The tradition in sociology which trying to distinguish natural sciences from social sciences have made the discussion of nature are excluded from the subject of sociology. Afterward this trend is criticized by most of sociologist. The sociologist believe that the tradition has hampered sociologists from understanding environmental problems. This group of sociologists believes that is extremely important to include non-social (natural) factors as variables in sociological analysis in order to allow the discipline to solve environmental problems. However, some of sociologist are against this attempt and explain that even though sociology does not include non-social factors in the analysis; sociology, as a discipline, has given its attention to the awareness in environmental problems and emphasized numerous studies that give sufficient contribution to the environment. Thus, in its effort to solve the environmental problems, sociology gives 2 (two) different answers which are represented in 2 (two) different perspectives. The two perspectives have made sociology capable of giving important contribution in both understanding and solving existing environmental problems faced by different societies in the world. These two perspectives, with its own capability, has given a meaningful contribution.

The relationship between general environmental and development is examined and analyzed by comparing the developmental implications of the Indonesian forestry sector with the Indonesian Oil and LNG sector. Specifically the Indonesian teak forests based on the data provided by Nancy Lee Peluso's book "Rich Forests, Poor People," (1992) on the island of java and the Indonesian Oil and LNG industries in Bontang, East Kalimantan Based on the writer's research data (1997). The general environment and development relations of the energy and forestry sectors have both similarities and differences and they are compared during the New Order period (1966-1997) with specific emphasis on the role of the state within the Indonesian political economy.

ABSTRAK
This article is part of my master's thesis which titled identity politics and capitalism in Illegal Logging along Indonesia - MAlaysia Border. In this article, i try to explain how the state, through its coercive and repressive apparatus, attempted to control its citizens or to create "forced-compliance" citizens against its claim of legitimacy within the phenomena of the politics of natural resource management, particulary in the incidence of illegal logging along the Indonesia-Malaysia border. To serve this purpose, a field research with a qualitative approach was carried out in kabupaten of Kapuas Hulu particulary in kecamatan Badau wich is next to Malaysian border.
The state believes that with its coercive power and repressive apparatus it has been successful in forcing its citizens to comply with forest management regulations. It is true when the compliance is analyzed under the assumption that people are active and creative; the state existance, tith its coercive and repressive apparatus, will be interupted, negitiated and redefined both by its people and business enterprises to strengthen their bargaining positions within the power relation, that is state vis a vis people or business enterprises.
In the phenomena of illegal logging any change in the coerciva apparatus and repressive state by its agencies or institutions will always be swindled by any segment of the society dealing with them. therefore, any situation and policy taken by the state to stop the practice of illegal logging always be followed by new strategies in doing the unlawfully practice. One of the causes which allows the discovery of new tactics is that the deregulation of forest management has created confusions among the actors which in turn has allowed the execution of new strategies in illegal logging.

Abstrak :
In his classical work title Political Order in Changing Society, Huntingington (1968) explained that in one side order involved political institutionalization, whereas in the other side the institutionalization needs a strong economic foundation. The economic crises that took place in the mid of 1960s and in 1997 have a bearing on the political order in Indonesia. As non-oil and gas commodities of export, forests with its relatively high market price had also been affected, particularly the institutionalization of its management. This article attempted to find the relation between political order and forest management in Indonesia.
