"Penelitian ini mengkaji strategi kerja sama sipil-militer dalam mewujudkan keamanan penerbangan di wilayah Papua. Dengan menggunakan metode kualitatif, penelitian menganalisis kondisi keamanan penerbangan, hubungan kerjasama antar instansi, dan merumuskan strategi kerjasama sipil-militer yang efektif. Hasil penelitian menunjukkan bahwa keamanan penerbangan di Papua menghadapi tantangan kompleks, meliputi kondisi geografis yang sulit, keterbatasan infrastruktur dan sumber daya manusia, serta ancaman dari Kelompok Kriminal Bersenjata (KKB).
Dari 531 bandara/lapangan terbang yang ada, mayoritas berada di daerah terpencil tanpa fasilitas dan petugas keamanan memadai. Hubungan kerjasama antar instansi masih belum optimal karena ego sektoral dan lemahnya koordinasi. Penelitian merekomendasikan empat strategi utama: 1) Penguatan regulasi melalui RUU Pengelolaan Ruang Udara dan peraturan izin keamanan penerbangan; 2) Pembentukan Komite Keamanan Penerbangan Wilayah Papua sebagai wadah koordinasi antar instansi; 3) Pengintegrasian pusat komando dan kendali operasi yang menghubungkan sistem informasi, komunikasi dan pengawasan sipil-militer; 4) Pemberdayaan masyarakat lokal dalam sistem pengamanan penerbangan melalui pendekatan budaya dan agama.
Penelitian ini berkontribusi dalam pengembangan model kerjasama sipil-militer yang mengintegrasikan peran masyarakat lokal untuk mewujudkan keamanan penerbangan yang berkelanjutan di wilayah Papua.

This research examines civil-military cooperation strategies in realizing aviation security in the Papua region. Using qualitative methods, the research analyzed aviation security conditions, cooperative relationships between agencies, and formulated effective civil-military cooperation strategies. The results showed that aviation security in Papua faces complex challenges, including difficult geographical conditions, limited infrastructure and human resources, and threats from armed criminal groups (KKB). Of the 531 existing airports/airfields, the majority are in remote areas without adequate facilities and security personnel.
Cooperative relationships between agencies are still not optimal due to sectoral egos and weak coordination. The research recommends four main strategies: 1) Strengthening regulations through the Airspace Management Bill and aviation security permit regulations; 2) Establishment of the Papua Region Aviation Security Committee as a forum for inter-agency coordination; 3) Integration of command and control centers that link civil-military information, communication and surveillance systems; 4) Empowerment of local communities in the aviation security system through cultural and religious approaches.
This research contributes to the development of a civil-military cooperation model that integrates the role of local communities to realize sustainable aviation security in the Papua region.

"In six chapters, this book engages in detailed discussions on these subjects as they unravelled in events of recent years. The issue of safety is addressed first, following an introduction of the regulatory regime covering the four issues. Within the area of safety, the book covers such areas as safety management systems, safety and aeromedicine, safety and meteorology, the use of airspace, unmanned aircraft systems and safety oversight audits. In the security area, subjects covered include cyber terrorism, the integrity of travel documents, full body scanners, civil unrest and aviation, the suppression of unlawful acts on board aircraft and the financing of terrorism. The chapter on the environment focuses mainly on climate change - particularly on carbon credits, market based measures, the carbon market and emissions trading schemes and their effect on air transport. Finally, the chapter on sustainability discusses in detail market access along with such issues as slot allocation, open skies, the use of alternative fuels as an economic measure and corporate foresight. The concluding chapter wraps up with a discussion on where air transport is headed. "
