"ABSTRACT
Tesis ini membahas sistem pemerintahan daerah di tiga ibu kota, Jakarta, London, dan Paris. Penelitian ini menggunakan metode yuridis-normatif dan komparatif. Ibu kota umumnya memiliki kekhususan dibandingkan dengan daerah lain di suatu negara. Jakarta, London, dan Paris adalah kota-kota dengan populasi tinggi dan daerah perkotaan yang luas dan dapat ditemukan di negara-negara kesatuan. Ada tiga pertanyaan yang dibahas dalam tesis ini, yaitu perbandingan posisi tiga ibukota relatif terhadap daerah lain di negara masing-masing, perbandingan model pemerintah daerah dari tiga ibukota, dan tren terbaru tentang tata kelola ibukota. Sebagai ibu kota, Jakarta, London, dan Paris memiliki kekhasan masing-masing. Kekhususan tersebut dapat ditemukan dalam posisi mereka relatif terhadap daerah lain atau pemerintah daerah di masing-masing negara mereka sendiri, serta dalam model pemerintah daerah mereka sendiri. Persamaan dan perbedaan dapat ditemukan antara tiga ibu kota. Baik Jakarta dan Paris memiliki pemerintahan bertingkat tunggal, sementara London memiliki pemerintahan bertingkat dua di wilayahnya. Sehubungan dengan model pemerintah daerah, Jakarta memiliki kesamaan dengan London dalam hal dewan lokal dan kepala pemerintah daerah mereka. Jakarta juga memiliki kesamaan dengan Paris dalam hal keberadaan pengawasan negara atau pemerintah pusat. Tren terbaru yang ditemukan dalam tata kelola ibukota adalah pengembangan otoritas regional yang strategis, baik dalam bentuk otoritas kesatuan tunggal atau dalam bentuk badan koperasi otoritas lokal. Disarankan agar pembuat kebijakan meninjau dan mempertimbangkan model pemerintah daerah yang dapat ditemukan dalam sistem pemerintah daerah negara lain, dengan memprioritaskan efisiensi dan kinerja pemerintah daerah yang bersangkutan.

This thesis discusses the system of local government in three capital cities, Jakarta, London, and Paris. This study uses juridical-normative and comparative methods. Capital cities generally have specificities compared to other regions in a country. Jakarta, London, and Paris are cities with high population and large urban built-up area and can be found inunitary states. There are three questions that are discussed in this thesis, namely the comparison of the three capitals positioning relative to other regionsin their respective countries, the comparison of local government models of the three capitals, and the latest trendson capital city governance. As capital cities, Jakarta, London, and Paris have their own specificities. Those specificities can be found in their positioning relative to other regions or local governments in each of their owncountries, as well asin their own local government models. Similarities and differences can be found between the three capital cities. Both Jakarta and Paris have single-tieredgovernments, while London has two-tieredgovernmentin its area. In relationto the local government model, Jakarta has similarities with London in terms of their local councils and heads of local government. Jakarta also has similarities with Paris in terms ofthe existence of state or central government supervision. The latest trend found in capital city governance is the development of strategic regional authorities, whether in the shape of a single unitary authority or in the shape of local authorities cooperative bodies. It is suggested that policy makers should reviewand consider local government models that can be found in other countries systems of local government, by prioritising the efficiency and performance of the local government concerned."
