"Indonesia menerapkan sistem Transfer ke Daerah sejak 1999. Sistem Transfer ke Daerah menghadapi situasi permasalahan terkait penerapan akuntansi akrual. Penelitian ini bertujuan untuk merekonstruksi sistem Transfer ke Daerah di Indonesia dalam rangka penerapan akuntansi akrual. Penelitian ini menyusun situasi permasalahan pada sistem tersebut dengan menggunakan Contingency Model Luder, 1992 . Penelitian ini menemukan bahwa penerapan akuntansi akrual di sistem Transfer ke Daerah didorong oleh pengaturan standar akuntansi pemerintahan yang mempengaruhi harapan dari pengguna informasi dan perilaku dari pembuat informasi. Kemudian, penerapan akuntansi akrual menghadapi beberapa kendala penerapan, seperti karakteristik organisasi, kualifikasi akuntan, dan ukuran yuridiksi. Penelitian ini memberikan beberapa rekomendasi untuk merekonstruksi sistem Transfer ke Daerah menggunakan Soft System Methodology SSM Checkland dan Poulter, 2006 . Rekomendasi tersebut adalah: reformulasi sistem alokasi, peningkatan efektivitas pertukaran data antara unit teknis dengan unit akuntansi, dan peningkatan kualitas pelaporan Transfer ke Daerah. Hasil dari penelitian ini sangat penting karena dua alasan utama. Pertama, penelitian ini menunjukkan manfaat yang signifikan dari penerapan Contingency Model dan SSM untuk merekonstruksi kebijakan publik dalam konteks reformasi manajemen keuangan. Kedua, penelitian ini menyusun sebuah kerangka kera yang menjadi pedoman bagi pemerintah untuk merekonstruksi sistem Transfer ke Daerah.

Indonesia has implemented intergovernmental transfer system since 1999. Intergovernmental transfer system experienced problematical situations related to implementation of accrual accounting. This research aims to reconstruct Indonesia 39 s intergovernmental transfer system in order to implement accrual accounting. The study structured problematical situations in that system using Contingency Model Luder, 1992 . The study found that the implementation of accrual accounting in intergovernmental transfer system is stimulated by the setting of governmental accounting standards which affects expectation of users of information and behaviour of producers of information. Furthermore, implementation of accrual accounting faces some implementation barriers, such as organizational characteristics, qualifications of accountants, and size of jurisdiction. This research gives some recommendations to reconstruct that intergovernmental transfer system using Soft Systems Methodology SSM Checkland Poulter, 2006 . The recommendations are reformulating the allocation system, effectiveness enhancement of data exchange between technical and accounting units, and quality enhancement of intergovernmental transfer 39 s reporting. This research 39 s results are very important because of two main reasons. First, this research shows us the significant benefit of the appication of Contingency Model and SSM to reconstruct public policy in the context of financial management reform. Second, this research creates a framework that guides government to reconstruct their intergovernmental transfer system.

"Penelitian ini bertujuan untuk menguji apakah benar terjadi fenomena flypaper effect atau tidak untuk studi kasus di Indonesia, menganalisis jenis belanja mana yang paling dipengaruhi oleh transfer pemerintah pusat, serta menganalisis perilaku pemerintah daerah dalam menanggapi apabila terjadi peningkatan atau pengurangan transfer dari pemerintah pusat. Analisis pengaruh transfer pemerintah pusat terhadap belanja daerah dibagi menjadi nasional, Pemerintah Provinsi, Pemerintah Kota, dan Pemerintah Kabupaten. Objek penelitian ini adalah 542 Pemerintah Daerah yang terdiri dari 34 Pemerintah Provinsi, 93 Pemerintah Kota, dan 415 Pemerintah Kabupaten selama tahun 2011-2017. Variabel dependen yang digunakan, yaitu belanja modal, belanja pegawai, serta belanja barang dan jasa. Sementara itu, variabel independen yang digunakan, antara lain DAU, DAK, DBH, PAD, luas wilayah, jumlah penduduk, jumlah PNS Daerah, variabel dummy DBH (1 = DBH Naik; 0 = DBH Turun), variabel dummy (1 = daerah maju ; 0 = daerah tertinggal). Hasil penelitian menunjukkan bahwa baik secara nasional, Pemerintah Provinsi, Pemerintah Kota, dan Pemerintah Kabupaten dalam hal belanja modal dan belanja pegawai terjadi fenomena flypaper effect dan pemerintah daerah kurang menggali potensi penerimaan daerahnya. Respon pemerintah daerah terhadap transfer pemerintah pusat bersifat simetris, implikasinya pengurangan dalam transfer pemerintah pusat akan mengurangi belanja pemerintah daerah. Namun, untuk belanja barang dan jasa tidak terjadi fenomena flypaper effect dan peningkatan maupun pengurangan dari transfer pemerintah pusat tidak berpengaruh signifikan dalam merealisasikan belanja barang dan jasa. Belanja daerah yang paling dipengaruhi oleh transfer pemerintah pusat adalah belanja pegawai secara nasional.

