ABSTRACT
Although its issue could be addressed from of various perspectives over the years, poverty is the object of the government policy programs to be alleviated since the Indonesian independence. With the advancement of technology and science in the recent decades, the availability and the completeness of poverty data in Indonesia getting better. In fact, the policy makers can assess the effectivity of their public oriented programs easier by effectively utilizing the complete and up to date poverty data. However, in various approaches to poverty measurement, the Indonesian poverty data should be accompanied by another approach. This paper aims to evaluate the change of welfare of particular region over a period of several years by using the stochastic dominance method. This method also incorporates the price level impact into its poverty assessment through the extrapolated CPIs. To conduct the measurement, the National Socioeconomic Survey of Tabalong regency data, as well as the Tanjung city inflation in the period from 2013 to 2017, are employed. The results indicate that the welfare in 2017 is better than in 2013 since the distribution in 2017 stochastically dominates the distribution in 2013 at the first and second order at any possible level of poverty lines. Therefore, this result could also be the additional input for the poverty alleviation evaluation in order to provide a solid conclusion about the welfare changes.

ABSTRACT
The role of NGOs is important because it is carried out directly by the community in general without any restrictions in terms of both quantity and time, so it is expected that it is difficult for collusion to happen between NGOs and corruptors. However, in practice, the role of NGOs can become elitist and NGOs are not rooted in the community and do not represent the interests of the wider community so that the role of NGOs can be manipulated by officials for personal gains. This study aims to describe the role of NGOs in its function as a social control agent in the eradication of corruption in North Bengkulu Regency. By using a qualitative approach and descriptive type of research, data collection is done through interviews, documentation, and observational studies. The results of this study indicate that there are 3 (three) main roles of NGOs, namely educative, advocative, and investigative roles. The role of non-governmental organizations in building community awareness is only carried out by a small number of NGOs with limited frequency. The role of non-governmental organizations in the form of advocacy on government policies is carried out passively by providing input when requested by local governments such as in meetings or discussions arranged by the government. The role of non-governmental organizations in the form of demonstrations against corruption behavior and practices is still very limited by non-governmental organizations in North Bengkulu. While the role of non-governmental organizations in the form of investigations on corrupt practices has been carried out by almost all non-governmental organizations engaged in the eradication of corruption and the monitoring of the administration of governance in North Bengkulu, but follow-up efforts to encourage an official investigation into the results of the investigation have not been maximized and even some Non-governmental organizations utilize the results of investigations to obtain personal gains.

The Ministry of Trade revealed that there are 41 wet markets in 12 provinces in Indonesia suffering from damage, 50 percent of which are due to incomplete and inadequate market facilities. From a survey of 3,956 markets, 95 percent of them have a physical building over 25 years. In Banyumas regency there are two wet markets that have experienced the revitalization program, namely those in Cilongok and Sokaraja. However, this research focused on Cilongok market. This research aims to compare consumer assessment toward the level of cleanliness, safety, orderliness, and lighting, level of favorability and frequency of consumer visit to Cilongokwetmarket. This study used a comparative descriptive method to compare costumers' assessment. The before-after approach is used to assess the effectiveness of the treatment, characterized by an average difference before and after treatment. This research surveyed 100 respondents selected by accidental sampling. Data were collected by questionnaire-based exit interview. Data of the assessment pre-revitalization are obtained by recall method. Data were then analyzed using paired sample t-test. The results show that consumer assessment toward the level of cleanliness, safety, orderliness, and lighting of the Cilongokwet market after revitalization is higher than that before revitalization. Moreover, their level of favorability and frequency of visiting the market are higher, too. The results imply that revitalization of wet markets has been perceived positively by consumers, which has affected their frequency of shopping, thereby improving the competitiveness of the wet market against the modern market.

