"Tesis ini menganalisis pengaruh kompetensi dan motivasi anggota ULP pada Satker Sekretariat Wakil Presiden, Sekretariat Presiden dan Kementerian Sekretariat Negara terhadap kepuasan kerja dan kinerja organisasi ULP. Organisasi ULP pada Kementerian Sekretariat Negara sampai dengan tesis ini selesai dibuat masih berbentuk ad-hoc yang dikoordinasikan oleh unit kerja Eselon 2 Biro Umum yang beranggotakan pejabat/pegawai lintas kedeputian yang telah memiliki Sertifikat Pengadaan Barang/Jasa Pemerintah. Selain menjalankan tugas dan fungsi sesuai jabatan struktural, para pejabat dan pegawai ini juga melaksanakan tugas tambahan sebagai anggota ULP. Hasil penelitian menyatakan bahwa kompetensi dan motivasi berpengaruh signifikan terhadap kinerja pengadaan, sementara kepuasan kerja berpengaruh terhadap kinerja pengadaan meskipun hasilnya tidak signifikan. Begitu pula dengan motivasi dan kompetensi yang memberikan pengaruh terhadap kepuasan kerja meski tidak signifikan.

The focus of this study is to analyze the impact of competency and motivation of the Procurement Service Unit member on job satisfaction and procurement performance at Secretariat of the Ministry of State Secretariat, Presidential Secretariat and Sekretariat of the Vice President. Until this thesis was completed the organizations was still in ad-hoc form which was coordinated by the Eschelon II General Bureau consisting of cross-deputy employee who awarded certificate of government procurement. In addition to carrying out duties and function according to structural positions, these employees also carry out additional duties as members of Procurement Service Unit. The result of this study stated that competency and motivation have a significant impact on procurement performance, while job satisfaction has impact on procurement performance although the result was not significant. Likewise, motivation and competency have an impact on job satisfaction although it is not significant."
