DKI untuk berobat secara gratis, baik untuk perawatan di Instansi Gawat Darurat (IGD), rawat inap maupun rawat jalan. Keuntungan tersebut tak heran menyebabkan persoalan seperti pasien harus mengantre lama di loket pendaftaran, ruang pemeriksaan (poli rawat jalan) maupun ruang pengambilan obat (apotek). Tak hanya itu, tidak sedikit pasien harus sulit mendapatkan kamar rawat inap sehingga harus bertahan di IGD. Distribusi KJS pun menimbulkan pertanyaan apakah KJS memang diberikan kepada warga miskin/rentan miskin? Sebab, tidak sedikit warga kaya, tingkat penghasilan gaji relatif tinggi ataupun memiliki aset kekayaan lain, yang mendapatkan KJS tersebut. Tak hanya itu, beberapa warga yang telah memiliki jaminan kesehatan lain, seperti Askes atau asuransi swasta juga menggunakan KJS tersebut dengan alasan gratis. Penelitian ini bertujuan untuk mengevaluasi program KJS yakni berupaya untuk menganalisis kesesuaian target penerima KJS yang berobat ke RSUD DKI Jakarta, menganalisis penilaian pasien KJS terkait pelayanan KJS di RSUD DKI Jakarta serta mengetahui faktor-faktor apa yang dapat berhubungan dengan penilaian pasien tersebut, seperti usia, jenis kelamin, pendidikan, penghasilan gaji responden dan kepemilikan aset responden. Peneliti melakukan penelitian di tujuh RSUD DKI Jakarta selama Mei 2014 hingga Februari 2015. Peneliti mencatat, sebanyak 6,00% menilai pelayanan KJS buruk (tidak baik), sebanyak 71,75% responden menilai pelayanan KJS kurang baik, sebanyak 20,75% menilai pelayanan KJS sudah baik dan hanya 1,50% menilai pelayanan KJS baik sekali Penilaian mencatat, faktor usia, pendidikan, jenis kelamin signifikan berkorelasi terhadap penilaian responden tersebut, sedangkan penghasilan gaji responden tidak signifikan berkorelasi.

The launch of Jakarta Health Card (Kartu Jakarta Sehat/KJS) in November 2012, as a pilot project of six villages later distributed to all areas of Jakarta, gives impact to patients visit in many health facilities, especially in District General Hospital of DKI Jakarta. KJS program ease Jakarta citizens to get free medication treatment in Emergency Room (ER), inpatient and outpatient. Patients do not have to queue in making registration at Poly Clinic and also Pharmacy. Patients sometimes face difficulties in getting room hospital therefore patients have to wait in Emergency Room (ER). A question raises whether KJS Distribution appropriately received by poor patient/vulnerable poor? Some rich patients, with relatively high income and having other property assets, also received KJS. Not only that, some patients who already have other health insurance, such as ASKES or private insurance also use the pretext of KJS free. This study aimed to evaluate the program KJS which seeks to analyze the suitability of the target beneficiaries of KJS, to analyze patient assessment KJS related services KJS in RSUD DKI Jakarta and to know what factors that can correlate the assessment of the patient, such as age, sex, education, income and asset ownership respondents. Researchers conducted a study in seven of District General Hospital (RSUD/RSKD) of DKI Jakarta during May 2014 to February 2015. The researchers noted, as much as 6.00% rate assess the service KJS bad, as many as 71.75% of respondents rate assess the service KJS is not good, as much as 20.75% assess KJS service is good and only 1.50% rate assess this excellent service KJS such assessment may be influenced by factors such as age, sex, education and income respondents. From these factors, age, sex, education are significantly correlated but income respondent is not significantly correlated."