The implementation of the regional elections (Pilkada) in West Java is one of the means of democratic regional leadership succession. One indicator of the success of the elections is the political participation of the community, and one of the most important segments of society that is interesting to study is youth. Based on data from the West Java Election Commission, out of 31.7 million registered voters, there were 30% of young voters who could participate. But there are problems faced in efforts to increase youth political participation, namely the tendency of apathy towards politics. This study aims to find out how youth political participation in the West Java Provincial Election in 2018. In identifying and analyzing youth political participation in West Java in the 2018 elections, this research takes and analyzes a number of data using qualitative research methods, where the data were taken consists of primary data derived from interviews, group discussions, and observations. Meanwhile, secondary data was obtained from various literature studies, media, and official documents of the West Java Election Commission. The data obtained was then validated by using data triangulation techniques to obtain accurate data. The results of this study indicate that in the implementation of the 2018 West Java Pilkada, there is an increase in the political participation of Youth in voting to elect candidates for governor and deputy governor. There are several factors that encourage an increase in youth political participation in the West Java Pilkada in 2018, namely the figure and track records of the candidate pairs, socialization and campaign factors, regional factors, ulama influence factors, and community political awareness factors. The five factors are able to negate concerns about the low political participation of youth in the Pilkada event in West Java in 2018. This condition can be a record, both for election organizers or other regional head candidates and the bearer party, for how to suppress the potential Golput (White Party/Abstentions) numbers among beginner voters.

Public Hospital (RSUD) of Banten Province, as the Province Referral Hospital, is required to always improve the quality of service in every line to achieve excellent service and also to give satisfaction to the public. Public satisfaction is one of the goals that must be considered by Banten Province Public Hospital because one indicator in achieving the success of health services is the achievement of public satisfaction. On this basis, it is important for the Banten Province Public Hospital to make measurements on the public satisfaction. Related to that, this study aims to find out the quality of public services in Banten Province Public Hospital, which is measured through Public Satisfaction Index (IKM), including problems faced in the provision of public health services in Banten Province Public Hospital. The research method used is survey method with a quantitative descriptive approach. The data is obtained through questionnaires, observations, and documentation. The sample size is 100 people, which is determined by quota sampling technique. The results showed that quantitatively, the quality of public service in Banten Province Public Hospital based on Public Satisfaction Index reached 75.71, which is qualitatively categorized as good. Although it has been categorized as good, of the ten elements assessed, there are some elements that need to get serious attention, namely elements of information, complaint handling, the behavior of service personnel, service time, and supporting elements.

ABSTRACT
The implementation of regional innovation has not been effective in improving public services and regional competitiveness. Several factors are considered to be an obstacle to implementing regional innovation, namely regulation, institutions, culture and leadership. The purpose of this study is to analyze the readiness of innovation support factors and also to analyze the relationship between these factors in the implementation of regional innovation. Data were collected by interviews and questionnaires distributed in July, August, and September 2016 in 7 (seven) Districts selected to represent HDI High areas, such as Palembang, Surakarta, Bandung and Batam and also represented Low HDI areas Pesawaran, Bangkalan, and West Lombok. Data were analyzed by descriptive statistic and Pearson Correlation with SPSS ver.16 program. The results showed that the readiness of factors of factorization interpretation, regulatory readiness, leadership, innovation culture, and facilities and infrastructure were in high category, while the preparedness factor from the coordination and facilitation faced by stakeholders was also low category cooperation. The results show that all the factors supporting innovation except for facilitation and coordination in high HDI areas are superior to low HDI areas. The relationship between the supporting factors reveals that there are three types of relationships very important, important, and not very important. Local innovation development strategies consist of core strategies and support strategies.

ABSTRACT
The budget spending in the Regional Government Budget (APBD) is one of the indicators of the success of the regional development. DKI Jakarta Province APBD spending is seen to be sub optimal, with the average of 75.79% in the last 5 years (2012-2016), below the 95% target set out by the Minister of Finance. As such, a study is required to review why it happens and what factors need to be addressed to optimize the DKI Jakarta Province APBD spending. The previous study conducted to analyze the low spending in the Ministries/Institutions and Regional Government in general. This study is conducted to understand the sustainability of the budget spending and to identify the types of spending that might be the driver to optimize the DKI Jakarta Province APBD spending, enabling the province realized its development target and directly providing a desirable impact the public and the business world, increase their trust to the government and in turn will push the DKI Jakarta economic growth. This study uses Multidimensional Scaling (MDS) with a secondary data from The Regional Government Financial Report (LKPD) of DKI Jakarta Province for the year of 2012 to 2016 and the End of Term Accountability Report (LKPJ AMJ) of DKI Jakarta Province of the Year 2013 to 2017 (2016). The result of this study shows that the average DKI Jakarta Province APBD spending of the last five years (2012-2016) is 47.64 or fall under the category of less sustainable, whereas the spending items causing the unfavorable result are the social benefits, grants, land acquisitions and buildings and structures spending. As such, it is recommended that the DKI Jakarta Provincial Government establishes a more measurable policy on planning, budgeting and execution and to increase the competence of its apparatus.

