"Penelitian ini mengkaji proses pembentukan daerah otonom baru di Indonesia yang dilakukan tanpa adanya desain besar penataan daerah yang terstruktur. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian doktrinal, yang menitikberatkan pada analisis normatif terhadap peraturan perundang-undangan yang mengatur pembentukan daerah otonom baru. Pembentukan daerah otonom baru di Indonesia sering kali didasarkan pada pertimbangan politis dan kepentingan jangka pendek, tanpa memperhatikan prinsip-prinsip tata kelola pemerintahan yang baik dan tanpa adanya panduan strategis yang komprehensif. Hal ini berimplikasi pada kurang optimalnya pelayanan publik, kesenjangan pembangunan antardaerah, serta potensi konflik kewenangan antara Pemerintah Pusat dan daerah. Analisis dilakukan terhadap berbagai peraturan perundang-undangan terkait, seperti Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dan peraturan-peraturan turunannya. Selain itu, penelitian ini juga mengkaji praktik-praktik pembentukan daerah otonom baru di wilayah Papua dan pembentukan Ibu Kota Nusantara. Hasil penelitian menunjukkan perlunya penyusunan desain besar penataan daerah otonom yang komprehensif dan berbasis data, dengan melibatkan partisipasi berbagai pemangku kepentingan. Penelitian ini merekomendasikan agar Pemerintah Pusat mengintegrasikan prinsip-prinsip desentralisasi dan kekhususan wilayah dalam penyusunan desain besar penataan daerah otonom di Indonesia.

This study examines the process of establishing new autonomous regions in Indonesia, which is often conducted without a comprehensive and structured regional design. The research employs a doctrinal methodology, focusing on normative analysis of the legislation governing the creation of new autonomous regions. The formation of new autonomous regions in Indonesia is frequently driven by political considerations and short-term interests, without adhering to principles of good governance and lacking a comprehensive strategic framework. This has implications for suboptimal public service delivery, development disparities between regions, and potential conflicts of authority between the central and regional governments. The analysis includes various relevant regulations, such as Law Number 23 of 2014 on Regional Government and its derivative regulations. Additionally, the study examines the practices of establishing new autonomous regions in Papua and the formation of the Nusantara Capital City. The findings indicate the need for a comprehensive and data-driven grand design for regional structuring, involving the participation of various stakeholders. This research recommends that the central government integrate principles of decentralization and regional specificity into the formulation of a comprehensive grand design for regional structuring in Indonesia."

"One of the last Prussian reforms during the Napoleonic Era was the constitution of local autonomy for the cities. Proof of its lasting importance is that it was the cities that carried out the deficit-based employment policies of the early 1930s also had to carry the burden of a democratic reconstitution of Germany in the postwar period. After the crushing defeat at Napoleon?s hands, likewise the reconstitution of Prussia fell to the cities. Today, the same constellation of problems can be found on different stages. Europe, as it is growing together, faces a democracy deficit which ultimately will have to be addressed by the cities. The countries in transition and undergoing transformation likewise will have to find arenas for democratic decision making, which likely will be at the municipal level. Finally, the United States of America also faces a quagmire at the federal level which ultimately will have to be resolved at the state or local level."