"Komunikasi dalam berbagai sisi kehidupan merupakan sarana kebutuhan paling mendasar dari hakekat keberadaan manusia. Tak terkecuali di setiap perusahaan tempat interaksi manusia dalam melakukan aktivitas kerjanya. Perusahaan yang dibangun atas dasar mencari profit sangat memerlukan komunikasi yang cepat namun akurat. Tujuannya agar mampu memberikan pelayanan yang memuaskan bagi para kliennya.
Di AJB Bumiputera 1912, perusahaan yang bergerak di industri jasa asuransi jiwa sangat memahami benar bagaimana komunikasi sangat vital dalam berbagai aktivitas kerjanya. Menyadari akan keperluannya maka penggunaan sarana komputer dengan aplikasi e-mail dan internet merupakan satu alternatif pilihan perusahaan untuk mempercepat proses kerja para karyawannya dalam memberikan data. Tujuan akhir dari perusahaan agar tercipta kepuasan pelanggan. Sementara tujuan lainnya adalah dukungan proses pengambilan keputusan yang bisa mempengaruhi kinerja perusahaan dapat terlaksana secara cepat dan berpihak kepada keuntungan. Sebab, perhitungan keputusan saat ini didasarkan pada waktu singkat namun mampu mewujudkan keputusan besar.
Selain sebagai fasilitas dan aktvitas kerja; komunikasi melalui e-mail dan internet menjadi alternatif cara bekomunikasi antarpribadi yang dilakukan antarpegawai di perusahaan AJB Bumiputera 1912. Bahkan kebiasaan baru dalam berkomunikasi ini menumbuhkan budaya kerja baru bagi pegawai terutama Manajer, asisten Manajer.
Budaya baru senantiasi menumbuhkan cara atau etika kerja baru dalam aplikasi dan proses kerjanya. Selain itu tentunya menuntut kesiapan para sumber daya manusianya untuk mampu mengoperasionalkan pemakaian komputer dengan tersedianya saluran internet di ruang kerjanya.
Begitu pun harapan dari perusahaan bahwa adanya barang mahal dan canggih tersebut mampu membantu para pekerja bekerja secara optimal tanpa dikekang batasan waktu dan jarak.
Namun dari penelitian yang dilakukan masih ditemukan beberapa kendala yang masih menghambat jalan mulus saat melaksanakan pekerjaan. Ada beberapa kendala yang berujung tidak dapat optimalnya komunikasi yang ada sesuai dengan harapan dan tujuan perusahaan. Dalam hal ini ditemukan faktor pengambilan keputusan belum mampu terlaksana baik melalui kegiatan e-mail. Walaupun ditemukan adanya implikasi positip dari para karyawan dalam cara bekerja dan sesuai yang diharapkan dalam mencapai tujuan perusahaan.
Sementara penggunaan komunikasi e-mail berlaku efektif dalam meraih tujuan komunikasi antarpribadi. Sesuai harapan dan tujuan dari pekerja saat berinteraksi dengan sesama antarpegawai atau dalam mewujudkan naluri sosialnya untuk berkomunikasi.

In the whole life of human activity, communication use as a potential and basic needs for the many side of essential humankind.
Including the corporate or company which is a places for human being looking activity working for a living. As a corporate, the shareholders or the owners always concentrate to the whole employee or staff that the corporate are looking for profit. So, the company will be need more fast and use an accurate medium for communication. The whole reason is for a costumer satisfied or for the best cooperation between personal communication and the goal of productivity at the office..
In Bumiputera 1912, Mutual Life Insurance Company, which have activity for the financial services and specialization for the life insurance, must be understand the important thing of communication. So that communication will be support as a vital for the whole work activities.The hardware tools such as computers with e-mail and internet facilities will be need for faster and growing communication
The facilities of e-mail communication with e-mail will be an alternative choice for the company to the fast process activity job such as sending and receiving datas between the employee. The goal of company are to be satisfied of customers and employee_ 'On the other hands, that facilities for making of decision from the Board of Management will be effects to the works activities. One of the good reason for that activity is to make a fast decision or activity so can be effect to the activity employee. For this decade, the countablitily of decision it depends on a short time. Because of that the company needs a faster communication for the decision.
Communicating with e-mail in Bumiputera 1912 are also as an interpersonal communication between employee with the other unit. We found that there are a new habit for the communicating between employee especially between manager, assistant manager or directors. The new culture will be impact to the new way or ethic work for application and process. On the other hand, the human resources must accepted and can working with computer.
The research found a little barriers. The e-mail communication facilities still not as a primary activity for working. There are still finding that the decision not always working with that communication. On the other hand, interpersonal communication with e-mail between the employee still process and there are activity for exchange data or information for the activity of each job description.

"Performance gap in business management practices in Indonesia comparing to global rivals is caused by "structural problem". Indonesia environment is not "conductive" for business activities. This fact can be seen in annual research reports by World Bank through its affiliation company (International Finance Corp) with grand themes "Doing Business". In that report, Indonesia have low rank in many aspects that support "business-friendly environment". This paper tried to describe that without proper handling in its structural problems, there will be difficult for Indonesian businessman/woman to "closing the performance gap" with global rivals. This paper will describe some experience in other countries that facing 'gap' in business management practices because of the same problem like Indonesia and this paper also discussed some alternatives strategy for government as regulator, especially to handle this problem."