This study aimed to test whether the true phenomenon of the flypaper effect or not to case studies in Indonesia, analyzing the type of expenditure which are the most affected by the intergovernmental transfer, analyze the behavior of the local government in response to an increase or a decrease in intergovernmental transfers from the Central Government. Analysis of intergovernmental transfer is divided into National, Provincial Government, City Government, and Regency Government. The object of the research is 542 local government consisting of 34 Provincial Government, 93 City Government, and 415 Regency Government during the years 2011-2017. The dependent variables used, i.e., capital expenditures, personel expenditures, goods and services expenditures. Meanwhile, the independent variable used, i.e., DAU, DAK, DBH, PAD, area, population, the number of civil servants of the region, dummy variables (1 = increased of DBH; 0 = decreased of DBH), dummy variables (1 = for developed regions; 0 = for underdeveloped regions). The results showed that the National, Provincial Government, City Government, and Regency Government in terms of capital expenditures and personel expenditures occurring phenomenon of flypaper effect and local government less seeking to find the potential PAD. Local government response to the intergovernmental transfer of Central Government are symmetrical, the implications of reduction in the transfer of Central Government will reduce local government spending area. However, for goods and services expenditures is not occurring the phenomena flypaper effect and the increase or reduction of the intergovernmental transfers from the Central Government has insignificant affect to the realization of expenditure goods and services. Type expenditures which most affected by the intergovernmental transfers from Central Government is personel expenditure nationally."

"ABSTRAK
Tesis ini membahas mengenai perhitungan dan implementasi penyaluran dana bagi hasil sumber daya alam minyak dan gas bumi antara pemerintah pusat dengan pemerintah daerah yang didasarkan pada UU Nomor 33 Tahun 2004 serta peraturan pelaksanaan lainnya. Metode penelitian hukum normatif. Hasil penelitian ini meyimpulkan bahwa perhitungan dana bagi hasil sumber daya alam minyak dan gas bumi dicapai dengan dasar data penerimaan negara periode sebelumnya dan perolehan tahun berjalan. Dalam implementasinya, penyaluran dana bagi hasil minyak dan gas bumi kepada daerah penghasil sudah sejalan dengan apa yang telah ditetapkan dalam UU Nomor 33 Tahun 2004 serta aturan pelaksanaannya meskipun persentase dana bagi hasil untuk sebagian daerah penghasil yang pendapatan asli daerahnya sangat minim menilai persentase tersebut belum memenuhi keadilan partisipasif namun baru sebatas keadilan distributif. Penelitian ini menyarankan perhitungan dana bagi hasil sumber daya alam dapat didukung dengan informasi dan teknologi yang baik agar lebih akurat dan cepat, selain itu dalam hal implementasi penyalurannya perlu adanya peertimbangan terkait dengan persentase dana bagi hasil bagi daerah penghasil.

ABSTRACT
This thesis discusses review the calculation and the implementation of the distribution of funds for the result of natural resources oil and gas of the earth between the central government with local government based on law number 33 / 2004 as well as other implementation regulation. Normative research methods law. This research result meyimpulkan that calculation funding for the natural resources oil and gas reached on the basis of data state revenues the previous period and acceptance years running. In its implementations, the distribution of funds for the results of oil and natural gas to producing areas already in line with what he has stipulated in the law number 33 / 2004 as well as the rules of its execution though the percentage of funding for yield to partially producing areas that its local revenue the percentage is very low rate has not yet meet justice partisipasif but just for distributive justice. This research suggest calculation funding for the natural resources can be supported with information and technology good to be more accurate and quicker, besides in terms of implementation penyalurannya need of peertimbangan related rate funds to the quotient of producing areas.

