"Diplomasi ekonomi sudah dilakukan sejak zaman dulu, salah satunya adalah yang terjadi antara Kesultanan Ternate dengan Pemerintah Hindia Belanda. Kegiatan diplomasi ekonomi tersebut tercantum dalam beberapa naskah perjanjian, yaitu Surat Perjanjian Suppletoir Contract omtrent den afstand van het recht tot het heffen van in-en uitvoerrechten en accijnsen in de afdeeling Banggaai (Residentie Ternate) en Onderhoorighoden gesloten met Z.H. den Sultan van Ternate en zijne landsgrooten op den 10 Maart 1899 dan Tandscrift Van Vrischa. Di dalam naskah ini terlihat apa saja bentuk hubungan diplomasi yang dilakukan dan mengapa diplomasi tersebut dilakukan. Tujuan dari penelitian ini adalah memperlihatkan bentuk-bentuk hubungan diplomasi ekonomi yang terjadi antara Kesultanan Ternate dengan Pemerintah Hindia Belanda serta mengapa hubungan diplomasi ekonomi tersebut dilakukan. Metode yang digunakan untuk menjelaskan hal tersebut adalah metode deskriptif analitis. Hasil penelitian ini memperlihatkan bahwa bentuk-bentuk hubungan diplomasi ekonomi yang dilakukan oleh kedua belah pihak adalah monopoli perdagangan cengkih serta pemberian upeti kepada Kesultanan Ternate. Adapun latar belakang mengapa diplomasi itu dilakukan pihak Ternate adalah sebagai akibat dari dukungan Belanda terhadap Tentate pada saat Ternate menghadapi konflik dengan Spanyol. Sementara itu, Belanda melakukan diplomasi dengan Ternate dilatarbelakangi oleh kondisi politik dan ekonomi Belanda yang memburuk akibat adanya transisi politik dan ekonomi yang terjadi di Belanda. Dalam diplomasi ini Belanda mengambil keuntungan yang sebesar-besarnya dari Ternate untuk menutupi kondisi ekonomi negaranya.

Economic diplomacy has been carried out since ancient times, one of which is what happened between the Sultanate of Ternate with the Dutch East Indies Government. These economic diplomacy activities are listed in several treaty texts, namely the Suppletoir Contract omtrent den afstand van het recht tot het heffen van in-en uitvoerrechten en accijnsen in de afdeeling Banggaai (Residentie Ternate) en Onderhoorighoden gesloten met Z.H. den Sultan van Ternate en zijne landsgrooten op den 10 Maart 1899 and Tandscrift Van Vrischa. In these manuscripts, it can be seen what the forms of diplomatic relations are and why. The purpose of this study is to show the forms of economic diplomacy that occurred between the Sultanate of Ternate and the Dutch East Indies Government and why the economic diplomacy relationship was carried out. The method used to explain this is a descriptive analytical method. The results of this study indicate that the forms of economic diplomacy relations conducted by both parties are the clove trade monopoly and tribute to the Sultanate of Ternate. The background to why the diplomacy was carried out by Ternate was as a result of Dutch support for Tentate when Ternate faced a conflict with Spain. Meanwhile, the Netherlands conducted diplomacy with Ternate against the background of Dutch political and economic conditions that worsened due to the political and economic transition that occurred in the Netherlands. In this economic diplomacy, the Dutch took the maximum advantage from Ternate to cover the country's economic conditions."
