"Salah satu aspek penting dalam pembangunan hukum adalah peningkatan profesionalisme penyidik. Meskipun data menunjukkan peningkatan dalam penyelesaian kasus, namun masih menghadapi tantangan berupa tingginya jumlah tunggakan kasus dan ketidakseimbangan distribusi tugas. Di Direktorat Tindak Pidana Umum Bareskrim Polri, terdapat masalah besar terkait ketersediaan dan pengembanganpersonel, seperti jabatan kosong, personel tanpa jabatan tetap, serta banyaknya penyidik yang belum mengikuti pelatihan dan sertifikasi yang diperlukan. Proses penyidik bersertifikasi juga mengalami keterlambatan, menunjukkan perlunya perbaikan alokasi sumber daya manusia dan pelaksanaan pelatihan untuk memastikan kualitas dan efektivitas penyidik. Tujuan penelitian ini adalah untukmenganalisis evaluasi kompetensi penyidikbersertifikasi di Direktorat Tindak Pidana Umum Bareskrim Polri dan menganalisis faktor-faktor yang mempengaruhi kompetensi penyidik bersertifikasi di Bareskrim Polri. Teori yang digunakan dalam penelitian ini adalah teori kompetensi, teori total quality service, konsep syarat penyidik Polri, konsep penyidik bersertifikasi, dankonsep kualitas kompetensi penyidik Polri. Jenis penelitian ini adalah penelitian kualitatif denganmetode penelitian eksploratif. Hasil penelitian inimenunjukkan bahwa evaluasi kompetensi penyidikbersertifikasi di Direktorat Tindak Pidana Umum Bareskrim Polri menunjukkan kontribusi besarprogram ini dalam meningkatkan kompetensi, profesionalisme, akuntabilitas, dan etika kerjapenyidik. Namun, efektivitas pelaksanaannya masihdihadapkan pada berbagai tantangan, sepertiketerbatasan akses, minimnya pelatihan komunikasidan koordinasi, serta implementasi hasil sertifikasiyang belum optimal. Faktor pendukung sepertimotivasi kerja, gaya kepemimpinan yang mendukung, dan budaya organisasi yang kolaboratif perludiperkuat, sementara hambatan berupa kurangnyasarana dan pembaruan kurikulum harus segera diatasi. Dengan penyempurnaan penyidik bersertifikasi yang lebih terstruktur, akses yang diperluas, dan fokus pada keterampilan praktis, kompetensi penyidikan dapatditingkatkan, sehingga kepercayaan publik terhadapPolri semakin kokoh.
One important aspect in legal development is improving the professionalism of investigators. Although data shows an increase in case resolution, it still faces challenges in the form of a high number of backlogs and an imbalance in the distribution of tasks. In the Directorate of General Crimes of the Criminal Investigation Unit of the Indonesian National Police, there are major problems related to the availability and development of personnel, such as vacant positions, personnel without permanent positions, and many investigators who have not undergone the necessary training and certification. The process of certified investigators has also been delayed, indicating the need to improve the allocation of human resources and the implementation of training to ensure the quality and effectiveness of investigators. The purpose of this study is to analyze the evaluation of the competence of certified investigators in the Directorate of General Crimes of the Criminal Investigation Unit of the Indonesian National Police and to analyze the factors that influence the competence of certified investigators in the Criminal Investigation Unit of the Indonesian National Police. The theories used in this study are the theory of competence, the theory of total quality service, the concept of requirements for police investigators, the concept of certified investigators, and the concept of the quality of competence of police investigators. This type of research is qualitative research with an exploratory research method. The results of this study indicate that the evaluation of the competence of certified investigators at the Directorate of General Crimes of the Criminal Investigation Unit of the Indonesian National Police shows a major contribution of this program in improving the competence, professionalism, accountability, and work ethics of investigators. However, the effectiveness of its implementation is still faced with various challenges, such as limited access, minimal communication and coordination training, and less than optimal implementation of certification results. Supporting factors such as work motivation, supportive leadership style, and collaborative organizational culture need to be strengthened, while obstacles in the form of lack of facilities and curriculum updates must be addressed immediately. By improving the certification program to be more structured, expanding access, and focusing on practical skills, investigative competence can be improved, so that public trust in the Indonesian National Police becomes stronger."