"ABSTRAK
Penelitian ini bertujuan untuk mendeskripsikan collaborative dynamics di Kelurahan Tegal Alur melalui program Kota Tanpa Kumuh KOTAKU . KOTAKU merupakan program yang bertujuan untuk mewujudkan permukiman yang layak huni hingga tercapai 0 Ha kumuh tanpa menggusur. Teori yang digunakan adalah collaborative dynamics yang dikemukakan oleh Emerson, Nabatchi Balogh 2011 . Pendekatan penelitian ini adalah post-positivist dengan teknik pengumpulan data wawancara mendalam dan studi literatur. Adapun pihak yang berkolaborasi dalam Program KOTAKU adalah masyarakat dan pemerintah. Hasil penelitian menunjukan bahwa terdapat 10 sub-dimensi dari 12 sub-dimensi yang terpenuhi yakni 1 penemuan, 2 definisi, 3 pertimbangan, 4 penentuan, 5 kepercayaan, 6 legitimasi, 7 prosedur dan pengaturan kelembagaan, 8 kepemimpinan, 9 pengetahuan, dan 10 sumber daya.Kata Kunci: Collaborative dynamics; collaborative governance; masyarakat; pemerintah; permukiman kumuh.

ABSTRACT
This research aims to describe collaborative dynamics in Tegal Alur Urban Village through Kota Tanpa Kumuh KOTAKU program. KOTAKU is a program is that aims to realize settlements that are habitable to reach 0 Ha slum without displacing. This research uses Emerson, Nabatchi, Balogh rsquo s theory 2011 . Research approach is post positivist that utlizes in depth interview and literature study. The people who take side at collaboration KOTAKU rsquo s Program Planning are community and government. The result shows that there are 10 sub dimensions of 12 sub dimensions that are fulfilled which is 1 discovery, 2 definition, 3 deliberation, 4 determination, 5 mutual trust, 6 legitimacy internal, 7 procedural institutuional arrangements, 8 leadership, 9 knowledge, and 10 resource. Penelitian ini berjudul Analisis Collaborative Governance dalam Pembangunan Mass Rapid Transit MRT di Provinsi DKI Jakarta. Tujuan dari penelitian ini adalah menganalisis collaborative governance yang terjadi dalam proses pembangunan MRT di Provinsi DKI Jakarta. Teori yang digunakan untuk collaborative governance yang terjadi dalam proses pembangunan MRT di Provinsi DKI Jakarta adalah teori governance, teori kolaborasi, dan teori collaborative governance. Penelitian dilakukan dengan pendekatan post positivist untuk mengidentifikasi dan menilai penyebab yang mempengaruhi collaborative governance dalam pembangunan MRT di Provinsi DKI Jakarta. Data yang diperoleh berupa data primer dari hasil wawancara mendalam dan data sekunder dari media dan dokumen lainnya. Hasil penelitian menunjukkan bahwa collaborative governance yang dilakukan dalam pembangunan MRT di Provinsi DKI Jakarta telah memenuhi 4 dimensi berdasarkan Teori Model Collaborative Governance sebagaimana diungkapkan oleh Ansell dan Gash, yaitu adanya kemacetan dan ketimpangan sumber daya serta kemampuan sebagai kondisi awal yang mempengaruhi hubungan collaborative governance, desain institusional seperti tertuang dalam Kepgub Nomor 1655 tahun 2014 yang memberikan legitimasi untuk hubungan collaborative governance; 3 Gaya kepemimpinan dari pemimpin formal maupun informal yang mempengaruhi hubungan collaborative governance; serta 4 Proses kolaboratif yang terjadi antara pemerintah pusat, pemerintah daerah, PT. MRT Jakarta, dan pemerintah Jepang melalui JICA sebagai bentuk hubungan collaborative governance.

ABSTRACT
This study aims to analyse collaborative governance in developing MRT in DKI Jakarta. The theories that are used in this study include governance, collaboration, and collaborative governance theories. This study uses post positivist approach to identify and assess which causes the application of collaborative governance in this MRT development in DKI Jakarta. Documented data were collected through in depth interviews and paperworks. The result of this study shows that collaborative governance in the development of MRT in DKI Jakarta has complied the all four dimentions based on Collaborative Governance Model theory as stated by Ansell and Gash, which are 1 there is congestion and inequality of resources and capabilities as the initial conditions that affect the relationship of collaborative governance, 2 institutional design as set Governor Decree No. 1655 of 2014 which provides legitimacy for collaborative governance relations, 3 leadership style that affects collaborative governance relations, and 4 collaborative process that occur between the central government, local government, PT. MRT Jakarta, and the Japanese government through JICA as a form of collaborative governance relations. "