"Penelitian ini bertujuan untuk mengukur efektivitas penerapan e-government pada Direktorat Jenderal Hak Kekayaan Intelektual Kementerian Hukum dan HAM RI. Lebih lanjut efektivitas penerapan ini mengukur dari tahapan e-government yang terdiri dari tahap emerging presence, enhanced presence, interactive presence dan transactional presence, selain itu juga mengukur faktor-faktor yang mempengaruhi efektivitas penerapannya yaitu faktor sumber daya manusia, teknologi, kelembagaan serta anggaran.
Hasil dari penelitian ini, efektivitas penerapan e-government pada Direktorat Jenderal Hak Kekayaan Intelektual adalah cukup baik dengan total skor 41. Hasil pengukuran skor serta bobot untuk keseluruhan aspek sebesar 3,88 sehingga termasuk kategori efektif. Efektivitas pada tahapan e-government yang mendapat nilai paling tinggi adalah pada tahapan interaktif (interactive presence) mendapat predikat baik, selanjutnya pada tahap awal (emerging presence) mendapat nilai cukup baik, sedangkan pada faktor-faktor yang mempengaruhi penerapan e-governmenz dengan nilai paling tinggi adalah pada faktor anggaran serta teknologi mendapat predikat baik, selanjutnya adalah sumber daya manusia dan yang terakhir kelembagaan mendapat nilai cukup baik.
Upaya~upaya stratejik untuk meningkatkan efektivitas penerapan e-government pada Direktorat Jenderal Hak Kekayaan Intelektual pada proses pentahapan, perlu dibangunnya aplikmsi online system untuk proses permohonan HKI serta memperbaiki pelayanan kepada masyarakat seoara online. Dalam memperbaiki pelayanan terhadap pengguna, perlu di perbaiki faktor-faktor yang mempengaruhi efektivitas penerapan c-government itu sendiri diantaranya adalah peningkatan pengetahuan pegawai dengan melakukan training pegawai serta melakukan sosialisasi mengenai tingkat ketersediaan aplikasi layanan kepada pengguna.

This study aims to measure the effectiveness of implementing e-government at the Directorate General of Intellectual Property Ministry of Law and Human Rights. Further measure of the effectiveness of this implementation phase of e-government, which consists of the emerging presence, enhanced presence, interactive presence and transactional presence, while also measuring the factors that influence the effectiveness of the implementation of human resource factors, technological, institutional and budget.
Results from this study, the effectiveness of implementing e-government at the Directorate General of Intellectual Property Rights is quite good with a total score of 41. The measurement results and weighted score of 3.88 for the overall aspects that were categorized as effective. The effectiveness of e-government at this stage that gets the highest value is at this stage of interactive (interactive presence) got a good predicate, then in the early stages (emerging presence) got pretty good value, while at the factors that affect the application of e-govemment-value the highest are in the budget and technological factors have both predicates, then the human resources and the latest institutional got pretty good value.
Strategic efforts to improve the effectiveness of implementing e-government at the Directorate General of Intellectual Property Rights in the phasing process, was necessary to build an online application system for IPR application process and improve service tothe community online. In improving service to users, needs to fix the factors that influence the effectiveness of implementing e-govemment it self is the increase of knowledge among employees by conducting training for employees as well as to disseminate about the level of application availability services to users.

"Penelitian ini menggunakan Data Envelopment Analysis (DEA) untuk memfasilitasi proses optimasi portofolio Black-Litterman (BL). DEA menghasilkan estimasi imbal hasil berdasarkan pada efficient frontier multi variabel yang dibentuk untuk setiap aset. Penelitian ini menggunakan dua komponen sebagai input dalam DEA: CVaR dan ukuran likuiditas LMX. Memakai implied excess return hasil proses reverse optimization BL sebagai output, model menghasilkan estimasi imbal hasil untuk setiap aset, yang berfungsi sebagai view dalam pembentukan portofolio posterior BL. Penggunaan BL akan memastikan proses optimasi portofolio posterior yang mean-variance efficient.
Hasil penelitian menunjukkan bahwa DEA dapat digunakan sebagai metode untuk merumuskan view yang kompatibel dengan prior distribution BL. Studi lebih lanjut dapat ditempuh untuk menemukan kombinasi indikator input-output DEA yang lebih baik sekaligus memperhatikan karakter efficient frontier DEA. Pengembangan model lebih lanjut dapat pula dilakukan untuk memasukkan berbagai aspek kompleksitas pasar ataupun berbagai variabel yang mencerminkan informasi yang tak terduga.

