Abstrak :
Tesis ini membahas mengenai Pengaruh pengembangan senjata Iran terhadap stabilitas keamanan di Timur Tengah. Persenjataan yang difokuskan dalam penulisan tesis ini adalah persenjataan konvensionalnya. Persenjataan konvensional merupakan persenjataan yang dipergunakan untuk memenuhi kebutuhan Angkatan Laut, Angkatan Darat dan Angkatan Udara Militer Iran disamping juga untuk memenuhi kebutuhan personel Militer Iran. Dinamika persenjataan konvesional Iran memberikan pengaruh terhadap perkembangan keamanan regional di Timur Tengah. Kawasan Timur Tengah yang sebelumnya telah memiliki berbagi konflik yang berlarut-larut, ditambah dengan adanya perkembangan persenjataan konvensional tersebut, membuat konflik serta ketegangan kawasan terhadap kemungkinan ancaman Iran. Dalam perspektif Iran dibawah pemerintahan Ahmadinejad, pengembangan persenjataan konvensional Iran ditujukan untuk sistem pertahanan Iran yang bersifat defensif sekaligus menjadi kekuatan yang signifikan di kawasan regional Timur Tengah. Hal ini membuat terjadinya security complexes di kawasan tersebut.

This thesis examines the influence of the development of Iran's weapons to security and stability in the Middle East. Weaponry that are focused in this thesis is conventional. Conventional weaponry is weaponry that used for Navy, Army and Air Force in addition to the Iranian military. The dynamics of Iranian conventional weapons influences regional security in Middle East. Middle East region who have previously had shared the protracted conflict, added with the development of conventional weapons, making the conflicts and tensions the region to the possibility of Iranian threat. In the perspective of the Iranian government under Ahmadinejad, the development of Iranian conventional weapons is aimed for Iran's defense system as well as a significant force in the Middle East region. This makes the occurrence of security complexes in the region of Middle East.

Tesis ini meneliti mengenai dinamika persenjataan Indonesia akibat peningkatan kapabilitas militer China. Teori yang digunakan adalah Balance of Threat oleh Stephen M Walt dan Model Action Reaction oleh Barry Buzan. Penelitian ini menggunakan metode penelitian kuantitatif dengan studi kepustakaan sebagai metode pengumpulan data. Penelitian ini menemukan bahwa berdasarkan empat indikator Balance of Threat, China dapat dikategorikan sebagai ancaman bagi Indonesia. Penelitian ini juga mengungkapkan bahwa indeks perbandingan kekuatan China dan Indonesia terpaut sangat jauh, selain itu berdasarkan indikator model action reaction, Indonesia cenderung melakukan Arms Reduction.

This thesis researches about Indonesia?s arms dynamic in reaction of China?s increasing military capability. Balance of Threat by Stephen M. Waltz and Action Reaction Model by Barry Buzan are the theories used in this research. This thesis uses a quantitative research method as means of collecting data. This research concludes that from the four indicators of the Balance of Threat theory, China is categorized as a threat for Indonesia. This research also reveals that the power comparative index between Indonesia and China is very large . Also based on the indicator from the action reaction model, Indonesia is moving towards an Arms Reduction process.
