"Fertilisasi In Vitro (IVF) adalah salah satu Teknik Reproduksi Berbantu (TRB) untuk membantu orang dengan masalah infertilitas yang mempengaruhi jutaan orang usia reproduksi di seluruh dunia. Akses yang setara ke perawatan kesuburan masih menjadi tantangan; biaya hidup yang tinggi, kurangnya kebijakan yang mendukung—dan akses terbatas ke perawatan infertilitas. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan deskriptif-komparatif untuk melihat perbandingan pertanggungan hukum dan asuransi di antara dua negara besar ASEAN, Indonesia & Singapura. Dimana pemerintah Singapura sebagai pronatalis mencakup sebagian besar perawatan kesuburan dengan skema pembiayaannya dan Indonesia tidak memiliki perlindungan oleh negara. Masuk akal bagi kedua negara untuk mengatur undang-undang di mana mengadopsi mandat asuransi infertilitas adalah salah satu cara untuk meningkatkan akses ke layanan ini untuk memastikan ketersediaan informasi dan fasilitas layanan kesehatan reproduksi yang aman, berkualitas, dan terjangkau.

In Vitro Fertilization (IVF) is one of the Assisted Reproductive Technique to help people with infertility that affects millions of people of reproductive age worldwide. Equal and equitable access to fertility care still remain as a challenge; high living costs, lack of supportive policies—and limited access to infertility treatments. This research use juridical normative method with descriptive-comparative approach to see the comparison of legal and insurance coverage in between two major ASEAN country, Indonesia & Singapore. Whereas, Singapore government as a pronatalist covers most of the fertility treatments with its financing scheme and Indonesia had zero coverage by the state. It is reasonable for both country to regulate a law where adopting an infertility insurance mandate which cover the process of IVF is one way to increase access to these services to ensure the availability of safe, quality, and affordable reproductive health information and service facilities."
