"Tesis ini membahas pemungutan Penerimaan Negara Bukan Pajak (PNBP) yang dilakukan oleh Direktorat Jenderal Bea dan Cukai (DJBC) terhadap pemberitahuan pabean yang disampaikan oleh masyarakat usaha. Pemberitahuan pabean tersebut adalah penyampaian Pemberitahuan Impor Barang (PIB) yang disampaikan dengan menggunakan sistem Electronic Data Interchange. Terdapat permasalahan keadilan dalam pemungutan PNBP tersebut. John Rawls berpendapat perlu ada keseimbangan antara kep[entingan pribadi dan kepentingan bersama. Hukum harus menjadi penuntun agar orang dapat mengambil posisi dengan tetap memperhatikan kepentingan individunya. Hasil penelitian ini menyarankan dilakukannya peninjauan ulang terhadap peraturan PNBP do DJBC baik dengan mencabut peraturan yang ada atau membentuk peraturan yang baru

This thesis discusses the collection of Non-Tax State Revenue (PNBP) conducted by the Directorate General of Customs and Excise (DJBC) on customs notifications submitted by the business community. The customs notification is the delivery of the Goods Import Notification (PIB) which is submitted using the Electronic Data Interchange system. There is a problem of justice in the collection of the PNBP.

John Rawls argues that there needs to be a balance between personal interests and common interests. The law must be a guide so that people can take positions while still paying attention to their individual interests. The results of this study suggest a review of the PNBP do DJBC regulations, either by revoking existing regulations or forming new regulations."
