Abstrak :
Penelitian ini bertujuan menganalisis politik pendanaan kampanye pada Pemilihan Presiden (Pilpres) 2019 dengan fokus pada dua hal: (1) penerimaan sumbangan dana kampanye dari penyumbang kalangan oligark kepada pasangan Calon Presiden dan Calon Wakil Presiden Joko Widodo - Ma’ruf Amin sebagai pemenang Pilpres 2019, dan (2) pembayaran kembali pascapilpres kepada penyumbang. Pola pendanaan kampanye Joko Widodo-Ma’ruf Amin yang berpengaruh terhadap perubahan sifat struktur politik oligarkis sebagai hasil Pilpres 2019 dianalisis menggunakan teori Oligarki dari Jeffrey A. Winters, didukung konsep pembiayaan kampanye dari USAID. Temuan studi ini menunjukkan politik pendanaan kampanye Joko Widodo - Ma’ruf Amin yang melibatkan para penyumbang besar dari kalangan oligark memengaruhi perubahan sifat struktur politik oligarkis pemerintahan hasil pilpres, yaitu dari yang sebelumnya ‘terpecah’ menjadi ‘kolektif’, dan perubahan dari yang sebelumnya bersaing ‘liar’ antaroligark menjadi ‘jinak’ bekerjasama dalam pemerintahan pasca-Pilpres 2019. ......This study aims to analyze the politics of campaign funding in The 2019 Presidential Election with a focus on two things: (1) receipt of campaign fund donations from oligarchic donors to the presidential and vice presidential candidates Joko Widodo - Ma'ruf Amin as the winner of The 2019 Presidential Election, and (2) post-presidential repayments to donors. The campaign funding patterns for Joko Widodo-Ma'ruf Amin which affected the change in the nature of the oligarchic political structure as a result of The 2019 Presidential Election were analyzed using the Oligarchy theory of Jeffrey A. Winters, supported by the concept of campaign finance from USAID. The findings of this study show that the politics of campaign funding for Joko Widodo - Ma'ruf Amin, which involved big donors from the oligarchs, influenced the change in the nature of the oligarchic political structure of the government resulting from the presidential election, from previously being 'split' to 'collective', and changes from previously competing 'wild' between oligarks becomes 'tame' to cooperate in the post-2019 Presidential Election government.

Abstrak :
Pilkada Kabupaten Muara Enim tahun 2018 telah sukses dilaksanakan, namun demikian masih banyak juga pihak yang keberatan dengan hasil pilkada tersebut. Penelitian ini bertujuan untuk menganalisis lebih lanjut tentang politik uang di Indonesia dengan secara khusus berfokus pada kasus pilkada Kabupaten Muara Enim tahun 2018, menggunakan analisis pendekatan intelijen serta dampaknya terhadap demokrasi dan ketahanan nasional. Adapun metode yang dipakai pada penelitian ini adalah metode penelitian kualitatif deskriptif. Hasil penelitian ini adalah politik uang yang dilakukan oleh  dengan paslon No. 4 Ahmad Yani – Juarsyah dalam proses pilkada Kabupaten Muara Enim tahun 2018, dengan modus menjadikan masyarakat sebagai relawan, yang terlebih dahulu didata dan kemudian diberikan sejumlah uang sebelum hari- H pencoblosan, agar masyarakat mau memilih paslon ini. Hal ini dalam teori intelijen sebagai bentuk penggalangan dengan pola persuasif/konstruktif dengan menggunakan uang sebagai sarana kontak serta merupakan metode persuasif propaganda. Kemudian pengaturan dana kampanye, baik dalam UU dan peraturan lainya belum secara mendetail mengatur tentang status relawan dan pendanaannya, sehingga celah inilah yang dimanfaatkan oleh paslon No. 4 Ahmad Yani-Juarsyah untuk melakukan politik uang. Dampak dari adanya politik uang di pilkada Kabupaten Muara Enim tahun 2018, dapat merusak demokrasi karena tidak sesuai dengan konsep dan prinsip pilkada dalam sistem demokrasi. Selain itu politik uang tersebut berdampak pula pada masyarakat Muara Enim yakni adanya gejolak sosial di masyarakat pasca pilkada dan kinerja yang kurang baik dari pemimpin terpilih hasil pilkada Kabupaten Muara Enim tahun 2018, yang ditandai dengan tingkat kemiskinan masyarakat dan tingkat pengangguran yang meningkat, serta paslon yang terpilih tersebut terlibat kasus korupsi. Hal ini berdampak terhadap ketahanan nasional, yang di dalamnya terdapat aspek kepemimpinan dalam tata kelola pemerintahan yang baik (good governance), sebagai upaya menggandakan ‘ketahanan’ nasional. ......The regional elections for Muara Enim Regency in 2018 have been successfully carried out, however, there are still many parties who object to the results of the regional elections, especially for supporters of the candidate pairs who lost in the regional elections at that time. This study aims to further analyze money politics in Indonesia by specifically focusing on the case of the regional election Muara Enim Regency in 2018, using an analysis of the intelligence approach and its impact on democracy and national security. The method used in this research is descriptive qualitative research method. The result of this research is the money politics carried out by the candidate pair No. 4 Ahmad Yani – Juarsyah in the process of the regional election Muara Enim Regency in 2018, with the mode of making the community as volunteers, who are first recorded and then given a certain amount of money before the D-Day of voting, so that people will choose this candidate pair. This is in intelligence theory as a form of raising with a persuasive/constructive pattern by using money as a means of contact as well as a persuasive method of propaganda. Then the regulation of campaign funds, both in the law and other regulations, has not detailed the status of volunteers and their funding, so that this gap is exploited by Candidate No. 4 Ahmad Yani – Juarsyah to carry out money politics. The impact of money politics in the 2018 regional elections of Muara Enim Regency can damage democracy because it is not in accordance with the concepts and principles of regional elections in a democratic system. In addition, money politics also had an impact on the people of Muara Enim, namely the social unrest in the post-election community and the poor performance of the elected leaders from the regional election  Muara Enim Regency in 2018, which was marked by the poverty level of the community and an increasing unemployment rate, as well as the candidate pair who The chosen one is involved in a corruption case. This has an impact on national resilience, in which there is an aspect of leadership in good governance, as an effort to double national 'resilience'.

