"Penggunaan Teknologi Informasi Komputer (TIK) dalam proses penyelenggaraan pemerintahan atau yang biasa disebut dengan e-government telah menjadi kebutuhan pemerintah untuk memenuhi tuntutan masyarakat akan terbentuknya tata pemerintahan yang baik (good governance). Pengembangan e-government memerlukan perencanaan dan arahan strategis agar manfaatnya efektif mendukung kinerja organisasi pemerintah. Rencana dan arahan strategis tersebut dapat dituangkan dalam sebuah rencana strategis sistem informasi dalam jangka waktu tiga hingga lima tahun kedepan. Perencanaan strategis sistem informasi (PSSI) ini menggunakan metodologi Anita Cassidy dengan mengkombinasikan beberapa alat analisis seperti Critical Success Factor, Value Chain, SWOT agar dapat memberikan arahan pengembangan e-government. Penyusunan dokumen hasil perencanaan disesuaikan dengan pola umum penyusunan strategis sistem informasi agar didapat keluaran strategi SI bisnis, Strategi TI, Strategi Manajemen SI/TI dan portofolio aplikasi. Hasil dari PSSI ini menjadi cetak biru dalam pengembangan e-government pada emerintah Kota Serang sehingga dapat mendukung terwujudnya visi dan misi organisasi serta tata pemerintah yang lebih baik.

The use of Information Computer Technology (ICT) in the governance process or commonly referred to as e-Government has been the government's need to meet the people's demands for the establishment of good governance. The development of e-Government requires planning and strategic direction in order to effectively support the performance benefits of government organizations. Plans and strategic direction can be contained in an information systems strategic plan within three to five years. Strategic planning of information systems (SPIS) is using the Anita Cassidy methodology by combining several analysis tools such as Critical Successs Factor, Value Chain Analysis, SWOT Analysis, etc. in order to provide guidance e-government development. The development of planning documents tailored to the results of the general pattern of the preparation of strategic information systems in order to obtain the output SI business strategy, IT strategy, Strategy Management SI/TI and application portfolio. The results of the SPIS is as the blue print in the development of e-Government of Pemerintah Kota Serang that are built to support the vision and mission of the organization better governance."
