"Skripsi ini membahas tentang peranan Pelni pada masa dua politik konfrontasi pemerintah Soekarno, Trikora dan Dwikora. Pelayaran nasional mutlak dibutuhkan dalam menjaga integritas bangsa, oleh karena itu pemerintah mengeluarkan kebijakan seputar pelayaran nasional yang banyak ditujukan kepada Pelni. Alat negara adalah istilah bagi Pelni karena terkait dengan segala kebijakan yang dikeluarkan oleh pemerintah. Aplikasi pelaksanaan alat negara dapat terlihat pada peranan Pelni pada perjuangan Trikora dan Dwikora.This thesis discusses about the role of Pelni in the two political confrontation created by Soekarno government, Trikora and Dwikora. National shipping are indispensable in maintaining the integrity of the nation, therefore, the government issued a national shipping policy about which many addressed to Pelni. The government tool was a term for Pelni as it related to all policies issued by the government. Application implementation from the government tools can be seen in the struggle during Trikora and Dwikora."
