ABSTRAKPerumusan kebijakan luar negeri suatu negara tidak terlepas dari perpolitikan aktor-aktor birokrasi yang terlibat. Dengan demikian, dinamika kebijakan suatu negara terhadap negara lain bisa dipahami melalui studi tentang politik birokrat. Skripsi ini membahas tentang kontradiksi pendekatan kebijakan luar negeri Amerika Serikat dalam isu demokratisasi Myanmar pada dua periode pemerintahan George W. Bush. Ada dua kelompok dalam perumusan kebijakan luar negeri Bush yakni kaum neokonservatif dan kaum realis. Melalui studi historis deskriptif, penelitian ini menemukan bahwa kontradiksi terjadi dalam pendekatan kebijakan luar negeri Bush karena adanya dominasi salah satu kelompok dalam perumusan kebijakan.
ABSTRACTA country’s foreign policy making cannot be separated from the politics of bureaucratic actors. Thus, the dynamics of a country’s policy towards other countries can be understood through the study of bureaucratic politics. This thesis discusses the contradiction of U.S. foreign policy approaches on democratization issues in Myanmar during two periods of George W. Bush administration. There are two groups in the formulation of the Bush foreign policy, neoconservatives and realists. Through descriptive historical studies, this study found that a contradiction in the Bush foreign policy approach occurs because of the dominance of one of the groups in the foreign policy making.
