Dengan dikeluarkannya kebijakan pemerintah Indonesia nomor 80 tahun 2018 yang mewajibkan penggunaan angkutan laut nasional untuk kegiatan ekspor CPO membantu meningkatkan produktifitas industri pelayaran nasional melalui pengadaan armada kapal dan juga akan mengubah model bisnis yang tadinya menggunakan
incoterm Free On Board (FOB) menjadi
Cost, Insurance and Freight (CIF), dimana model bisnis CIF akan lebih menguntungkan pihak Indonesia sebagai pihak eksportir. Untuk mendukung kebijakan tersebut dibutuhkan armada kapal yang memadai. Penelitian ini memiliki tujuan mengetahui kebutuhan perencanaan armada kapal untuk memenuhi kebutuhan ekspor CPO Indonesia rute Dumai-Kandla dalam hal jumlah kapal, kapasitas kapal dan kecepatan kapal. Dengan menggunakan metode optimasi linear programming dimana meminimalkan total biaya operasional dan perhitungan menggunakan persamaan yang ada sehingga didapatkan nilai yang optimal. Hasil pada penelitian ini didapatkan rencana armada kapal yang dibutuhkan yaitu jumlah kapal baru sebanyak 16 sampai 25 kapal pada tahun 2019 sampai 2033 dengan kapasitas 10000 DWT dan kecepatan 15,5 knot. Apabila menyewa kapal dibutuhkan, maka dibutuhkan dalam jumlah 8 sampai 13 kapal pada tahun 2019 sampai 2033 dengan kapasitas 20000 DWT dan kecepatan 13.8 knot. Dilanjutkan dengan
initial design dimana berfungsi sebagai acuan estimasi biaya apabila ingin melakukan pengadaan kapal baru.
Indonesia is one of the worlds major exporters of Crude Palm Oil (CPO) and in recent years the volume of Indonesias CPO exports has increased. With the issuance of Indonesian government policy number 80 of 2018 which requires the use of national sea transportation for CPO export activities helps increase the productivity of the national shipping industry through the procurement of a fleet of ships and will also change the business model that used the Free On Board (FOB) to Cost, Insurance and Freight (CIF), where the CIF business model will be more profitable for Indonesia as an exporter. To support this policy an adequate fleet of ships is needed. This study aims to determine the needs of the fleet planning to meet the needs of Indonesias CPO export Dumai - Kandla route in terms of number of ships, ship capacity and speed of the ship. By using linear programming optimization method which minimizes total operational costs and calculations using existing equations so that the optimal value is obtained. The results of this study found that the fleet plan required is the number of new ships of 16 to 25 ships in 2019 to 2033 with a capacity of 10000 DWT and a speed of 15.5 knots. If renting a vessel is needed, namely the number of vessels of 8 to 13 ships in 2019 to 2033 with a capacity of 20000 DWT and a speed of 13.8 knots. Followed by the initial design which serves as a reference for estimating costs if you want to procure new ships."

ABSTRAKAs one of the President Joko Widodo? visions is to make Indonesia as an advanced maritime nation, many development programs are introduced as concrete plans. For instance, the maritime highway concept: a trajectory network for ships and vessels to conduct sea freight activities.This writing will scrutinize both things that have been and have not been done yet by Joko Widodo's administration to implement the maritime highway concept by taking closer look to existing documents, such as the National Middle Term Development Plans 2015 ?2019, as well as analyzing the current legal framework which includes Presidential Decree No. 106 of 2015 on the Implementation of Sea Freight Public Service Obligationand its implementing and sectoral regulations. This article concludes that despite ambitious plan of the Government, there are plenty of rooms for improvement in order to successfully perform the concept. Giving the current situation, the first and foremost is to construct new seaports and expand the existing seaports to meet the technical requirements needed as well as the waiting and dwelling time target.This writing also opens a discussion on the concept of public-private partnership as a solution to catalyze the development of seaports and another infrastructure needed to fully run the marine highway concept."