Abstrak :
Penelitian ini adalah penelitian kualititatif yang menempatkan Partai Keadilan Sejahtera dan Partai Persatuan Pembangunan sebagai obyek penelitian. Latar belakang dari penelitian ini adalah masih rendahnya keterwakilan perempuan dalam pemilu yang disebabkan karena masih rendahnya komitmen partai politik dalam menerapkan kebijakan afirmasi dalam pemilu. Adanya peraturan yang mewajibkan partai untuk memenuhi kebijakan afirmasi ini memang mendorong partai memenuhi keterwakilan perempuan dalam pencalonan calon anggota legislatif, untuk itu penelitian ini berusaha mencari jawaban bagaimana strategi partai dalam memenuhi kebijakan afirmasi tersebut.Menjelang Pemilu 2014 KPU mengeluarkan PKPU No 7/2013 mengenai pencalonan yang salah satu klausulnya adalah mewajibkan partai politik peserta pemilu untuk memenuhi ketentuan mencalonkan 1 orang bakal calon perempuan diantara 3 bakal calon di masing-masing daerah pemilihan. Jika partai politik tidak memenuhi ketentuan tersebut maka partai politik ini akan didiskualifikasi sebagai peserta pemilu di daerah pemilihan tersebut. Hal ini kemudian mendorong partai politik untuk mau tidak mau harus memenuhi kuota 30 pencalonan perempuan. Masing-masing partai politik memiliki strateginya sendiri dalam memenuhi kebijakan tersebut, termasuk Partai Keadilan Sejahteran PKS dan Partai Persatuan Pembangunan PPP. Strategi yang diambil partai ini tidak dipungkiri terkait dengan ketersediaan kader yang dimiliki oleh masing-masing partai dan juga sistem pemilu yang digunakan. Penelitian ini menunjukkan bahwa dalam mencalonkan perempuan di dalam pemilu partai belum sepenuhnya menerapkan sistem merit dalam menjaring kader karena sejumlah alasan, seperti partai mencari figur yang populer, yang memiliki kedekatan dengan elit partai, memiliki sumber dana yang cukup, hal ini menujukan bahwa budaya patriartki masih berlaku dalam partai politik. ......This research is a qualitative research that puts PKS and PPP as the object of research. The background of this research is still the low representation of women in the election due to the low commitment of political parties in applying affirmation policy in the election. The existence of a regulation requiring the party to fulfill this affirmative policy does encourage the party to fulfill women 39 s representation in nomination of legislative candidate. Therefore, this research seeks to answer how the party 39 s strategy in fulfilling the affirmation policy.In the lead up to the 2014 General Election the KPU issues PKPU No 7 2013 regarding the nomination of which one of its clauses is to require the political parties participating in the election to fulfill the requirements of nominating one prospective female among 3 candidates in each electoral district. If a political party fails to comply with this provision then this political party shall be disqualified as an election participant in the electoral district. This then encourages political parties to inevitably have to meet the quota of 30 nomination of women. Each political party has its own strategy to comply with the policy, including the Justice Party PKS and the United Development Party PPP .The strategy adopted by the party is undeniably related to the availability of cadres owned by each party and also the electoral system used.This study shows that in nominating women in party elections has not yet fully implemented a merit system in recruiting cadres for a number of reasons, such as parties looking for popular figures, who have close ties to party elites, have sufficient funding sources, this implies that the patriarchic culture is still Apply in political parties.
