"Tesis ini membahas penjualan asuransi yang dilakukan melalui digitalisasi atau perdagangan elektronik yang belum diatur di Indonesia. Metode penelitian yang digunakan dalam penulisan skripsi ini adalah yuridis normatif. Penelitian hukum ini menggunakan jenis data sekunder diperoleh dari bahan pustaka. Pembahasan dalam skripsi ini melibatkan pengaturan penjualan asuransi yang dilakukan secara digital atau elektronik di Indonesia, apakah itu pengaturan umum atau khusus. Membahas juga keadaan perusahaan asuransi di Indonesia yang telah menjual asuransi secara digital atau secara elektronik, tetapi jumlahnya masih kecil. Di Singapura ada Pedoman tentang Distribusi Online Kebijakan Jiwa Tanpa Nasehat dan Undang-Undang Asuransi Bab 142 yang secara spesifik mengatur distribusi dan penjualan asuransi melalui digitalisasi dan perdagangan elektronik. Hasil penelitian menunjukkan bahwa perlu untuk regulasi penjualan asuransi yang dilakukan melalui digitalisasi atau elektronik perdagangan di Indonesia.

This thesis discusses the sale of insurance that is done through digitalization or electronic commerce that has not been arranged in Indonesia. The research method used in writing this thesis is juridical normative. This legal research uses a kind of secondary data obtained from library materials. The discussion in this thesis involves arrangements on the sale of insurance carried out digitally or electronically in Indonesia, whether it is general arrangement or specifically. Discussed also the state of insurance companies in Indonesia who have been selling insurance digitally or electronically, but the number is still small. In Singapore there are Guidelines on The Online Distribution of Life Policies With No Advice and the Insurance Act Chapter 142 that specifically regulates the distribution and selling insurance through digitalization and electronic commerce. The results showed that the need for regulation on the sale of insurance made through digitalization or electronic commerce in Indonesia.

"Pelestarian koleksi antikuariat yang dilakukan oleh perpustakaan memiliki berbagai tujuan, diantaranya adalah untuk menjaga informasi yang terkandung di dalamnya masih dapat diakses oleh pengguna hingga masa yang akan datang. Digitalisasi dapat menjadi salah satu upaya yang dilakukan oleh sebuah perpustakaan dalam melestarikan koleksinya. Penelitian ini bertujuan untuk menganalisis penelitian dengan topik digitalisasi koleksi antikuariat, berkaitan dengan kebijakan, implementasi, dan tantangan yang dihadapi oleh perpustakaan khusus. Metode yang digunakan dalam penelitian ini menggunakan pendekatan kualitatif dengan metode tinjauan literatur sistematis. Hasil penelitian menunjukkan masih sedikit penelitian yang membahas mengenai digitalisasi koleksi aniquariat di perpustakaan khusus. Lalu, hasil penelitian juga menunjukkan bahwa jika setiap perpustakaan yang melakukan kegiatan digitalisasi memiliki alur kerja yang berbeda. Namun pada umumnya, terdapat tiga kegiatan yang dilakukan oleh perpustakaan khusus, yakni dengan melakukan proses seleksi bahan pustaka, proses pemindaian, dan penyimpanan hasil alih media bahan pustaka. Digitalisasi merupakan proses yang berkelanjutan sehingga memerlukan perencanaan yang matang serta anggaran yang cukup.

Preservation of antiquariat collection done by special libraries has various purposes, including to keeping the information accessible to users in the future. Digitization can be one of the efforts made by a library in preserving its collection. This study aims to analyze research on the topic of digitizing antikuariat collections, relating to policies, implementation, and challenges faced by special libraries. The approached used in this research is a qualitative method using systematic literature review approached. Based on the discussed research, the results of the study shows that there are still few studies that discuss the digitization of antiquariat collections in special libraries. Results of the study also shows that each library that carries out digitalization activities has a different workflow. However, in general, there are three activities carried out by special libraries, namely by conducting the selection process for library materials, scanning processes, and storing the results of the transfer of library materials. Digitalization is a continuous process that requires careful planning and an adequate budget."

