Abstrak :
Latar belakang: IGD sebagai salah satu pintu masuk pasien akan mencerminkan pelayanan suatu rumah sakit, dimana ketika kinerja IGD belum optimal maka diperlukan perencanaan strategis yang tepat. Tesis ini membahas rencana strategis peningkatan kinerja IGD RS Hermina Kemayoran yang telah ditetapkan sebagai layanan prioritas sejak 2021 oleh BOD, namun pada pelaksanaannya belum tercapai target yang telah ditetapkan hingga penelitian ini dilaksanakan. Tujuan penelitian : Penelitian ini menghasilkan strategi peningkatan kinerja layanan IGD RS Hermina Kemayoran untuk mengetahui gambaran situasi IGD RS Hermina Kemayoran, dan secara khusus adalah teridentifikasi analisis situasi dengan pendekatan Duncan, yaitu dengan melakukan analisa eksternal (aspek ekonomi, sosiodemografi, epidemiologi, legislatif politik, teknologi dan pesaing yang ditempatkan kedalam lingkungan umum, sistem pelayanan kesehatana, atau area layanan) dan internal (menggunakan rantai nilai Potter) yang akan menghasilkan strategi terpilih yang kemudian diturunkan menjadi program kerja dan dilakukan pemetaan berdasarkan penilaian Balanced Scorecard. Metodologi Penelitian : Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode action research, menggunakan data primer (wawancara mendalam, observasi, dan Consensus Decision Making Group (CDMG)) dan data sekunder (Kemenkes, BPS, data RS Hermina Kemayoran). Hasil Penelitian : Rencana strategis yang dihasilkan yaitu strategi terarah yaitu penetapan layanan IGD sebagai layanan prioritas, pemilihan strategi adaptif yaitu penetrasi pasar dan peningkatan kualitas, pemilihan strategi keluar masuk pasar yaitu aliansi, pemilihan strategi kompetitif yaitu diferensiasi terfokus, strategi implementasi pra layanan, intra layanan, pasca layanan, layanan pendukung, dan rencana unit kerja IGD dengan penilaian KPI dengan pendekatan Balanced Scorecard. Kesimpulan : Rencana strategi yang telah menjadi action plan IGD dan RS Hermina Kemayoran diharapkan akan menjadi pedoman bagi RS Hermina Kemayoran dalam mewujudkan IGD menjadi layanan prioritas RS Hermina Kemayoran. ......The Emergency Room (ER) as a patient entry point will reflect the services of a hospital, where when the ER performance is not optimal then appropriate strategic planning is needed. This thesis discusses the strategic plan to improve the performance of the Emergency Room at Hermina Kemayoran Hospital which has been designated as a priority service since 2021 by the Board of Director (BOD), but in its implementation the target that had been set had not been achieved until this research was carried out. Research objectives: This research produces a strategy to improve the performance of Hermina Kemayoran Hospital's ER services to understand the picture of the Hermina Kemayoran Hospital's ER situation, and in particular a situation analysis using Duncan's approach is identified, namely by carrying out external analysis (economic, socio-demographic, epidemiological, legislative, political, and political aspects). technology and competitors placed into the general environment, health care system, or service area) and internally (using the Potter value chain) which will produce selected strategies that will be the basis of work programs and mapped based on the Balanced Scorecard assessment. Research Results: The resulting strategic plan is a directed strategy, namely establishing emergency services as a priority service, selected from adaptive strategy namely market penetration and quality improvement, selected from entry and exit strategy namely alliance, selected from competitive strategy namely focused differentiation, pre-service implementation strategy, intra-service, post-service, support service, and ER work unit plans with KPI assessment using the Balanced Scorecard approach. Conclusion: The strategic plan that has become the action plan for the IGD and Hermina Kemayoran Hospital is expected to become a guide for Hermina Kemayoran Hospital in making the IGD a priority service for Hermina Kemayoran Hospital.

Abstrak :
Riset operasi ini bertujuan untuk mengetahui rencana aksi strategi di unit rawat inap RSUD Kabupatcn Bekasi tahun 2010. Rencana aksi strategi ini mempakan penjabaran dari Renstra ( Rencana Strategi ) Rumah Sakil Urmum Daerah tahun 2007- 2012 yang telah ada saat ini. Penelitian yang digunakan dengan desain operations research dengan orientasi ke depan. Sehingga dapat disimpulkan bahwa penama, penyusunan rcncan strategi unit berdasarkan kebutuhan yang ada di dalam unit rawat inap dengan berpedoman pada rencana strategis yang ada di Rumah Sakit dimana akan dijadikan bahan pertimbangan manajemen untuk menjadikan unit kerja di masing-masing lini dalam hal ini unit rawat inap. Kedua, rencana implementasi atau rencana aksi yang telah dibuat ini merupakan alat bantu monitor terhadap kinerja pada unit rawat inap RSUD Kabupaten Bckasi tahun 2010-2012 yang seyogyananya dapat konsisten dilaksanakan untulc mendukung rencana strategi Rumah Sakit. Ketiga, hasil dan pela.ksa.naan rencana aksi dapat dilakukan evaluasi melalui monitoring sistem akuntabilitas terhadap performa unit rawat inap. ......Operations research was aimed to identify the strategy action plan on the inpatient unit of Bekasi District General Hospital in 2010. This strategy action plan is a translation ofthe Strategic Plan (Strategic Plan) District General Hospital in 2007-2012 that have been there today. The study design used by operations research with future orientation shows the results. Therefore we can conclude that first, the preparation of the plan strategy based on the needs of existing units within the inpatient unit based on the existing strategic plan at the hospital where the materials will be considered by management to advance the work units in each line in this ease the inpatient unit. Second, implementation plan or action plan which has made this a tool monitors the performance of hospitals on inpatient units Bekasi seyogyananya year 20l0-2012 which can be consistently implemented to support the strategic plans of the Hospital. Third, the results of the implementation of action plans can be evaluated through the monitoring system of accountability for the peribrmance of inpatient units.
