"State capture corruption yang terjadi dalam pengiriman benih lobster keluar dari wilayah Indonesia merupakan bentuk kejahatan korupsi terorganisir dalam ranah legal dan dilakukan melalui pembentukan aturan Permen KP No. 12 Tahun 2020.  Metode penelitian kualitatif dilakukan dengan teknik wawancara terarah terhadap sumber informan dan studi dokumen untuk menganalisis korupsi dalam 3 (tiga) periode. Hasil analisis dalam penelitian ini menggambarkan tahapan korupsi pada kondisi terjadinya overfishing, korupsi administratif oleh individu birokrat dalam periode larangan pengiriman benih lobster, hingga terbentuk persekongkolan jahat birokrat-korporat secara sistematis dan terorganisir yang bertujuan untuk "melegalkan" penyelundupan benih lobster dalam bentuk state capture corruption.  Kasus suap ekspor benih lobster yang melibatkan menteri kelautan dan perikanan RI tahun 2020 dengan eksportir benih lobster terjadi untuk kepentingan pribadi dengan memanfaatkan diskresi jabatan menteri. Untuk kepentingan itu, maka dibuatlah pengaturan terhadap pengelolaan benih lobster yang sejatinya bertujuan untuk melegalkan penyelundupan benih lobster dengan modus cost-enhancing pada perusahaan patungan antara birokrat dan korporat melalui nominee.

State capture corruption that occurred in the export of lobster seeds out of the territory of Indonesia is a form of organized corruption in the legal aspect and carried out during the establishment of Regulation of the Minister of Maritime Affairs and Fisheries No. 12 year 2020. Qualitative research methods are carried out using structured interviews with informant sources and document literature studies to analyze corruption in 3 (three) periods. The results of the analysis in this study describe the stages of corruption starting conditions of overfishing, administrative corruption by individual bureaucrats in the period of prohibition of export lobster seeds, until the formation of a systematic and organized bureaucrat-corporate conspiracy that aims to "legalize" lobster seed smuggling in the form of state capture corruption. The lobster seed export bribery case involving the Indonesian Minister of Maritime Affairs and Fisheries in 2020 where the lobster seed export occurred for personal interests by taking advantage of the minister's discretion. For this purpose, an arrangement is made for the management of lobster seeds, which is actually aimed at legalizing the smuggling of lobster seeds, with a cost enhancing mode under joint venture company between bureaucrats and corporations through nominees."
