"Pasca proses perluasan keanggotaan di akhir dekade 1990-an, diversitas ASEAN telah semakin meningkat baik secara politik maupun ekonomi. Kondisi ini telah memunculkan kondisi two-tiered ASEAN dimana terdapat kesenjangan pembangunan yang besar antara ASEAN-6 dan CLMV. Hal ini menghambat upaya negara-negara anggota ASEAN dalam mencapai Komunitas Ekonomi ASEAN 2015. Berkaitan dengan hal ini, IAI dirancang sebagai sebuah instrumen kerjasama pembangunan regional dalam mempersempit kesenjangan pembangunan di antara negara-negara anggota ASEAN maupun di dalam negara-negara tersebut serta untuk mempercepat integrasi ekonomi negara-negara yang baru bergabung dengan ASEAN (Kamboja, Laos, Myanmar dan Vietnam). Semenjak implementasinya pada tahun 2002 hingga sekarang, masih terdapat kesenjangan pembangunan yang signifikan, khususnya antara ASEAN-6 dan CLMV. Berkaitan dengan hal ini, penelitian ini bertujuan untuk mengeksplorasi dan menganalisis faktor-faktor yang menghambat IAI dalam mempersempit kesenjangan pembangunan di ASEAN.

Following the enlargement process in the late 1990 decade, ASEAN has become increasingly diverse, politically and economically. This condition has generated two-tier ASEAN where the wide development gap exists between ASEAN-6 and CLMV. It obstructs the effort of ASEAN member states in achieving ASEAN Economic Community in 2015. In this regard, IAI is designed as an instrument of regional development cooperation in narrowing development gap among and within ASEAN member states as well as accelerating the economic integration of the newer member states. Notwithstanding, since the implementation in 2002 until now, the development gap, especially between ASEAN-6 and CLMV, remains significant. In this regard, this research aims to explore and examine some factors that inhibit IAI in narrowing the development gap in ASEAN."

"ABSTRAK
Kawasan Asia Tenggara merupakan salah satu kawasan penting dalam mengkaji perdebatan dan perkembangan konsep regionalisme. Pada kawasan Asia Tenggara, isu yang paling sering dibahas ialah mengenai regionalisme ekonomi. Negara-negara anggota kawasan Asia Tenggara berusaha melakukan integrasi ekonomi guna meningkatkan kondisi pertumbuhan ekonomi masing-masing negara. Namun demikian, berdasarkan kajian empiris terdapat ragam pandangan dalam menelaah dinamika perkembangan regionalisme ekonomi di Asia Tenggara. Oleh karena itu, tinjauan pustaka ini akan memetakan persebaran pandangan dari dinamika perkembangan regionalisme ekonomi di Asia Tenggara dengan menggunakan tiga pandangan utama Ilmu Hubungan Internasional. Pandangan pesimis muncul dari pendekatan realisme bahwa terdapat hambatan-hambatan berupa pengaruh negara ekstra-kawasan, kebijakan proteksionisme dan kebijakan bilateralisme. Sedangkan pandangan optimis berasal dari pendekatan liberalisme, yakni pengaruh kelompok pro-liberalisasi, karakteristik dari open regionalism, pandangan ekonomi neoklasik, dan penguatan elemen institusi. Kemudian, perspektif strukturalisme ekonomi melihat bahwa model neoliberalisme yang berjalan perlu diganti dengan model ekonomi lainnya. Selain itu, tinjauan pustaka ini menemukan enam kesenjangan literatur dalam kajian regionalisme ekonomi Asia Tenggara, yakni kesenjangan literatur dari perspektif realisme, liberalisme, dan strukturalisme ekonomi, tren pembahasan literatur per periode, ketiadaan kajian konstruktivisme, dan rendahnya pembahasan kajian ASEAN Post 2015. Berdasarkan hasil tinjauan pustaka ini, terbuka kajian penelitian lanjutan yang dapat dikaji dari aspek praktis, politik-ekonomi, ataupun akademis, beragam penelitian baru seperti penggunaan pendekatan konstruktivisme.

