"Penelitian ini membahas tentang kekerasan antar suporter sepak bola yang menjadi bentuk fanatisme suporter di Indonesia. Beberapa studi berpendapat faktor munculnya kekerasan berbasis fanatisme suporter sepak bola adalah hasil tradisi turun temurun yang menjadi sebuah budaya dan adanya keinginan untuk menunjukan rasa maskulinitas mereka kepada suporter lawan. Pada dasarnya penulis setuju dengan penelitian tersebut, tetapi studi sebelumnya cenderung kurang membahas faktor lokalitas sebagai pemicu adanya kekerasan sepak bola. Dalam penelitian ini, peneliti menggunakan konsep lokalitas Lewis Mumford yang menggambarkan lokalitas sebagai sebuah tempat yang membuat orang merasa seperti dirumah dalam lingkungannya. Konsep ini digunakan untuk melihat bagaimana lokalitas bekerja didalam suporter sepak bola. Hasil temuan menyatakan bahwa faktor lokalitas memiliki pengaruh yang berbeda-beda terhadap kelompok suporter sepak bola dalam melakukan tindakan kekerasan. Lokalitas yang berpengaruh bagi suporter Viking berbeda dengan lokalitas yang berpengaruh bagi suporter Jakmania. Data dalam penelitian ini diperoleh dari studi pustaka, studi dokumen, wawancara mendalam dan observasi pada Jakmania sebagai suporter Persija Jakarta dan Viking sebagai suporter Persib Bandung.

This study discusses violence between football fans which is a form of the fanaticism of supporters in Indonesia. Several studies argue that the emergence of violence based on fanaticism of football fans is the result of a hereditary tradition that has become a culture and a desire to show their sense of masculinity to opposing supporters. The author agrees with the research, but previous studies tend not to discuss locality factors as a trigger for soccer violence. In this study, the researcher uses Lewis Mumford's concept of locality which describes locality as a place that makes people feel at home in their environment. This concept is used to see how locality works within football fans. The findings state that locality has varying degrees of influence on supporters group of specific football teams in commiting acts of violence. The locality that affects Viking supporters is different from the locality that affects Jakmania supporters.. The data in this study were obtained from literature studies, document studies, in-depth interviews and observations on Jakmania as Persija Jakarta supporters and Viking as Persib Bandung supporters."

"Masalah kerusuhan suporter sepak bola dalam tragedi Kanjuruhan melebihi dari sekedar urusan sepak bola. Tragedi Kanjuruhan merupakan tragedi kemanusiaan yang tidak dapat diselesaikan hanya oleh Persatuan Sepak Bola Seluruh Indonesia (PSSI) menyebabkan dilakukanlah suatu proses collaborative governance dalam mengatasi masalah kerusuhan suporter sepak bola di Kanjuruhan. Tujuan penelitian ini adalah untuk menganalisis penerapan collaborative governance dalam mengatasi masalah kerusuhan suporter sepak bola pada peristiwa Stadion Kanjuruhan Malang. Penelitian ini dilakukan dengan pendekatan post-positivist dan teknik pengumpulan datanya menggunakan wawancara mendalam dan studi kepustakaan. Hasil penelitian menunjukkan bahwa dari 11 (sebelas) sub dimensi collaborative governance terdapat 7 (tujuh) sub dimensi collaborative governance yang sudah terpenuhi, dan terdapat 4 (empat) sub dimensi collaborative governance yang belum terpenuhi pada penerapan collaborative governance dalam mengatasi tragedi Kanjuruhan. Sub dimensi collaborative governance yang sudah terpenuhi yaitu: Multiple Actor, Common Goals, Inclusive Deliberative Process, Commitment to the Collaboration Process, Trust Building, Internal and External Relationships, Knowledge Management. Sedangkan, sub dimensi collaborative governance yang belum terpenuhi yaitu: Consensus Building, Preliminary Rules, Accountability, dan Discourse and Practice. Penerapan sub dimensi tersebut telah membantu mengungkapkan fakta dan memberikan solusi terhadap tragedi Kanjuruhan. Langkah selanjutnya adalah menindaklanjuti fakta yang telah terungkap melalui kesadaran dan komitmen seluruh pihak untuk menjunjung tinggi nilai sportivitas dan menjalankan prinsip good governance dalam transformasi sepak bola Indonesia sehingga permasalahan tragedi Kanjuruhan dapat terselesaikan.

The problem of football fans riot in the Kanjuruhan tragedy is more than just football. The Kanjuruhan tragedy is a human tragedy that cannot be resolved only by the Indonesian Football Association (PSSI) causing a collaborative governance process to be carried out in overcoming the problem of football supporter riots in Kanjuruhan. The purpose of this research is to analyze the implementation of collaborative governance in overcoming the problem of football fan riots at the Malang Kanjuruhan Stadium incident. This research was conducted using a post-positivist approach and data collection techniques used in-depth interviews and literature studies. The results showed that of the 11 (eleven) collaborative governance sub dimensions, there were 7 (seven) collaborative governance sub dimensions which had been fulfilled, and there were 4 (four) collaborative governance sub dimensions which had not been fulfilled in the application of collaborative governance in overcoming the Kanjuruhan tragedy. The sub dimensions of collaborative governance that have been fulfilled are: Multiple Actors, Common Goals, Inclusive Deliberative Process, Commitment to the Collaboration Process, Trust Building, Internal and External Relationships, Knowledge Management. Meanwhile, the sub dimensions of collaborative governance that have not been fulfilled are: Consensus Building, Preliminary Rules, Accountability, and Discourse and Practice. The application of these sub dimensions has helped reveal facts and provide solutions to the Kanjuruhan tragedy. The next step is to follow up on the facts that have been revealed through the awareness and commitment of all parties to uphold the value of sportsmanship and implement the principles of good governance in the transformation of Indonesian football so the problem of Kanjuruhan tragedy can be resolved."
