"Penelitian ini membahas bagaimana media barat melihat tanggapan Gereja Ortodoks Rusia sebagai sebuah keterlibatan dalam operasi militer khusus yang dilakukan oleh Rusia terhadap Ukraina dalam unit berita yang diterbitkan oleh Religion News Service (RNS). Penelitian ini bertujuan untuk menampilkan pembingkaian yang dilakukan oleh Religion News Service (RNS) atas keterlibatan Gereja Ortodoks Rusia dalam penyerangan tersebut. Teori yang digunakan dalam penelitian ini di ungkapkan oleh Kennet D. Wald (1988) yaitu Churches as Political Communities yang menjelaskan peranan gereja di dalam masyarakat terkait penyebaran paham politik. Penelitian ini menggunakan metode penelitian analisis framing milik Robert N. Entman (1993) dengan membedah unit berita menggunakan 4 perangkat yaitu define problems, diagnose causes, make moral judgement, dan treatment recommendation. Hasil penelitian menunjukkan Religion News Service (RNS) merupakan kantor berita yang bersifat sectarian dan telah membingkai respon yang diberikan Gereja Ortodoks Rusia sebagai keterlibatan dalam operasi militer khusus yang dilakukan oleh Rusia terhadap Ukraina.

This research discusses how the Western media see the Russian Orthodox Church's response as involvement in a special military operation carried out by Russia against Ukraine in a news unit published by the Religion News Service (RNS). This study aims to present the framing by the Religion News Service (RNS) of the Russian Orthodox Church's involvement in the attack. The theory used in this study was expressed by Kennet D. Wald (1988), namely Churches as Political Communities which explains the role of the church in society related to the spread of political understanding. This study uses Robert N. Entman's (1993) framing analysis research method by dissecting news units using 4 tools, namely define problems, diagnose causes, make moral judgments, and treatment recommendations. The results of the study show that the Religion News Service (RNS) has framed the response given by the Russian Orthodox Church as involvement in a special military operation carried out by Russia against Ukraine."

"Operasi Militer Selain Perang (OMSP) adalah salah satu bentuk operasi militer yang dilakukan dalam rangka melaksanakan tugas pokok TNI. OMSP dilakukan oleh TNI untuk menghadapi ancaman yang sangat kompleks, dilaksanakan secara aktif dalam memecahkan berbagai permasalahan yang dihadapi bangsa Indonesia. Ancaman yang dimaksud adalah ancaman nonmiliter yang diidentifikasikan berdasarkan analisa kecenderungan lingkungan strategis yang terjadi dihadapkan dengan tugas pokok TNI. Ancaman terhadap ketahanan pangan merupakan ancaman terhadap salah satu gatra dalam panca gatra, yakni ekonomi. Terwujudnya ketahanan pangan berakibat langsung pada terwujudnya stabilitas sosial dalam masyarakat dan terpenuhinya human security. Dalam pandangan United Nations Development Programs (UNDP) ada dua aspek utama dalam human security, salah satunya adalah bebasnya manusia dari kelaparan, kekurangan gizi, penyakit, dan tekanan. Guna mewujudkan ketahanan pangan, Presiden menugaskan TNI AD untuk ikut serta berperan dalam program tersebut. Bagi TNI AD tugas ini merupakan sebagian bentuk pengembanan perintah dari Undang-Undang TNI dalam hal memberdayakan wilayah pertahanan. Tugas inilah yang sedang diemban oleh Kodim 1681/TTU dalam mensukseskan program ketahanan pangan. Penelitian ini menggunakan penelitian kualitatif dimana penyajian datanya dengan tehnik deskriptif analisis, selanjutnya data yang digali menggunakan wawancara mendalam dan observasi lapangan. Hasil penelitian menunjukkan bahwa sebagai institusi yang memegang teguh Sumpah Prajurit dan Sapta Marga, Kodim 1618/TTU melaksanakan tugas dan perintah dengan maksimal. Namun disisi lain dihadapkan dengan UU maka seharusnya penugasan TNI dalam mendukung institusi sipil yakni Kementan dan Pemda guna mewujudkan ketahanan pangan melalui OMSP harus dengan kebijaksanaan dan keputusan politik negara. Selanjutnya dengan melihat letak geografis, demografi, dan sumber kekayaan alam diwilayah TTU maka strategi dalam mewujudkan ketahanan pangan di Kabupaten TTU sebaiknya diikuti dengan melaksanakan usaha peternakan. Untuk itu perlu dibuat kebijakan yang baru khusus bagi Kodim 1618/TTU dalam rangka mewujudkan ketahanan pangan dengan menggiatkan usaha peternakan bagi masyarakat TTU dengan berdasarkan pada peraturan perundang-undangan.

