"Tantangan utama penerapan m-Government yang banyak terjadi hingga saat ini adalah pemanfaatannya oleh masyarakat. Sehingga penting untuk mengkaji faktor-faktor yang mempengaruhi niat masyarakat dalam mengadopsi layanan ini. Penelitian ini mengkaji adopsi m-Government dengan fokus pada aplikasi Digitalent, yang diluncurkan oleh Kementerian Komunikasi dan Digital Republik Indonesia untuk mendukung program Digital Talent Scholarship (DTS). Studi ini memvalidasi dan mengembangkan The Unified Model of M-Gov Adoption yang diusulkan oleh Creutzberg et al. (2023) dengan penambahan variabel perilaku penggunaan (use behavior) dan kepuasan (satisfaction) pengguna, serta variabel kontrol yang meliputi bentuk akses internet, biaya koneksi internet, dan lokasi pengguna. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei eksplanatif untuk mengumpulkan data dari 1.144 responden pengguna aplikasi Digitalent. Teknik analisis data menggunakan Partial Least Square Structural Equation Modelling (PLS-SEM). Hasil penelitian menunjukkan bahwa asumsi model dasar yang dirancang sepenuhnya menjelaskan hubungan antar variabel laten eksogen dan endogen (fully fit), sedangkan setelah ditambahkan dengan variabel kontrol, model tidak sepenuhnya menjelaskan asumsi teoritis yang dirancang (partial fit) karena terdapat beberapa pengaruh variabel kontrol yang tidak signifikan. Variabel Perceived Usefulness, Social Influence, Facilitating Conditions, Perceived Security, dan Convenience of Access terbukti memiliki pengaruh signifikan terhadap niat perilaku untuk mengadopsi aplikasi. Selain itu, variabel Social Influence, Facilitating Conditions, dan Behavior Intention memiliki pengaruh signifikan terhadap perilaku penggunaan yang selanjutnya berpengaruh signifikan terhadap kepuasan pengguna.

The primary challenge in implementing m-Government to date lies in its utilization by the public. Therefore, it is crucial to examine the factors influencing public intention and behavior in adopting these services. This study investigates the adoption of m-Government, focusing on the Digitalent application launched by Indonesia's Ministry of Communication and Digital to support the Digital Talent Scholarship (DTS) program. The study validates and extends The Unified Model of M-Gov Adoption proposed by Creutzberg et al. (2023) by incorporating additional variables, namely use behavior and user satisfaction, along with control variables including the type of internet access, internet connection costs, and user location. This research employs a quantitative approach with an explanatory survey method to collect data from 1,144 respondents who use the Digitalent application. Data analysis is conducted using Partial Least Square Structural Equation Modelling (PLS-SEM). The findings reveal that the basic assumptions of the designed model fully explain the relationships among exogenous and endogenous latent variables (fully fit), whereas the addition of control variables results in a model that partially aligns with the theoretical assumptions (partial fit), as some control variables show no significant influence. The variables Perceived Usefulness, Social Influence, Facilitating Conditions, Perceived Security, and Convenience of Access are found to significantly influence the behavioral intention to adopt the application. Additionally, the variables Social Influence, Facilitating Conditions, and Behavioral Intention significantly impact use behavior, which, in turn, significantly influences user satisfaction."
