"ABSTRAKTesis ini membahas mengenai perlindungan atas Hak Kekayaan Intelektual khususnya Perlindungan Paten bagi Peneliti di Lingkungan Perguruan Tinggi. Penelitian dilakukan dengan metode Yuridis Normatif dengan melakukan telaahan terhadap peraturan perundang-undangan di bidang HKI, dan Kebijakan yang mengatur mengenai Peneliti di Perguruan Tinggi. Serta dibahas pula mengenai status kepemilikan Kekayaan Intelektual terhadap hasil penelitian di lingkungan Perguruan Tinggi. Hasil Penelitan menyimpulkan dan menyarankan bahwa kerena ada beberapa faktor yang menyebabkan kurang berjalannya peraturan perundangan di bidang HKI, maka perlu ditambahkan peraturan Pendukung serta diperlukan adanya Lembaga khusus pengelola HKI yang lebih bersifat teknikal dibidang HKI. Serta dibahas juga peraturan mengenai pembagian royalti yang terkait dengan kegiatan yang menghasilkan Kekayaan Intelektual di Perguruan Tinggi.

ABSTRACTThis thesis discusses about the protection of intellectual property rights, especially patent protection for Researcher in University. The study was conducted with the normative juridical methods to perform research paper on the legislation in the field of IPR, and governing policies for Research in University. As well as also discussed about the status of intellectual property ownership from the results of research in the university. Result of Research was concluded and suggest, it is necessary to add rules and required the presence of Institutions Supporting special IPR managers that are more technical in the field of IPR, because there are several factors that cause less efective legislation in the field of IPR. Also discussed about a regulation regarding the distribution of royalties associated with activities that generate Intellectual Property in Higher Education."
