"Kondisi dilematis Infrastruktur Indonesia akibat keterbatasan kemampuan keuangan negara. Salah satu upaya Pemerintah adalah pembiayaan proyek infrastuktur melalui SBSN. Tesis ini bertujuan mengidentifikasi kendala pembiayaan proyek infrastruktur melalui SBSN dengan Analytic Network Process dan menganalisa kelayakan finansialnya. Berdasarkan ANP, kendala pembiayaan proyek infrastruktur melalui SBSN yaitu kendala aspek penunjang (0,471; W=0,36). Kendala yang paling dominan pada masing-masing aspek adalah: 1) aspek produk, Batas maksimal nilai (0,271; W=0,55); 2) aspek penunjang, kriteria kesiapan (0,33; W=0,37); 3) aspek pasar, pengetahuan pelaku pasar (0,343; W=0,28). Kendala tanggung jawab adalah DJPU-Bapepam (0,44; W=0,19) dan Kendala aturan adalah Peraturan lainnya (0,553; W=0,86). Berdasarkan analisis kelayakan finansial, NPV lebih besar adalah metode pembiayaan konvensional, IRR lebih besar dan Payback Period lebih baik adalah SBSN akhir periode. Sedangkan imbal hasil lebih besar adalah metode pembiayaan SBSN. ......Condition of the infrastructure dilemma Indonesia due to limited financial capacity of the state. This thesis aims at identifying the constraints of financing infrastructure projects through SBSN by Analytic Network Process and analyze the financial feasibility. According to ANP, the constraints of financing infrastructure projects through SBSN such as aspect support constraints (0,471; W=0.36). Based on the financial feasibility analysis, the biggest NPV is conventional financing, the biggest value of IRR and Payback Period that show a better return is maturity of the SBSN period.
