Abstrak :
Infrastruktur logistik memainkan peranan penting dalam memfasilitasi pergerakan angkutan barang perkotaan dan berkontribusi untuk mendorong pembangunan perkotaan. Namun, isu yang saat ini timbul di berbagai wilayah adalah kondisi infrastruktur logistik yang tidak memadai sehingga tidak dapat mengakomodir peningkatan pergerakan angkutan barang perkotaan yang berdampak negatif terhadap lingkungan perkotaan. Pengembangan infrastruktur logistik yang berpusat pada bandara dan integrasinya dengan infrastruktur fisik lainnya memberikan manfaat signifikan dalam hal aksesibilitas dan konektivitas di dalam kawasan bandara, serta meningkatkan efisiensi kualitas layanan logistik. Oleh karena itu, penelitian ini bertujuan untuk mengembangkan infrastruktur logistik dalam sebuah model kota bandara yang berkelanjutan melalui konsep Logistic Aerocity, dengan studi kasus pada Bandara Internasional Radin Inten II Lampung. Selain itu, penelitian ini juga memberikan rekomendasi rencana tata guna lahan, rencana jaringan transportasi dan arahan peraturan zonasi pada konsep Logistic Aerocity. Di sisi lain, pembiayaan pengembangan infrastruktur menghadapi kendala adanya financial gap dan keterbatasan anggaran pembiayaan sehingga skema pembiayaan berbasis Kerjasama Pemerintah dengan Badan Usaha (KPBU) diharapkan dapat menjadi alternatif skema pembiayaan pada pengembangan konsep Logistic Aerocity. Metode penelitian yang digunakan adalah studi kasus kualitatif dan kuantitatif. Data diolah dengan menggunakan simulasi 3d modeling, life cycle cost method dan simulasi skenario sharing pembiayaan antara publik dan swasta untuk mengevaluasi kelayakan finansial. Hasil penelitian ini memberikan alternatif model pengembangan infrastruktur logistik yang berpusat pada bandara (airport-centric development) melalui konsep Logistic Aerocity yang terdiri dari komponen pengembangan bandara berupa fasilitas kargo udara, integrated logistic hub, industrial park, kawasan komersial dan open space area. Dari hasil penelitian, juga didapatkan kelayakan investasi dari pengembangan konsep Logistic Aerocity menghasilkan nilai IRR sebesar 11,99% yang masih mendekati nilai WACC sehingga belum begitu menarik bagi investor. Dengan menggunakan skema pembiayaan berbasis Kerjasama Pemerintah dengan Badan Usaha (KPBU), didapatkan nilai IRR akhir sebesar 15,86% dengan pembagian biaya antara pihak pemerintah dan swasta dari komponen biaya investasi, operasional & pemeliharaan serta pendapatan. ......Logistics infrastructure plays a vital role in facilitating the movement of urban freight transport and contributes to promote urban development. However, current arising issue of inadequate logistics infrastructure that failed to accommodate the increased movement of urban freight transport due urban development has negatively impacted the urban environment. The development of airport-centric logistics infrastructure and the integration with other physical infrastructure can provide more significant benefits in terms of accessibility and connectivity within the airport area, as well as improving efficiency in the logistics service quality. Therefore, this study aims to develop logistics infrastructure in a sustainable airport city model through the concept of Logistic Aerocity, taking into account Radin Inten II International Airport as the case study. Furthermore, this study also provides recommendations for land use planning, transportation network planning and zoning regulation in the concept of Logistic Aerocity. On the other hand, the financing of infrastructure development faces financial gaps and budget constraints, so that Public Private Partnership (PPP)-based financing scheme is expected to be an alternative financing scheme for the development of Logistic Aerocity concept. The research method used is qualitative and quantitative case studies. The data is processed using 3d simulation modeling, life cycle cost method and scenario simulation of sharing financing between public and private to develop financial feasibility. The results of this study provide an alternative model of airport-centric logistics infrastructure development through the concept of Logistic Aerocity which consists of airport development in the form of air cargo facilities, integrated logistics hubs, industrial parks, commercial areas and open spaces. The results of the study also show that investment feasibility from the development of Logistic Aerocity concept resulted in an IRR value of 11.99%, which is still close to the WACC value so that it is not very attractive to investors. By using a financing scheme based on Public Private Partnership (PPP), a final IRR value of 15.86% was obtained with cost sharing between public and private sector from the components of initial costs, operational & maintenance costs and revenue.

Peti Kemas Mini atau Mini-Container adalah sebuah konsep yang dapat dijadikan solusi atas permasalahan logistik di Indonesia. Sebagaimana kita ketahui bahwa kontainer hanya dapat diangkut menggunakan Truk Trailer atau pengangkut kontainer. Sehingga hal ini menjadi kendala bagi daerah yang tidak memiliki akses bagi truk-truk besar. Akhirnya, kontainer harus dilakukan bongkar-muat yang dapat menyebabkan keterlambatan pengiriman atau bahkan hilangnya barang akibat kesalahan prosedur. Dengan adanya Mini-Kontainer ini, maka bongkar-muat tidak diperlukan dan Mini-Kontainer dapat dikirim menggunakan truk ukuran sedang seperti Truk Colt Diesel Engkel. Sehingga, Mini-Kontainer dapat menghemat biaya logistik. Penelitian ini dilaksanakan untuk membuat dan menguji desain Mini-Kontainer agar dapat digunakan sesuai dengan fungsinya. ......Mini Container is a concept that can be used as a solution to logistics problems in Indonesia. As we know that containers can only be transported using trailer trucks or container carriers. So this is an obstacle for areas that do not have access to large trucks. Finally, containers must be unloaded which can cause delays in delivery or even loss of goods due to procedural errors. With this Mini-Container, loading and unloading is not required and Mini-Containers can be shipped using medium-sized trucks such as the Colt Diesel Engkel Truck. Thus, Mini-Containers can save on logistics costs. This research was conducted to create and test the Mini-Container design so that it can be used according to its function.