ABSTRACT
Problematic manual recapitulation led to the development of the use of e recapitulation technology. This study aims to determine the feasibility of using e recapitulation of vote counting in the upcoming 2019 general election. The location of this study was in Pekalongan, Central Java Province (pilot project using e recapitulation). The method used is the descriptive qualitative method, the sources KPUD officers, Bawaslu officers, the DPRD, and the political unit of the Kesbangpol of Pekalongan. Data collection techniques used were the interview techniques. The technique of data analysis is the inductive basis, i.e., the data collected are discussed, interpreted, and collected in an inductive manner, and draw conclusions from the specific data. Field results show that technology basically e vote election results recap (in particular USSD and DMR) is feasible to be used on the 2019 concurrent election, based on its ability to maintain the integrity of the vote counting results from the polling stations. Although in the technology itself, the e-recapitulation technology is feasible to be used, it is expected that various problems as identified in this study would occur in the field during the implementation of the technology. Therefore, there needs to be a policy to anticipates the problems that might arise in the use of e recapitulation technology in the 2019 elections. Such as early communication between the Ministry of Home Affairs and the Central Election Commission to require the use of e recapitulation in 2019 election, to improve the quality of democracy in Indonesia, as well as to prepare the internet network throughout Indonesia.

This study is based on a phenomenon which indicates that population administration in terms of the registration process; family card (KK) and identity card (KTP) in Cianjur District has not been effective, because the service is still slow, the procedure is complicated, not timely, and not transparent. The purpose of this study is to the influence of human resources (apparatus) development dimension on the effectiveness of population administration services. This research uses quantitative design, with a descriptive quantitative method that explains and describes the level of human resources (apparatus) development towards the effectiveness of population administration service in Cianjur Regency. Respondents were selected by using Proportional Stratified Random Sampling technique. Primary data were collected through observation, questionnaires, and interviews; Respondents are apparatuses at the Department of Population and Civil Registry as well as apparatuses from 18 Sub-districts in Cianjur regency as many as 187 samples. Secondary data were obtained through study documentation. Data were analyzed by Structural Equation Model (SEM). The results show that the development of human resources (apparatus), including learning, education, development, and training dimension has positively affected the effectiveness of population administration services significantly. The research concluded that the influence of human resource development on the effectiveness of the population administration service in Cianjur Regency is determined by the dimensions of learning, education, development, and training. These influences imply that the four dimensions of human resource development (apparatus) have important roles in the effectiveness of population administration services in Cianjur Regency.

ABSTRACT
Services provided by civil servants of Jambi Provincial Government is still not as expected by the community. Performance of civil servants is still not yet directed to service oriented. For that reason, work culture must be created that leads to performance achievement supported by the organizational culture and the personality of civil servants themselves in providing services. This study aims to determine (1) Illustration of Organizational Culture, Big Five Personality as a moderation variable and work culture and performance as a moderated variable. (2) Effect of moderation of organizational culture on the interaction of work culture and civil servant performance in Jambi Provincial Government, (3) Big Five Personality Moderation effect on the interaction of work culture and civil servant performance in Jambi Province Government. The types of research are descriptive and verificative. Multistage random sampling technique is sampling in two stages first, identifying SKPD, Bureau, and Agency, and second, determining the number of respondents from each SKPD, Bureau, and Agency. Data analysis is descriptive and inferential analysis is using path analysis. The results describe the organizational culture descriptively, Big Five personality as moderate variables are in a good category, work culture and performance as moderated variables are in a good category. Even so, organizational culture as a moderating variable is weakening the influence of work culture on performance if compared to direct influence between organizational culture on work and work culture on performance. On the other hand, the moderating variables are able to strengthen the influence of work culture on the performance of civil servants in the Jambi Provincial Government, compared to the Big Five Personality direct contribution to performance and work culture on performance. Therefore, every Department, Agency, Bureau, and UPTD reassess whether the culture applied is in accordance with the character, personality, and demands of the external environment, so that organizational culture is able to strengthen the influence of work culture on performance.