Military Operations Other Than War (MOOW/OMSP) is a form of military operation carried out in the context of carrying out the main tasks of the TNI. The MOOW/OMSP is carried out by the TNI to deal with very complex threats, carried out actively in solving various problems faced by the Indonesian nation. The threat in question is a non-military threat identified based on an analysis of the strategic environmental trends that occur in the face of the main tasks of the TNI. The threat to food security is a threat to one of the the five gatra, namely the economy. The realization of food security has a direct effect on the realization of social stability in the community and the fulfillment of human security.

According to the United Nations Development Programs (UNDP), there are two main aspects in human security, one of which is human freedom from hunger, malnutrition, disease, and pressure. In order to realize food security, the President assigned the Indonesian Army to take part in the program. For the Army the task is part of the development of orders from the TNI Law in terms of empowering defense areas. This task is being carried out by Kodim 1681 / TTU to execute the food security program. This study uses qualitative research where the presentation of the data with descriptive analysis techniques, then the data is extracted using in-depth interviews and field observations.

The results of the study showed that as an institution that held firm to the Soldier’s Oath and Seven Fundamental Commitments, Kodim 1618 / TTU carried out their duties and orders to the maximum. However, on the other hand, faced with the Law, the assignment of the TNI in supporting civil institutions, namely Ministry of Agriculture and Regional Government in order to realize food security through MOOW/OMSP, must be based on state policies and political decisions. Furthermore, by looking at the geographical location, demographics, and natural resources in the TTU region, the strategy in realizing food security in TTU Regency should be followed by implementing livestock business. For this reason, it is necessary to make a new policy specifically for Kodim 1618 / TTU in order to realize food security by intensifying livestock business for TTU communities based on legislation."

"ABSTRAKPelaksanaan tugas TNI diluar fungsi pertempuran dikategorikan sebagai Operasi Militer Selain Perang OMSP sebagaimana diatur dalam UU Nomor 34/2004 tentang TNI. Luasnya cakupan OMSP mengundang pro dan kontra, ada kekhawatiran TNI kembali campur tangan dalam ranah sipil seperti masa Orde Baru. Pengerahan TNI dalam proyek penertiban Kalijodo menimbulkan berbagai perdebatan, banyak pihak yang mengkritik dan mempertanyakan, bahkan menolak pelibatan TNI sebagai kekuatan pertahanan negara dalam kegiatan penggusuran tersebut. Padahal bila merujuk pada UU Nomor 34 tahun 2004 tentang TNI, pelibatan TNI dalam penertiban Kalijodo bisa dipandang sebagai implementasi tugas OMSP TNI dalam membantu tugas pemerintah daerah. Melalui pendekatan kualitatif, penelitian ini berupaya menggambarkan dan menganalisis implementasi OMSP dalam perbantuan TNI pada Pemerintah Daerah dengan studi kasus penertiban Kalijodo Jakarta Utara. Hasil penelitian menemukan bahwa perbantuan TNI dalam Operasi Penertiban Kalijodo berdampak positif meskipun masih mengundang polemik karena adanya kelemahan dalam hal legitimasi dan payung hukumnya sehingga perlu dilakukan perumusan regulasi secara tepat untuk menghindari adanya penyalahgunaan profesional TNI sebagai alat kekuasaan. ABSTRACTImplementation of TNI duties beyond the function of combat is categories as Military Operation Other Than War OMSP , such as regulated Law Number 34 FY 2004 on Indonesian Armed Forces TNI . The extent of OMSP scope invites pros and cons, there are concerns the TNI re intervenes in the civil domain same as ldquo the Orde Baru rdquo period. TNI deployment in the Kalijodo eviction project give raise debates, many critics and questioning and even of TNI involvement denial in the Kalijodo eviction project as a national defense force. Whereas when referring to Law No. 34 FY 2004 on TNI, the involvement in the Kalijodo evictions project can be seen as the implementation of OMSP task in terms of assisting local government. Through a qualitative approach aimed at illustrate and analyzing of the implementation of OMSP in the TNI assistance to the local government with a case study of eviction project Kalijido North Jakarta. The results revealed that TNI assistance in Kalijodo Eviction project has a positive impact eventhough still as debatable due to legal protection and legitimacy weaknesses. "This chapter analyzes the United States use of psychological warfare to win the hearts and minds of the people of Indonesia during the 1950s, and Iraq and Muslim majority countries in the aftermath of the 9/11 attacks. This chapter explains both the change and historical development of U.S. psychological warfare, the agencies involved, and the policy options at its disposal. It argues that the U.S. uses of psychological warfare without clear understanding of the domestic politics of the targeted country produced results that were not only harmful to the people of the country targeted but also to U.S. interests. Drawing from the past and present practices of U.S. psychological warfare this chapter seeks to identify the changes in U.S. psychological warfare, and the mistakes that the U.S. has made, as well as the type of challenges that it will face in the future."