"Badan Siber dan Sandi Negara (BSSN) sebagai salah satu lembaga pemerintah masih belum menerapakan digitalisasi arsip melalui Sistem Informasi Kearsipan Dinamis Terintegrasi (SRIKANDI) sebagai salah satu aplikasi umum yang wajib digunakan oleh instansi pemerintah. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang menyebabkan SRIKANDI masih belum diterapkan secara menyeluruh di BSSN serta memberikan rekomendasi strategi peningkatan terhadap penggunaan aplikasi arsip digital di BSSN dengan mengintegrasikan model penerimaan yaitu DeLone and McLean dan dua variabel pada model Unified Model of Electronic Government Adoption (UMEGA) yaitu Social Influence dan Commitment from Leadership. Dengan menggunakan Partial Least Squares Structural Equation Modelling (PLS-SEM) pada 138 respons valid pegawai BSSN, didapatkan hasil bahwa 7 faktor memiliki pengaruh pada penerapan SRIKANDI di BSSN yaitu manfaat bersih (dampak organisasi dan individual), komitmen dari pimpinan, pengaruh sosial, kualitas layanan, kualitas sistem, penggunaan, serta kepuasan pengguna. Penelitian dilanjutkan dengan teknik open coding untuk mendapatkan rekomendasi strategi peningkatan berdasarkan hasil uji hipotesis yang valid. Terdapat 23 rekomendasi strategi peningkatan yang dikelompokkan ke dalam aspek people, process, dan technology. Penelitian ini memberikan implikasi kepada BSSN (aspek people dan process) berupa strategi peningkatan penggunaan aplikasi arsip digital serta memberikan implikasi kepada ANRI (aspek technology) berupa rekomendasi pengembangan aplikasi SRIKANDI.

Integrated Dynamic Archival Information System (SRIKANDI) has become one of the mandatory public applications for government agencies to implement the National Electronic Government System or smart government. The National Cyber and Crypto Agency (BSSN), as a government agency, has not yet implemented digital archiving through SRIKANDI. This is based on the low value of the BSSN SPBE index in 2023, especially in the field of archiving, coupled with the policy of relocating the capital city (IKN) to be implemented in 2024. This study aims to identify the factors that cause SRIKANDI to not be implemented comprehensively at BSSN and to provide recommendations for optimizing the implementation of digital archives at BSSN by integrating the DeLone and McLean acceptance model with two variables in the Unified Model of Electronic Government Adoption (UMEGA), namely Social Influence and Commitment from Leadership. Using Partial Least Squares Structural Equation Modeling (PLS-SEM) on 138 valid responses from BSSN employees, it was found that 7 factors have an influence on the implementation of SRIKANDI at BSSN, namely net benefits (organizational and individual impacts), commitment from leadership, social influence, service quality, system quality, usage, and user satisfaction. The research was continued using the open coding technique to obtain recommendations for optimization strategies based on the results of valid hypothesis tests. There are 23 recommendations for optimization strategies grouped into people, process, and technology aspects. This research has implications for BSSN (people and process aspects) in the form of strategies for optimizing the implementation of digital archives so that the BSSN SPBE index value is achieved by increasing the use of SRIKANDI and can implement smart government in IKN and provide implications for ANRI (technology aspects) in the form of recommendations for the development of the SRIKANDI application."

"Penelitian ini bertujuan untuk merancang sistem informasi berbasis web pada perpustakaan SMP Frater Makassar dan untuk mengimplementasikan sistem informasi perpustakaan yang telah dirancang. Penelitian ini dilaksanakan bulan Juni sampai agustus 2015 di SMP Frater Makassar. Data-data dikumpulkan dengan menggunakan teknik observasi, dan dokumentasi. Sedangkan software yang digunakan adalah PHP sebagai bahasa pemrograman, MySQL sebagai pengelola database. Hasil penelitian menunjukkan bahwa telah dirancang dan diuji cobakan sistem informasi perpustakaan berbasis web pada SMP Frater Makassar yang dapat menghasilkan informasi mengenai sirkulasi pengelolaan manajemen perpustakaan yang berbasis komputerisasi secara efektif dan efisien."