ABSTRACT
Southeast Asia is one of the regions that worth to consider as a subject to analyzethe debate of development of regionalism concept. In Southeast Asia, theprominence issue is the economic regionalism. All member countries in the regionhave tried to build economic integration to increase their economic growth.However, based on empirical studies, there are many perspectives have been usedto analyze the dynamics of economic regionalism. Therefore, this literature reviewis focused to mapping the perspectives on the dynamics of development ofeconomic regionalism in Southeast Asia using three main perspectives ofInternational Relations. Literature from realism perspective has seen the skepticalpoint with themes like the influence of extra region countries, protectionismpolicy, and bilateralism policy. Meanwhile liberalism perspective has seen thateconomic regionalism in Southeast Asia has the positive point of views such aspro liberalization group, characteristic of open regionalism Southeast Asia,neoclassical economic perspective, and enhancement of institution. Whereas,economic structuralism argued economic regionalism in Southeast Asia need toshift from using neoliberalism to another model of economic development.Besides that, this literature review found six literature gap of economicregionalism in Southeast Asia, i.e. literature gap from three main perspectives,realism, liberalism and economic structuralism the debate of economicregionalism based on periods the absence of constructivism analyses and theshortage study about ASEAN Post 2015. The result of the literature review isshown that there are many studies still need to be done, in a practical aspect ofpolitical economy or academic aspect, new research that using constructivismperspective as tool of analyses."

ASEAN memulai langkah integrasi ekonomi dengan Area Perdagangan Bebas ASEAN (AFTA) pada 1992 dan terus memperluas serta memperdalam integrasi ekonomi sebagai respons terhadap perubahan geopolitik dan ekonomi global. Tinjauan ini menggunakan metode taksonomi dengan membagi 55 literatur ke dalam tiga tema besar: 1) perkembangan ekonomi ASEAN; 2) kebijakan dalam strategi integrasi; 3) implikasi integrasi ekonomi ASEAN. Melalui analisis ini, tinjauan ini berupaya menyingkap konsensus, perdebatan, kesenjangan literatur, dan tren seperti persebaran tema, latar belakang akademisi, dan asal penulis. Tinjauan ini tidak hanya memberikan gambaran tentang dinamika integrasi ekonomi ASEAN, tetapi juga relevansinya dalam konteks ekonomi global saat ini serta menawarkan wawasan tentang arah penelitian dan kebijakan di masa depan.

This literature review identifies the development of economic integration in ASEAN since its establishment in 1967, which was driven by political and strategic factors, up to the transformation of its focus from politics to economics with the launch of the ASEAN Economic Community (AEC) in 2015. ASEAN began its economic integration efforts with the ASEAN Free Trade Area (AFTA) in 1992 and has continued to expand and deepen economic integration in response to global geopolitical and economic changes. This review employs a taxonomy method by categorizing 55 pieces of literature into three major themes: 1) the economic development of ASEAN; 2) policy-driven strategies in integration; 3) implications of ASEAN economic integration. Through this analysis, the review aims to uncover consensus, debates, literature gaps, and trends such as theme distribution, the academic background of scholars, and the origins of the authors. This review not only provides an overview of the dynamics of ASEAN economic integration but also its relevance in the current global economic context, offering insights into future research directions and policy-making."

"ASEAN is currently becoming major economic force in Asia, made up of Indonesia,
Malaysia, Singapore, Brunei Darussalam, Laos, Philippines, Cambodia, Thailand, Vietnam,
and Myanmar. ASEAN countries set a goal to integrate all economic potential through
ASEAN Economic community in 2015 in order to make the country members competitive
with the rest of world. Occupied by 600 million population and nominal GDP of USD 2.31
trillion, ASEAN provides huge opportunities for the world, especially in the form of trade
and investment. Thus is has to be supported by relevant policies from the respective country
members, which is one of them is tax policy. There are two major tax regimes which are
worldwide tax regime and territorial tax regime. The main objective of territorial tax regime
is to gain more opportunities abroad by exempting corporate income tax by home countries
for firms operating abroad, thus capital outflow from a country with territorial tax regime will
increase. The research employs fixed effect panel analysis in 6 major ASEAN countries with
observation period of 15 years. The result reveals that tax regime does not have significant
impact on capital outflow, still, macroeconomic performance becomes major factor for the
capital outflow"
