Perancis menghadapai berbagai kcndala menyangkut kondisi politik kawasan, kendala yang menghadapkzm Perancis kepada pilihan-pilihan sulit karena menyangkut keberpihakan. Masalah pertentangan antar golongan di Lebanon, krisis Palestina-Israel, dan polemik nuklir Iran. Semua permasalahan tersebut menunmt Perancis untuk melalcukan politik luar negeri dan mengeluarkan kebijakan yang tepat.Suriah dan Lebanon adalah dna negara Timur Tengah yang memiliki hubungan historis dengan Perancis. Pada saat pengaruh Perancis di Lebanon menguat dan mulai mapan, tetapi masih menyisakan kekhawatiran scbelum perdamaian menyeluruh terwujud di Timur Tengah. Maka pada masa pemerintahan Presiden Nicolas Sarkozy seorang yang dikenal ambisius dan progresitl Peranois menempuh berbagai cara unmk mewuiudkan kepentingannnya dikawasan, sepeni pendekatan yang intensif kepada Suriah, dan menggalang kekuatan dengan membentuk Uni Meditemnia, sebuah kekuatan pendukung bagi kemapanan posisi Perancis di tingkat regional Eropa maupun intemasional. Pendekatan Perancis kepada Suriah mempakan pilihan strategis, dimana Suriah sexing disebut sebagai penentu bagi masa depan perdamaian Timur Tengah.

"ABSTRAKPenelitian ini membahas mengenai sejarah hubungan Perancis dengan North Atlantic TreatyOrganization (NATO) sebagai salah satu negara pendiri aliansi pertahanan tersebut hingga memutuskan untuk keluar dari keanggotaan NATO. Namun, kontribusi besar yang tidak sejalan dengan peran strategis yang dimiliki oleh Perancis tanpa bentuk keanggotaan penuh dalam NATO dan perkembangan situasi politik dan keamanan global yang semakin kompleks membuat negara tersebut mengubah kebijakan luar negeri dan pertahanannya tersebut. Perubahan tersebut tidak hanya mempengaruhi hubungannya dengan Uni Eropa tetapi juga dengan Amerika Serikat sebagai salah satu negara anggota NATO yang berpengaruh. Untuk itu, penelitian ini hendak menganalisis mengenai pengaruh politik dalam negeri Perancis, posisi Perancis dalam Uni Eropa, perkembangan hubungan luar negeri Perancis dengan Amerika Serikat dan situasi politik dan keamanan di kawasan Eropa dan dunia internasional terhadap keputusan Perancis untuk kembali bergabung menjadi anggota penuh aliansi pertahanan trans-atlantik tersebut.

ABSTRACTThis thesis discusses about the historical relation between France and the North Atlantic Treaty Organization (NATO) where the country is one of the founder of the security alliance until she decided to withdraw from the full membership of NATO. France’s decision started to shift towards a rapprochement with NATO. The country realizes that the current international political and security situation is becoming very complex and unpredictable to be faced and handled on its own. In addition to that, the contribution of the country on funding and military personals is one of the largest among the rest of the member countries although France is still outside NATO’s full membership. The change in France’s foreign and security policy doesn’t only affect the country’s relation with the European Union but also with the United States of America as one of the most eminent member country in NATO. In regards to that, this thesis tries to analyze some situations which lead to France’s policy shifting to reengage as a full member of NATO. France’s domestic political affairs, the country’s role and influence in European Union, the development of France’s bilateral relation with the United States of America and the dynamics of global and regional political and security environment are some of the factors which lead to the country’s policy."

"A Vision of Europe analyses a little-known collaborative effort by France and Germany to secure a durable peace between the World Wars, through European integration organized around a Franco-German axis. Received wisdom has it that the era of Franco-German rapprochement depended from 1925 on a close personal relationship between the French and German Foreign Ministers, Briand and Stresemann. With Stresemanns death in 1929, and the simultaneous onset of the interwar Great Depression, Germany in particular allegedly turned its back on this process of rapprochement several years before Hitler took power. However, A Vision of Europe challenges this view of Franco-German relations during the Depression years. Upsets and setbacks notwithstanding, a sustained mutual effort drew on political will, diplomatic rationale, economic synergies, cultural affinities, and various peace movements to agree a Franco-German customs union which had European union as its ultimate goal. These efforts were formalized in the Franco-German Berlin Accord of September 1931, with the diplomacy surrounding this event forming the heart of this book. By mid-1932, however, rapprochement had all but failed. An unforeseen crisis in trading relations, the impact on French opinion of a media scandal surrounding the publication of the late Stresemanns memoirs, and the disruptive impact of domestic party politics in both countries derailed a process that had been conceived by France and Germanys diplomatic, political and economic elites. Nonetheless, this first modern attempt at European unification reflected a deeper process and logic that survived Hitler and informed the creation of the contemporary European Union."
