Industri media merupakan industri yang terus berkembang dan memunculkan berbagai kelompok media. Salah satu kelompok media yang muncul di Indonesia adalah CT Corp yang berkembang pesat menjadi sebuah perusahaan induk nasional yang terdiversifikasi di berbagai bidang industri mulai dari layanan finansial, media, gaya hidup, hiburan, dan sumber daya alamo Tahun 2011 CT Corp melakukan langkah besar dengan membeli portal berita terkemuka di Indonesia, detik.com. Paper ini berupaya membahas eksistensi legalitas dari Komisi Informasi itu sendiri. Selain itu juga akan berusaha membahas tentang apa tugas yang diemban oleh Komisi Informasi itu. Dari hasil bahasan dapat dikemukakan bahwa secara hukum, legalitas keberadaan Komisi Informasi adalah berbasiskan UUD 45 yang direvisi, tepatnya Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 Pasal 28 F. Dengan semangat ini akhirnya disahkan UU Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik. Selanjutnya, atas dasar undang-undang ini pula akhirnya dijadikan dasar bagi pembentukan Komisi Informasi maupun Komisi Informasi Daerah itu sendiri. Dalam tugasnya secara umum Komisi Informasi: 1) menerima, memeriksa, dan memutus permohonan penyelesaian Sengketa Informasi Publik melalui Mediasi dan/atau Ajudikasi nonligitasi yang diajukan oleh setiap pemohon Informasi Publik berdasarkan alasan sebagaimana dimaksud dalam Undang-Undang ini; 2) menetapkan kebijakan umum pelayanan Informasi Publik; dan 3) menetapkan petunjuk pelaksanaan dan petunjuk teknis.

This paper seeks to discuss the legality existence of the Information Commission itself. In addition it will also try to discuss about what tasks carried by the Information Commission. From the discussion it can be argued that legally, the legality of the existence of the Information Commission is based on the revised 1945 Constitution, precisely the 1945 Constitution of the State of the Republic of Indonesia Article 28 F. With this spirit finally passed Law No. 14 of 2008 on Public Information Openness. Furthermore, on the basis of this law also ultimately made the basis for the establishment of Information Commission and Regional Information Commission itself. In general its duties the Information Commission: 1) to receive, examine and decide upon the application of the settlement of Public Information Dispute through Mediation and / or Non-litigation Adjudication submitted by each applicant of Public Information based on the reasons referred to in this Act; 2) establish public policy of Public Information service; And 3) establishing implementation guidelines and technical instructions.

Abstrak :
Based on various research,it has shown that political parties have not given enough information access to public. With limited access to political information,this has become a major concern especially for beginner voters.This doesn't only relate to the implementation of the KIP Laws Number 14 in the Year of 2008 Article 15,but also to the importance of beginner voters to use enough political information before they participate in the Legislative Election in 2014. Hence,this research is done first, to get the real picture of knowledge of beginner voters about access to public information,second to identify the need of accurate information in politics, third to know what obstacles that the voters face in trying to get the access.The research method used is qualitative,with a structured interview.The informants are selected based on purposeful samplings.Based on the research, the majority of informants do not know about their rights to get information,as mentioned in the KIP Laws Number 14 in the year of 2008.It is known that majority of respondents think that public has the right to know the list of political parties.Then,it is known that most of the respondents don't have a hard time getting access to any information about technical know-hows of the Legislative Election in 2014.

Hasil dari berbagai survei menunjukkan parpol belum sepenuhnya melakukan keterbukaan informasi. Terbatasnya akses informasi politik publik Indonesia, khususnya bagi pemilih pemula menjadi permasalahan yang perlu mendapat perhatian. Bukan hanya terkait implementasi UU KIP No.14 Tahun 2008 pasal 15, tapi juga terkait dengan pentingnya informasi politik yang dapat menjadi pedoman pemilih pemula untuk berpartisipasi pada Pemilu legislatif 2014. Oleh karena itu, penelitian ini dilakukan untuk mendapatkan gambaran pengetahuan pemilih pemula mengenai akses informasi publik, serta untuk mengetahui kebutuhan informasi di bidang politik dan untuk mengetahui hambatan yang dihadapi pemilih pemula dalam mengakses informasi tersebut. Metode yang digunakan adalah metode kualitatif, dengan wawancara terstruktur dan informan dipilih berdasarkan purposeful sampling. Dari penelitian ini diketahui mayoritas informan tidak mengetahui tentang hak memperoleh informasi yang dijabarkan dalam UU KIP No.14 Tahun 2008. Diketahui pula bahwa kebanyakan informan menganggap daftar partai politik sebagai informasi politik yang berhak diketahui oleh publik. Kemudian didapatkan informasi bahwa kebanyakan dari mereka tidak menemui hambatan yang berarti untuk mengakses informasi terkait teknis pelaksanaan Pemilu Legislatif 2014.