"Digitalization which has been done in a library is the proof of spreading and implementation of information technology in all fields. National Library of Indonesia (NLI) is also digitizing its collections, mostly of its rare collections. Digitalization is a long process, from collection selection, making a bibliographic document, scanning, file conversion, editing, until file uploading process. Since 2001, there is no further research on this process of the NLI while it is important because NLI is actived in doing digitalization.
This research intends to analyze the performance of the digitalization process and evaluates its maturity level using COBIT 4.1. Data that are being used are primary data which are gained from interview for 3 respondents and questionnaires from 8 respondents who are considered as having relevance or understanding IT governance, those who have authority in terms of policy as well as those who directly involved or responsible for digitalization process. Secondary data are also used, such as local and international journal related to digitalization process and COBIT 4.1., planning documents, technical manuals, reports and other documents that are products of NLI.
Maturity levels are obtained by mapping the purpose of NLI to the purpose of COBIT 4.1 until mapping of COBIT 4.1?s IT processes. The mapping produce nine of 34 COBIT 4.1?ses IT processes hereafter devised as questionnaire. Questionnaire construction and its calculation is using Maturity Model COBIT 4.1. and Pederiva model.
The result value of this research is 2.89 from maturity index of 0-5. It means the level of maturity of digitalization process of NLI is on ?Defined? level. Defined means control is done and is already documented. The management is able to control problems that rarely show up, although the weakness for the control is seldom shown. This is appropriate with interview results that are showing that control on digitalization process is done, there is already monitoring and evaluation although not maximum yet. Quality management and monitoring and IT performance evaluation which have the lowest point 2.73 need to be improved by rescheduling the monitoring and performance evaluation properly and also with adequate human resources in implementation of digitalization process in order to achieve better digitalization process quality and human resource quality. Generally, the performance of the digitalization process is able to meet the goals and objectives of NLI, in accordance with the duties and functiovns for Digital Transformation of NLI."

"Perkembangan teknologi digital yang sangat pesat telah mendorong terjadinya transformasi di sektor pemerintahan, terutama melalui implementasi e-government yang mendorong keterlibatan masyarakat secara lebih aktif. Salah satu indikator kemajuan transformasi digital di sektor publik tercermin dalam pencapaian nilai SPBE Kementerian Keuangan sebesar 4,66. Namun demikian, keberhasilan ini masih dihadapkan pada tantangan seperti resistensi terhadap perubahan, permasalahan keamanan siber, serta kesenjangan dalam adopsi teknologi. Penelitian ini bertujuan untuk menganalisis digital dexterity sebagai faktor keberhasilan transformasi digital di lingkungan Sekretariat Jenderal Kementerian Keuangan. Penelitian menggunakan pendekatan kuantitatif dengan tujuan deskriptif dengan metode mixed methods yang meliputi survei terhadap 101 responden, wawancara mendalam, dan studi kepustakaan. Model analisis didasarkan pada kerangka Digital Capabilities Framework website Kelembagaan (Jisc, 2019), yang mencakup enam dimensi utama, yakni functional skills, critical use, creative production, participation, development, dan self-actualising. Hasil penelitian menunjukkan bahwa seluruh dimensi digital dexterity berada dalam kategori “baik”, yang mencerminkan kesiapan sumber daya manusia dalam mendukung keberhasilan transformasi digital. Meskipun demikian, dimensi creative production tercatat memiliki capaian paling rendah dibandingkan dimensi lainnya. Faktor usia, jabatan, dan peran strategis unit kerja turut memengaruhi tingkat variasi skor digital dexterity. Temuan ini menggarisbawahi pentingnya strategi peningkatan kapasitas digital secara berkelanjutan, penyesuaian pelatihan sesuai kebutuhan unit kerja, serta pengembangan digital champions lintas generasi sebagai bagian dari penguatan daya saing digital kelembagaan. Penelitian ini diharapkan dapat memberikan kontribusi teoritis dan praktis bagi pengembangan kebijakan SDM digital di sektor publik.

The rapid development of digital technology has driven transformation in the government sector, particularly through the implementation of e-government, which encourages more active community involvement. One indicator of progress in digital transformation in the public sector is reflected in the Ministry of Finance's SPBE score of 4.66. However, this success still faces challenges such as resistance to change, cybersecurity issues, and disparities in technology adoption. This study aims to analyze digital dexterity as a factor in the success of digital transformation within the Ministry of Finance's Secretariat General. The research employs a quantitative approach with a descriptive objective, utilizing mixed methods that include a survey of 101 respondents, in-depth interviews, and literature review. The analysis model is based on the Digital Capabilities Framework framework (Jisc, 2019), which includes six main dimensions: functional skills, critical use, creative production, participation, development, and self-actualization. The results of the study indicate that all dimensions of digital dexterity are in the “good” category, reflecting the readiness of human resources to support the success of digital transformation. However, the creative production dimension was found to have the lowest achievement compared to the other dimensions. Factors such as age, position, and the strategic role of the work unit also influenced the variation in digital dexterity scores. These findings underscore the importance of sustainable digital capacity-building strategies, tailored training programs aligned with unit needs, and the development of cross-generational digital champions as part of institutional digital competitiveness enhancement. This research is expected to contribute both theoretically and practically to the development of digital human resource policies in the public sector."
