Abstrak :
Penelitian ini mencoba mencari pengaruh elektrifikasi terhadap produktivitas. Data yang digunakan adalah data panel pada level kabupaten dan kota dalam rentan waktu 2014-2019. Pada penelitian ini produktivitas didekatkan dengan PDRB per kapita. Dari hasil estimasi didapatkan bahwa elektrifikasi berpengaruh positif dan signifikan terhadap pertumbuhan PDRB per kapita pada tahun 2014-2019 secara nasional, pulau Sumatera, dan pulau Kalimantan. Adanya elektrifikasi dapat menunjang produktivitas, seperti penerangan, penggunaan mesin yang lebih efisien, peralatan rumah tangga, dan ICT atau komunikasi. Sehingga perlu dilakukan pemenuhan elektrifikasi di Indonesia untuk meningkatkan pertumbuhan PDRB per kapita. ......This study aims the effect of electrification on productivity. In this study, productivity defined as GDRB per capita.estimation result shows that the electrification ratio has a positive and significant effect to GDRP per capita on 2014-2019 nationally, in Sumatera island, and Kalimantan island. The presence of electrification can support productivity, such as lightning, use of mahines more efficiently, home appliance, and ICT or communication. Therefore, electrification should be fulfilled in Indonesia to increase GDRP per capita growth.

Dengan menggunakan kasus elektrifikasi di Kepulauan Seribu, penelitian ini bertujuan untuk menganalisa dampak elektrifikasi terhadap kesejahteraan masyarakat dengan mengevaluasi dampaknya terhadap pengeluaran rumah tangga. Pada Februari 2008, Kecamatan Kepulauan Seribu Selatan mendapat aliran listrik PLN untuk pertama kalinya melalui sambungan kabel listrik bawah laut dari Jakarta. Selanjutnya pada tahap kedua, Kecamatan Kepulauan Seribu Utara mendapat jaringan listrik PLN pada Februari 2012. Pelaksanaan elektrifikasi secara bertahap tersebut, secara tidak langsung menciptakan kelompok treatment dan control yang ideal untuk dilakukannya penelitian evaluasi dampak elektrifikasi.Penelitian ini menggunakan metode Difference in Difference dimana Kecamatan Kepulauan Seribu Selatan digunakan sebagai treatment group dan Kecamatan Kepulauan Seribu Utara sebagai control group. Tahun 2007 dipilih sebagai periode awal penelitian dan periode lanjutan adalah tahun 2008 sampai 2011. Hasil regresi menunjukkan bahwa elektrifikasi mengakibatkan dampak signifikan terhadap pengeluaran rumah tangga khususnya pada tahun pertama dan kedua setelah elektrifikasi. Elektrifikasi meningkatkan pengeluaran rumah tangga total, makanan dan bukan makanan. Sedangkan pengeluaran transportasi turun signifikan. Dari hasil tersebut, dapat disimpulkan bahwa elektrifikasi dapat meningkatkan kegiatan ekonomi masyarakat yang ditunjukkan oleh peningkatan pengeluaran rumah tangga.

ABSTRACT
By using the electrification cases in Seribu Islands Regency, this research tries to analyze the impact of small islands electrification on community 39 s welfare by evaluating the household expenditures. In February 2008, the Indonesian South Seribu Islands district enjoyed its first electricity connection via submarine cables from the main island Jakarta. In a second stage, the North Seribu Islands district also got a submarine power connection in February 2012. Since the electrification is done gradually, it creates an ideal treatment and control group for impact evaluation methodology.This paper uses Difference in Difference method using the South Seribu Islands district as a treatment group, and the North Seribu Islands district as a control group. 2007 was selected as the baseline period with the follow up period from 2008 to 2011. The regression result shows that electrification gives a significant impacts on household expenditures particularly in the first two year after electrification. It increases the total, food, and nonfood expenditure. At the same time, the household expenditure for transportation purposes drop significantly. From these results, we may conclude that electrification can increase the community economic activity which is showed by the increasing of household expenditure

Adanya kesadaran dan urgensi untuk meminimalisir dampak lingkungan, membuat adanya konsep green port bagi pelabuhan. Ini dikarenakan pelabuhan merupakan salah satu sumber polutan akibat aktivitas kepelabuhanannya yang rentan akan risiko (gas buang peralatan berat, kebocoran, kesalahan bongkar muat, dll). Salah satu konsep dari green port yang difokuskan kali ini adalah elektrifikasi. Penulis melakukan pengamatan mengenai sejauh mana konsep ini diterapkan dan dampaknya terhadap kualitas udara, air, kebisingan, dan tingkat biaya dari operasional pelabuhan dalam rentang waktu 2016-2019. Variabel yang digunakan sebagai variabel bebas adalah tingkat penerapan konsep green port, Pengujian pengaruh antara penerapan green port terhadap BBM, udara, air , dan kebisingan dilakukan dengan membandingkan kondisi sebelum dan sesudah penerapan konsep dengan metode independent t-test. Hasilnya didapat bahwa penerapan green port (dan elektrifikasi) memiliki pengaruh terhadap kualitas air, udara, tingkat biaya, dan tidak berpengaruh terhadap kebisingan. Dari segi perbandingan kualitatif, ditemukan juga kesimpulan bahwa penggunaan peralatan bertenaga listrik lebih efisien dibanding menggunakan peralatan berbahan bakar minyak.

An increase in public’s awareness against the environmental issues and problem caused an urgency for a company to acknowledge the consequences of their daily operations to the environment. It is already well known that the port is perceived as a source of pollutants from the heavy machinery usage, to waste and water treatment. The Green Port concept is made to accommodate the environment issues, thus help the company to understand the negative impacts from their operations to the environment, and try to change the operations cleaner than before. The electrification concept is one of the Green Port concept that try to minimize the negative externalities to environment (pollution) by changing the primary source of energy from fossil fuels, to electric-powered equipment. This research focuses on measuring how far this concept’s applied inside port operations and how it affects the operational cost and port environmental performance. This research use the green port implementation as an independent variables and air quality, water quality, noise level, and cost level from 2016 to 2019 for the dependent variable.  This research found that there are an impacts from the green port implementation and electrification (the power usage) to the air quality, water quality, and cost level. This research also found that there are no impact between the application of green port and noise level. This research also compared the operation cost from the usage of electricity based equipment and petrodiesel based equipment. The result is the electric-powered equipment has a better efficiency and lower cost than the petrodiesel equipment.
