Tujuan penelitian ini untuk mengetahui efektivitas dan efisiensi penggunaan anggaran yang telah dianggarkan oleh universitas kepada masing-masing fakultas. Metode penelitian ini menggunakan metode deskriptif analisis dengan melakukan observasi, wawancara dan uji coba terhadap sistem.Hasil penelitian adalah bahwa sistem informasi rencana bisnis anggaran masih memiliki beberapa kelemahan yaitu belum adanya fungsi untuk memetakan mekanisme penarikan uang terkait realisasi anggaran dan fungsi satuan pengawas intern sebagai verifikator atas usulan perencanaan dan revisi.

ABSTRACT
The purpose of this research is to understand the effectiveness and efficiency of budget usage accounted by university for each faculty. The research method used in this research is descriptive analysis by doing observation, interview and testing in the system.The result of the study suggest that the budget business plan information system still has some drawbacks, such as the lack of functionality to map the mechanism of money withdrawal related to the realization of budget and internal supervisor unit function as a verifier for the proposed planning and revision.

Abstrak :
Pemberian perawatan, dukungan dan pengobatan pada Orang dengan HIV/AIDS (ODHA) akan berlangsung seumur hidup dan berisiko terjadinya loss to follow up. Loss to follow up dapat terjadi apabila data ODHA tidak dikumpulkan secara konsisten dan tidak dikelola oleh database yang terstruktur sehingga informasi yang tersedia tidak cukup lengkap dan akurat. Pencatatan data dukungan ODHA yang masih dilakukan secara manual di Sanggar Kerja YPI menyebabkan ketersediaan data dukungan ODHA masih belum optimal. Tujuan dari penelitian ini yaitu mengembangkan sistem informasi perekaman data dasar dukungan ODHA di internal Sanggar Kerja YPI yang dapat meningkatkan ketersediaan data tersebut. Penelitian rapid application development dengan teknik evolutionary prototype dilakukan untuk mengembangkan prototype dari sistem informasi perekaman data dasar dukungan ODHA. Pada penelitian ini dilakukan identifikasi masalah, identifikasi kebutuhan sistem dan uji coba prototype untuk memastikan bahwa sistem dikembangkan sesuai dengan kebutuhan pengguna. Sebagai kesimpulan, prototype sistem informasi perekaman data dasar dukungan ODHA telah dikembangkan sesuai dengan kebutuhan sistem dan hanya dapat digunakan di tingkat local host. ......Care giving, supporting, and treatment for People living with HIV/AIDS is a lifetime commitment and have risk on the occurence of loss to follow up. The loss to follow up can occur due to the inconsistency of gathering data of PLWHA and the unstructured database. Therefore, the gathered information is not sufficient and inaccurate. Data recording of PLWHA support in Sanggar Kerja YPI are manually managed which has caused the availability of PLWHA data has not reached the optimum condition. The aim of this research is to develop an information system that records basic data base of PLWHA support in internal Sanggar Kerja YPI that aids to enhance data availability. Rapid application development research using evolutionary prototype technique is done to develop the prototype of information system that records basic data base of PLWHA support. In this research has done problem identification, identification system requirement, and prototype trials in order to make sure the developed system is suitable for its users. In conclusion, the prototype of information system that records basic data base of PLWHA support has been developed according to the system requirements and can be accessed within local host level.
