"Jembatan khusus merupakan salah satu infrastruktur untuk konektivitas darat yang membutuhkan penanganan khusus dalam pemeliharaannya, salah satunya dengan structural health monitoring system (SHMS) untuk meningkatkan pemantauan terhadap jembatan khusus pada masa layan/fungsional (operasional dan pemeliharaan/preservasi). Jumlah jembatan khusus dalam masa layan adalah lebih dari 200 jembatan. Selama masa operasional dan pemeliharaan jembatan, Pengelola Jembatan harus melakukan pemeliharaan dan pemantauan jembatan kemudian menyampaikan hasilnya kepada Komisi Keamanan Jembatan dan Terowongan Jalan (KKJTJ) melalui Balai Jembatan dalam bentuk Laporan Tahunan sesuai Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Nomor 41/PRT/M/2015 tentang Penyelenggaraan Keamanan Jembatan dan Terowongan Jalan. Laporan tahunan tersebut dapat diambil dari hasil SHMS. Beberapa tahun terakhir ini terdapat beberapa jembatan khusus yang telah terpasang SHMS seperti Jembatan Suramadu, Jembatan Merah Putih, dan lain-lain. Permasalahannya SHMS di jembatan tersebut (SHMS Lokal) tidak berjalan dengan baik, begitupun sistem integrasi SHMS di Pusat sehingga perlu dilakukan analisa parameter atau komponen untuk pengembangan sistem integrasi SHMS serta mengembangkan manajemen dalam pengelolaan SHMS lokal maupun Pusat. Metode yang dilakukan adalah pengumpulan data-data yang berhubungan sistem monitoring kesehatan struktur jembatan (SHMS) dengan analisis studi literatur dan studi kasus di jembatan yang telah terpasang SHMS dan sistem integrasi eksisting, terutama terkait manajemen pengelolaan SHMS agar SHMS dapat berjalan dan terlapor dengan baik. Dengan adanya sistem ini, kondisi jembatan dapat dimonitor setiap saat (realtime) dan dijadikan sebagai salah satu pengambil keputusan oleh pemangku kepentingan untuk penanganan pemeliharaan atau perbaikan jika terdapat kerusakan atau kejadian seperti bencana alam (force majeur) atau unforeseen condition. Sehingga, monitoring jembatan dapat ditingkatkan dilihat dari segi waktu karena bisa diketahui data kondisi jembatan lebih cepat.

Special bridges are infrastructures for land connectivity that require special treatment in their maintenance, to improve monitoring towards the bridges during operational services and preservation period by Structural Health Monitoring System (SHMS). The number of bridges in operational services period is more tahan 200 bridges. During the operation and maintenance, bridge the bridge shall keep of monitoring and bridge then informed the Komisi Keamanan Jembatan dan Terowongan Jalan (KKJTJ) by Balai Jembatan in form the annual report based on Minesterail Regulation of Minister of Public Works and Housing Number 41/PRT/M /2015. The annual report can be taken from the SHMS. In recent years, there has been several Special Bridges with SHMS, such as Suramadu bridge and Merah Putih bridge. Unfortunately, on those bridges the local SHMS are not functioning well, likewise with the integrated central SHMS. Therefore, there is a need to conduct, first, parameter or component analysis that is necessary for the development of integrated SHMS, and second, development of management of local and central SHMS. This research applies documentary analysis of literatures and case study of bridges with existing and integrated SHMS to collect data related to SHMS monitoring system, particularly relating to the management of SHMS that SHMS viable and well. With the working system, the bridges’ condition can be monitored at real-time and can become the basis for decision making by stakeholders to conduct maintenance or repair when there are damages or accidents or any force majeure and unforeseen condition. So, monitoring the bridge can be improved viewed from the perspective of time because conditions could be known data bridge faster."