This study employs Data Envelopment Analysis (DEA) to facilitate the Black-Litterman (BL) optimization process. DEA generates expected return estimation based on multi variables efficient frontier that can be formed flexibly for each asset. This study employs two components as inputs in DEA: CVaR and LMx measure of liquidity. Based on the implied excess return indicated by BL reverse optimization process as an output, the model produces return estimation for each asset, which serves as views in BL posterior portfolio. The use of BL will ensure the posterior portfolio optimization process in accordance with mean-variance efficient condition.
The results indicate that DEA may be used as a method to formulate view that is compatible with BL prior distribution. Future studies using DEA should attempt to find better combination of Input-Output indicators and also pay attention to the character of DEA efficient frontier. Further model development should consider market complexity in mean-variance optimization setup, or to combine a variety of variables reflecting unanticipated information."

"Studi mengenai ekspektasi pendidikan lebih banyak dijelaskan melalui indikator status sosial ekonomi. Studi ini menjelaskan ekspektasi pendidikan melalui dukungan sosial yang dimiliki individu, khusunya orang tua, guru, dan teman sebaya. Pendekatan yang digunakan adalah kuantitatif dengan metode survey. Adapun Responden penelitian ini adalah siswa kelas dua belas. Metode lain berupa wawancara mendalam terhadap enam orang informan yang mewakili orang tua, guru, dan siswa. Diantara tiga sumber dukungan sosial, dukungan dari orang tua yang memiliki cukup bukti memiliki hubungan dengan ekspektasi pendidikan. Kekuatan hubungan yang dimiliki lemah dengan arah hubungan positif. Sedangkan dukungan guru dan teman sebaya didapati tidak memiliki hubungan dengan ekspektasi pendidikan.

Research on Educational expectations were often explained by socio economic status indicators. This study seeks to explain educational expectation through social supports, especially from parents, teachers, and peers. The approach used is a quantitative survey method. The respondents are twelfth graders. Other methods such as depth interviews with six informants representing parents, teachers, and students. Among the three sources of social support, only support from parents who had sufficient evidence of having relationships with educational expectations. This research found out that there was a weak relationship and positive direction between educational expectation and parental soscial support. While the support of teachers and peers found to have no relationship with the educational expectations."

"Sistem Informasi Manajemen Pengawasan SIMWAS pada Inspektorat Jenderal Kementerian Kominfo adalah aplikasi yang digunakan pegawai Inspektorat Jenderal Kementerian Kominfo dalam proses perencanaan pelaksanaan pemeriksaan sampai pemantauan tindak lanjut hasil pemeriksaan Namun penggunaan sistem ini relatif masih rendah Padahal dengan adanya SIMWAS diharapkan dapat meningkatkan kinerja Inspektorat Jenderal Kementerian Kominfo dalam menjalankan tugasnya selaku Aparat Pengawasan Internal Pemerintah Penelitian ini dilakukan untuk mengetahui faktor faktor apa yang mempengaruhi penerimaan pegawai terhadap SIMWAS di Inspektorat Jenderal Kementerian Kominfo Model yang digunakan dalam penelitian ini diadaptasi dari model Kim Mannino Nieschwietz 2009 yang dimodifikasi Model dasar yang digunakan adalah Technology Acceptance Model TAM Pengambilan data berdasarkan survei dalam bentuk pengisian kuesioner oleh 71 responden dari pegawai Inspektorat Jenderal Kementerian Kominfo Data yang terkumpul kemudian dianalisis menggunakan Partial Least Square PLS Hasil penelitian menunjukkan bahwa faktor faktor yang mempengaruhi penerimaan pegawai terhadap SIMWAS adalah perceived ease of use perceived usefulness managament support training support computer self efficacy dan result demonstrability Dengan penelitian ini pimpinan Inspektorat Jenderal dapat memahami faktor faktor yang mempengaruhi penerimaan pegawai terhadap SIMWAS sehingga penerimaan pegawai terhadap SIMWAS dapat ditingkatkan
